1. N.G.K. Raju, M Tech (Civil)


Mr. Raju is an experienced engineer-economist with 22 years of experience in road sector, including 12
years functioning as independent consultant working on projects funded by multi-lateral and bilateral
agencies, governments, public-private partnerships. Provided consulting services for transport
infrastructure projects - the latter worth US$ 6 billion. These include 8,500 km long roads comprising
rural roads, urban streets, state highways, national highways, and expressways. Has resident experience in
9 countries - three in developed Countries (Singapore, UK and Ireland) and in six developing Countries
(Bhutan, Ethiopia, Fiji, India, Mongolia and Tanzania).
His expertise includes highway design and design management, pavement analysis and design, traffic and
transportation planning, road safety, transport economics, and Urban planning.

2. Jyothi Mohan, B Tech (Civil)


Ms. Jyothi has extensive experience of about 25 years in planning, detailed engineering design, preparation
of detailed drawings of road, standard drawings for junctions, Culverts, preparation of rate analysis, cost
estimates and Bill of Quantities, etc.
Excellent working knowledge of MX for Windows and Mx in Autocad software, AutoCAD (2005), Microsoft
Word, and Excel.
To date, Jyothi has been involved in planning, detailed engineering design using highway geometric design
software Mx (MxRoad and MxRenew), preparation of detailed drawings of road, standard drawings for
junctions, Culverts, preparation of rate analysis, cost estimates and Bill of Quantities, etc. for a number of
highway projects. Thorough working knowledge in Mx Software(Mx Road, Mx Renew and Mx Draw) for
geometric design of roads.Carried out geometric design of highway using in-house software HI-
Des.Experienced in working of geometric design software inRoads.

3. Jatinder Grover, FCA


Mr. Jatinder is a Chartered Accountancy Professional with 17 years’ experience. Also a member of Institute
of Chartered Accountants of India since 1997. He has rich professional expertise in the wide spectrum of
areas including finance, taxation, business re-structuring, corporate matters and legal issues and is
practicing since 1997. The work experience includes as Head of Accounts and Finance for Northern Region
since April 2005 to April 2011 in Shapoorji Pallonji & Co. He has worked for a number of national highway
projects including the World Bank and ADB projects since 2002. He has expertise in economic analysis
based on HDM-4 models and financial analysis of highway projects. He is well versed with financial
modeling of BOT projects and preparation of financial analysis report.

4. H.R. Sharma, B. Sc Engineering (Civil)


Mr. Sharma is an experienced Engineer with more than 50 years experience in various fields of Civil
Engineering. He served in the Ministry of Road Transport and Highways, Government of India for about 31
years. During this period he was engaged in the design of bridge structures and highways. He was also on
foreign assignment with the Government of Iraq for 5 years (1980-1985). He worked with M/s.
Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT) for about 17 years. During this consultancy
assignment, he was associated with the various projects of Feasibility Studies, Detailed Project Reports and
Contract Management, etc.

5. Saravanan Muniswamy, M.Tech


Mr. Saravanan Muniswamy is a Highway Design Engineer with more than 14 years’ experience in the field
of Civil & Infrastructure with specialisation in Highways. During his career he has worked in India, Dubai,
and Ethiopia on a range of challenging and rewarding projects. He is presently working as a General
Manager, handling design team for National Highways Roads and State Highways Roads, responsible for
delivering quality projects on time and budget. He manage a multidisciplinary team of engineers, CAD
drafters and coordinate with clients and management to deliver my projects, monitor and report progress
of project deliverables, identify and manage project risks, Earned Value management and estimate
resource allocations for the project, forecast and report future requirements on a monthly basis.

6. Kejendira Raj, M.E.


Kejendira Raj has got more than 14 years of experience in Transportation as Highway Design Engineer. He
has got experience on various Expressway, Highways, Urban Streets, Rural Road and Interchanges &

Intersection development projects in Middle East (UAE & Qatar), UK and India. He has experience on the
project from Feasibility / Master plan, Preliminary and Final Detailed Design Stage on Horizontal
Alignments, Vertical Profiles, Interchanges & Inter-sections alignments and Grading Plans, Cross-Sections,
Pavement Design using the software MX-Road, Inroads, C3D, Micro station and
AutoCAD. He has hands on experience in Preparation of Highway Related
Drawings, Technical Report, Specifications, Bill of Quantities and Tender
Documents.

