Whereas, the Finance Department vide communication No.

ET/Estt/154/2012 dated 11.08.2015 referred 88 posts of Inspector (State Cadre)
(OM=47, RBA=20,SC=08, ST=10, ALC=02,OSC=01)of the J&K Excise and State Taxes
(Subordinate) Service to J&K Services Selection Board for selection of suitable
candidates; and

02. Whereas, the Jammu & Kashmir Services Selection Board vide
communication No. SSB/Secy/Sel/2018/7492-98 dated 27.06.2018 forwarded a
select list of 44 candidates (OM=27, SC=06, ST=10 & OSC=Ol) for the post of
Inspector Finance Department (State Cadre) advertised vide notification No. 05 of
2015 under item No. 169 dated 01.09.2015 indicating therein that recommendation
in favour of 07 Inspectors have been kept withheld for want of requisite
documents; and

03. Whereas, the Finance Department vide Government Order No. 297- FD
of 2018 dated 03.07.2018 and Government Order No. 383- FD of 2018 dated
07.09.2018 issued appointment orders in respect of 37 candidates and 03
candidates respectively as Inspector (State Cadre) in the Pay Band of Rs. 9300-
34800 with Grade Pay of Rs. 4200/- in the J&K Excise and State Taxes (Subordinate)
Service.

04. Whereas, the Finance Department vide notice dated 27.08.2018

directed the following 05 non joining appointees to report in the State Taxes
Department along with the reasonable justification for cause of delay within the

period of 10 days failing which their appointment as Inspector (State Cadre) shall be
deemed to have been cancelled ab-initio without any further notice:

05. Whereas, the Commissioner, State Taxes, J&K vide communication No.
302jAdmj6070jCCT dated 25.09.2018 intimated that out of 05 only one candidate
namely Mr. K. Isflndiyar Khan (10jST) has joined in the department. Accordingly,
Finance Department vide Government order No. 438-FD of 2018 cancelled the
appointment of the following 04 candidates as Inspectors:

06. Whereas, Finance Department vide communication dated 23.10.2018

requested Service Selection Board to provide the waiting list of candidates selected
. as Inspectors (State Cadre) under (OMjSC/ESMjST) categories who are figuring in
the next order of merit for appointment against these 04 posts accrued due to non
joining and their subsequent cancellation issued vide Government Order No. 438- FD
of 2018 dated 16.10. 018.
07. Now, as recommended by the J&K Services Selection Board, sanction is
hereby accorded to the temporary appointment of following 04 candidates as
Inspectors (State Cadre) in the Pay Band of Rs. 9300-34800 with Grade Pay of Rs.
4200/- in the J&K Excise and State Taxes (Subordinate) Service by way of operating
waiting list:

08. The appointment of the above said candidates shall be subject to

fulfillment of the following conditions:-
A) The appointees shall report to the Head of Department as
mentioned against each within a period of 21 days from the date
of issue of the order.
8) The appointees shall be allowed to join only on production of the
following certificates in original:-
a. Academic/Technical Qualification Certificates.
b. Matriculation/Date

of Birth Certificate.
c. Health Certificate issued by Chief Medical Officer.
d. Permanent Resident Certificate issued by the Competent Authority.
e. Certificates from the District Industries Centre(DIC) and District
Employment & Counseling Centre to the effect that no loan under the
self-employment scheme has been taken by the appointee.
f. Reserved Category Certificate (in case of candidates belonging to
reserved category).

C) The appointment of the candidates as Inspector shall further be

subject to the following conditions:-
i. The appointee shall give an undertaking duly attested by the First Class
Magistrate in the shape of an affidavit to the effect that in case adverse

report about. his/her character and antecedents is received from

Inspector General of Police, (eID), J&K to whom a reference shall be
made by the concerned HoD, the candidate shall have no right to claim
his appointment as Inspector and his appointment as such shall be
deemed to have been cancelled ab-initio,
ii. If on verification, the certificate(s) produced by the appointee are
proved to be fake or forged, the appointment shall be cancelled ab-initio.
iii. The salary of the appointee shall not be drawn and disbursed to him
unless the satisfactory reports in respect of (i) and (ii) above are
received in his favour.
iv. The appointee shall be on probation for a period of 05 years and shall
undergo requisite training of three months and qualify the departmental
examination (Excise & State Taxes -II Examination) within the period of
probation.
v. The inter-se-seniority of the appointee shall be strictly as per his merit
in the select list.

D) All the appointees shall undergo one month training at Excise &
Taxation Institute, Nagrota, Jammu.
E) The appointment including pay, service etc shall be governed in
terms of J&K Special Recruitment Rules, 2015 [SRO-202 dated 30-
06-2015].
