GENERALLY
A The Tenderer is required to price those clauses in each

trade in the Bill of Quantities which he considers to have
a cost effect. The amounts stated by the Contractor shall
be deemed to apply to the whole of the works carried out
under this Contract including all variations to the
Contract.
B Whereever there are no amounts against any clause,

whatever monetary cost attributable thereto shall be
deemed to have been included elsewhere in either the
Preliminaries Section or included elsewhere in the unit
rates for the work in each respective trades.
C All documents comprising the Contract are to be taken as

mutually explanatory and the tendered Sum shall be
deemed to cover the complete requirements of the
Conditions of Agreement, Specifications, Drawings, the
Bill of Quantities and tender conditions.
D In the event of the amount inserted against a clause in

the Preliminaries Section for which whole payment or
substantially whole payment would normally be made at
the outset of the Contract being higher than the amount
which the Contractor can substantiate, payment for the
excess amount will be effected over the period of the
Contract.
E In the event of no amounts being inserted by the

Contractor in respect of this Bill of Quantities, no relative
payment whatsoever will be included in interim
payments.

MEASUREMENTS
A The Bill of Quantities has been measured in accordance

with the Australian Standard Method of Measurement of
the Building Works.
B Where in particular cases no rules can be reasonably

applied to the Measurement or where it has been
deemed necessary to depart from rules contained within
the aforementioned document, the Method of
Measurement adopted for the particular work or materials
has been stated in each instance where it occurs.
C The quantities have been measured in accordance with

the Specification and from the Drawings listed in the
Drawing Register.
D Figured dimensions take precedence over scaled and

large scale over small scale.
E All dimensions shall be verified on site and where any

conflicting measurement, the Superintendant of works
shall be notified immediately prior to proceeding.
F All measurements and quantities are NET as fixed in

position. No allowance has been made for laps and
waste. All items are to be read 'Supply and Fix' unless
specifically described otherwise.
G This Bill is to be used in the purposes set out in the

Contract Documents. It is not to be used for ordering
materials or manufacture of units, except completely at
the Contractor's own risk.
H This Bill has been divided as much as possible into

separate trade sections, but in some cases at the
discretion of the Contractor work maybe executed by
different subcontractors. It is the Contractor's
responsibility to co-ordinate and control the whole of the
works and be responsible for each and every sub-trade
and for ensuring that the whole of the works Billed are
included and priced in his tender.

I The Bill has been compiled in matrix form with buildings
separated where their quantities are measured under
each respective building for the purpose of easy
reference and future adjustments depending on funding
limits. Hence, most item descriptions given are fairly
representative of all buildings and as such all rates and
or any amounts should be representative of each
building.
MEASUREMENTS (Cont'd)
A In addition to above, all bill items which are not related to

a particular named building are assumed as external
works and are measured as such under the External
Works section of the Bill of Quantities.
B Where Specifications or Drawings references are given,

they must be studied and used as amplification of the
descriptions given for billed items.
C Refer to the Condition of Tender, Conditions of Contract

and Preliminary, which may affect this trade
PRICING BILL OF QUANTITIES
E The Contractor is deemed to have allowed for all

necessary programming, staffing, protection, temporary
screens, security, noise control, weather protection items,
etc. that are associated with the programmed
construction of the works to the Superintendant's
satisfaction.
F Prices shall include for labour and all costs in connection

therewith including for labour in square, raking, splay and
circular cutting, drilling, setting, fitting and fixing of
materials and goods in position; materials and goods
including materials required for lapping, jointing and the
like, waste of materials, and all costs in connection
therewith such as conveyance, delivery, unloading,
storing, returning packing, handling, hoisting, lowering,
delivery, for custom duties, royalties, payroll tax, overtime
bonus and incentive payments, establishment costs,
overhead and trading loan costs, Contractor's premises,
administration and office personnel, processing of
variations, profit, plant and equipment, protection of work
against damage and any expense incurred in complying
with the requirements of the Contract.
G The Contractor shall allow against each clause in the Bill

of Quantities for all costs that he may incur in complying
with the terms of that clause or item.

H If any clause or item is not priced it shall be deemed that

either:
(i) the cost has been included elsewhere, or (ii) no

remuneration is required in respect of that clause or item.
PRICING BILL OF QUANTITIES (Cont'd)
A All items throughout the Bill of Quantities shall be priced

individually. Where items are grouped together and
priced as a combined sum, the Contractor will be
required to provide an itemised breakdown of the amount
and the Superintendant's decision as to the valuation
rates and prices for individual items shall be final.
B The drawings and Specification shall be referred to when

pricing this Bill and these documents shall be read in
conjunction with and as amplification of the descriptions
of items.
C Refer to the Specification for all Conditions of Contract

applicable to this Contract, including all requirements and
conditions in connection with this Bill. The Contractor
shall ensure that all subcontractors are aware of the
Conditions and have made all allowances in their
tenders.
D A full detailed priced Bill of Quantities is required to be

submitted with the Tender.

MEASUREMENT AND PRICES
A The Contractor's attention is directed to the requirements of the

'Measurement and Prices' clause 4.1.P1 included in the
Australian Standard Method of Measurement for this section of
the works which states: 'measurement and prices deemed to
include for: levelling, grading, trimming, compacting, scrabbling
and similar to faces of excavations other than to reduce level,
floor slab and road pavement excavation, keeping sides plumb,
backfilling, consolidating and disposing surplus spoil.
B In addition to the requirements of the Australian Standard Method

of Measurement clause 4.1.P1, the measurement and prices for
excavation shall be deemed to also include for excavating in
whatsoever materials is encountered including any working
space and/or maintaining faces, forming, reforming and removing
temporary ramps; wheeling, basketing or hoisting out of
excavated material preparatory to disposal; stockpiling either on
site where space permits or off-site if necessary (including all
costs to return materials to site) all selected materials that is
required for reuse in the works; stepping bottom of trench and pit
excavations to receive concrete; leveling, grading, trimming,
compacting, scabbling and similar to faces of excavation to
reduce level for floor slabs and road pavements; keeping free
from debris and falling materials; removing from site all surplus
excavated material on site; for depositing in dump provided by
the Contractor and for providing all necessary barricades,
hoardings, lights, signs as required.

paper and plastic membranes shall be deemed to include for
lapping joints 200 mm and taping, dressing over corners and
angle fillets.
B Excavation described as 'Excavation in material as found' shall

be deemed to also include for excavating in whatsoever
materials is encountered including rock, soft spots, road
surfacing material (such as bitumen, asphalt, etc.) and road sub-
base material (such as hardcore, base course, etc.); breaking out
and removing obstructions, foundations, abandoned services
shown on the drawings but no longer required, etc. encountered
during excavations; removing sections of concrete kerbs,
channels, plinths and the like as required and as necessary to
suit excavations. Not extra payment will be made should
excavation in other materials other then rock be found necessary.
All costs incurred in excavation in all types of ground shall be
included in the prices inserted herein