7. A. Meganathan, M. Tech (Civil)


Mr. A.Meganathan is a Post Graduate with more than 13+ years of professional
experience in Traffic and Transportation Engineering and Pavement Design (Flexible and Rigid). Having
experience in NHAI, State Govt. Projects and World Bank Projects and well conversant with design
standards and latest codes of practices.
Strong knowledge in interpretation of the codal provisions to the advantage of concessionaire and
contractor. Well versed with engineering surveys required for Highway Projects viz., Traffic Studies, Axle
Load Survey, Soil Investigations, Road Inventory and Pavement Condition Survey and sound knowledge in
analyzing the Axle load spectrum, traffic studies.

8. S. Pugazhenthi, B.E. (Civil)


Mr. S. Pugazhenthi is a Graduate in Civil Engineering having 12 years of professional experience in field of
highway engineering of various National and State Highway Projects with National and International
funded with good skills in detailed geometric design using MX/MOSS and AutoCAD design software.
Actively involved in feasibility studies, preliminary design and detailed engineering of highway and
infrastructure projects. Responsibilities included site investigation work like, road inventory, road
condition survey, pavement condition survey, utility survey, etc.; Checking and finalization of survey data
and drawings supplied by surveyor, Identification of bypass alignment alternatives and realignments;
Computations of pavement layer quantities and earthwork volumetric; Preparation of setting out reports
etc. and Generation of road drawings such as Plans, L-sections, and X-section.
Responsibilities under planning and design phase included feasibility and detailed engineering design
including co-ordination with the other team members.

9. D.K. Rastogi, B.Sc. Engg. (Civil)


Mr. Rastogi served in Ministry of Road Transport and Highways of Government of India for about 33 years
in the field of Planning and Design of various types of bridges across major and minor rivers, flyovers,
interchanges, railway over bridges, etc. in different parts of the Country. More than 14 years of experience
in Consultancy services of bridges with M/s. Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT).
Has thorough knowledge of Codes of Practices. Presently, member of one of the Bridges Committees of
Indian Roads Congress.

10. V. P. Singh, B.E. (Civil)


Mr. V.P. Singh is well versed with the latest software used in design of bridges like STAAD Pro, STRAP&
Adapt ABI IV and has thorough knowledge of innovative bridge designs. He has handled planning, project
preparation, design, construction supervision including rehabilitation and project monitoring of major
bridge projects. His experience spectrum covers geotechnical investigations, collection, analysis and
assimilation of hydraulic data, structural analysis and design of RCC, PSC, Steel composite, Steel truss type
superstructure, substructure, open, and deep well & pile foundations, repair and rehabilitation of highway
structures, formulation of design standards, contractual matters, etc.
He has over 17 years `Professional experience of which he has over fourteen years’experience as Bridge
Design Engineer in planning, structural design of minor &major bridges, flyovers, cloverleaf, ROBs &
RUBs, Grade separators, vehicular underpasses, Pedestrian / Cattle Underpasses, footbridges and Cross
Drainage Structures.
He has worked as Bridge Design Engineer for design of Bridges involving Pre-feasibility/ Feasibility Study
and Preparation of DPR for Highways/ Expressways.

Design experience includes detailed design and preparation of construction drawings of
Boxgirder, Precast Segmental Method (PSM), steel composite, I-girder, Super-T girder,

B. Detailed Description of Projects

 Design Consultancy:

Scope of Work:
(i) MGM shall provide services of Design Director; prepare designs and drawings as set forth in the EPC
Agreement. The designs and drawings shall be as per
Schedule I, and inconformity with article 10, and Schedule A,B,C and D of EPC Agreement. The
design and drawings shall be based on surveys and investigations data provided to MGM.
(ii) MGM shall facilitate approval of all designs and drawings by Authority Engineer, Punjab PWD
(B&R), Proof Check Consultant, Safety Consultant and other relevant stakeholders.
(iii) The design and drawings preparation, submission, and finalization shall be in line with construction
program of J S Grover Constructions.
(iv) Design Consultancy services shall be in three phases. During Phase I first cut of design and drawings
shall be submitted. During Phase II, updating of designs and drawings as per site conditions
including land availability shall be carried out. During Phase III, as Built Drawings to be submitted.
(v) MGM shall provide support to J S Grover Construction on the following aspects, on need basis:
 Quantification and communication required for Change of Scope and Extension of Time;
 Preparation of Maintenance Manual.

Scope of Work:
1. To review of all design & drawings required as per details of scope of work mentioned in Schedules B
,C, and Dof EPC Agreement.
2. To review
fieldinvestigationscopeandreportsforhighwaysandbridgeworksaspertherequirementofEPCAgreement
andrelevantcodalguidelines.Thefollowingfieldinvestigationthatare being carried out by the design
consultant shall be reviewed:
(i) Topographic Survey in project corridor of 60m, establishing GPS control point at every
5km in pair, traverse point at every 250 m and cross section at every 10m along the project
length picking up detail at every important point. Marking of Centerline of project road at
every 100m for straight portion and 50m in curved portion;
(ii) Soil Pit Survey all along the project highway at every 500 m length for design of
embankment;
(iii) Borrow Area Identification and testing of material and checking its suitability for
embankment construction and subgrade at 5 km interval on project road;
(iv) Aggregate quarry identification and testing along the project stretch;
(v) Field drainage investigation for deciding the location of cross drainage structures;

and suggest improvement, keeping in view innovation in design especially in pavement design as per
IRC: 37-2012 and its cost effectiveness. Proof Consultant shall assist in standardizing the designs
keeping in view use of precast elements in construction.
(5) The Proof Consultant shah take up proof checking of design and drawings of all Project Highway
components (road and bridges, for which all supporting data/documents, such as soil report including
recommendation), hydraulic data reports, topography details, analysis and design file bath safe (as
per avalla8illty) and hard form shall be made available to the Proof Consultant to facilitate and
expedite proof checking.
(6) The Incorporation of the modifications, as suggested by Proof Consultant after proof checking, as
necessary, shall t)e apprised to the Contractor in writing and revised submissions by the Contractor

other published data for the Project Highway and Project Area for understanding of
the Project;

j) Design Consultant on behalf of SEL shall provide the Geotechnical Assessment
Report & Geotechnical Interpretative Report, hydrological calculations for bridges,
Plan & Profile, design submissions at Detailed Design Stage etc., and data as desired
by the Firm pertaining to the Scope of Work under this Assignment.
k) Comments on the submitted designs shall be provided by the Firm to the Design
Consultant and M/s Sadbhav Engineering Limited within the time period mentioned
in Clause 2 of this Letter of Award in general;

by Design Consultant for incorporation/revision in Design or commented upon to the

(ii) Conducting Origin-Destination Survey at all three locations (for one day 24 hours)
(iii) Conducting Axle Load Survey at all three location (for one day 24 hours)

(vii) Updating pavement rehabilitation using FWD data available with ERA.

Km 116.950 to Km 138.030 & existing Km 142.950 to Km 168.00 in the State of
Punjab.
ii) Development to Four Lanes with paved side shoulder of Tapa to Bathinda Section
of NH- 64 [New NH No.7] from existing Km 168.000 to Km 209.405 in the State
of Punjab
Client: Public Works Department, Punjab
Employer of MGM: Patel Infrastructure Pvt. Ltd.
Scope of Work:
(i) Detailed Engineering Study of the alignment.
(ii) Detailed assessment of Scope of Work stipulated in the Schedule - B & C.
(iii) Preparation of Tentative Designfor all Structure, Main Carriageway & Service Road as per
Specifications provided at Schedule - D i.e. IRC: SP: 84-2009.
(iv) Preparation of Detailed BOQ considering incidental work required for the Completion of the
Projects as per the Specifications & Standards specified in the Bid Document.
(v) Providing Technical Support for the Pre-Bid Work.

(vi) Carryout Visual survey of the proposed alignment as per the Plan provided along with the Bid
Document. Carryout necessary visual Observation to derive Earth work quantity with assumptions
which give fairly accurate quantity of Earthwork near to the actual.
(vii) Carrying out Detailed survey of the availability of the Construction Material like Soil, GSB,
Aggregate, Cement, Sand, Bitumen in the vicinity of the Project Highway, Location Borrow Area
and the gathered the rates of the same including applicable taxes as well as Royalty for the Materials
and prepare Rates for the various items to be executed for the Completion of the Project.
(viii) To Prepare Contract Price with the estimate using BOQ and rates. This will give accurate estimate of
the project construction cost.
(ix) For the finalization of Bid and to discuss about the Technical Study carried out by the consultant,
joint meeting will be arranged at PIPL's Anand office (Maximum 2 meetings). For the attending the
meeting, travelling - Air fare or Train fare should be bear by the consultant (MGM) and other
arrangement like Airport/Railway Station peak-up & drop in Gujarat as well as lodging at PIPL's
Guest House will be provided by PIPL free of cost.
