VS. Dwight Evan Chisoln Complainant is a Deputy District Attomey with the Brown County District Attomey’s Office and knows of the above offensa(s) on information and belief based upon: PROBABLE CAUSE: 1. Complainant's review of the details of Officer Jade Schneider of the Groen Bay Police Department which ingicate that on Monday, September 16, 2019, at approximately 3:58 P.M, |, Officer J. Schneider, was working as a fuly uniformed patrol office for the Cty of Green Bay Police Department. | was dispatched toa call that originated at Green Bay, on 09-14-2019, Dispatch informed me that @ person was in the lobby at the Green Bay Police Department in reference to this call and adviged me to refer tothe cal notes, My notes indicated that on 09-14-2019 at approximately 6:23 AM., officers were sent to this call address for a welfare check. On that date, there was a male in the emergency room at Ballin Hospital who had carbon monoxide poisoning. The male victim advised that he and an tunknown male had sexual relations at this address in a garage. There was a generator going in the garage during this, and the male victim had carbon monoxide poisoning. That day, othot officers were sent to this address for a welfare check to see ifthe other male involved was ok. ‘My notes indicated that other officers made contact with a female. The female who they spoke to advised that there was no one living at this address matching that description. My notes also indicated that there was a strong odor of CO2 coming from the house. The other officers then Cleared from the cal. Furthermore, my notes did not indicate who the other officers spoke to. Today, there was a female in the lobby of the Green Bay Police Department who was the victim's mother. She wanted to speak with an officer reference this incident since her son was a minor. Upon arrival, | observed a male and female in the lobby of the Green Bay Police Department, ‘The male identified himself, referred to as victim, 17 years old, and the female identified herself as his mother. Based off of my call notes, | knew that this was a sensitive subject, $0 | invited the victim and his mother to a private side room off of the lobby of the police department. | ‘asked the victim and his mother to briefly describe what happened. They both explained to me ‘that the victim met an unknown male online. The victim agreed to go to the unknown male's home and they had sexual intercourse in the garage. During this encounter, there was a {generator going in the garage. When the victim went back home, he did nat feel well, so he {old his mother what happened. His mother then brought the victim to Belin Hospital for carbon ‘monoxide poisoning. The victim was then transferred to St. Elizabeth Hospital near Appleton, Wisconsin, and was placed into a bariatric chamber for his condition, The vietim explained to ‘me that he would be wiling to provide a written statement on the events that happened. Duo to the nature of the events, | contacted a sexual assault advocate before | continued in this investigation, ‘Sexual assault advocates responded to the police department. Due to there being several People, | transferred to Interview Room #6, for a larger space. While in the interview room, explained their job duties to the victim. VS~ Dwight Evan Chisoln ‘The vietim explained to me that he met an unknown male on an app called, “Grinder.” The victim advised that this app is a dating app for gay people. He indicated that he met this specific male approximately 3 weeks ago on this app. The victim stated that there was a profile Picture ofthis male and he described him to be black, with shoulder length black hair with pink highlights init. The victim informed me that this male's profile indicated that he was 22 years old. The victim went on to explain that although he is only 17 years old, he had the age on his profile sent to show 18 years old. Furthermore, the victim informed this unknown male of his real age (17 years old) early on in their conversations and the male informed the victim that \was fine. The victim stated that the unknown male had a username on the Grinder app, but he doesn't remember what it was. The victim and the unknown male never exchanged their ‘names at any point. Furthermore, at some point, the victim and the unknown male exchanged their Snapchat infomation. The victim stated that this male's Snapchat username was, “Snow Wight.” They proceed in conversing over Snapchat. The victim advised that their conversations were sexual in nature, but he did not remember what their conversations consisted of, The victim informed me that he was curious what it was like to have relations with a male, and this was his sola purpose of downloading this app in the first place. The vietim wanted to moot up with this unknown male and the male sent his address of ‘The victim advised that he met up with this male on two separate occasions. (On 09-02-2019 at epproximately 10:00 P.M., the victim informed me that he snuck out of his house when his parents were sleeping and went to «The victim went into the detached garage with this male. The victim described the garage to have some children's toys init, children’s bikes/toy cars. He indicated there was also a tan tarp lying in the middle of the garage. The vieim also knew that they were going into the garage to have sexual relations, and the unknown rraia didn't want his parents to hear them. The victim stated that night, the ‘two of them went over to the tarp on the ground. The unknown male handed the victim a condom to put on, and the victim put this onto his penis. The victim informed me that the tunknown male knell down onto the tarp and the victim knelt down behind him. The vietim then inserted his penis into the male's rectum. The victim advised this lasted for approximately 45 minutes. During thie, the male was moaning as if he was enjoying this and saying, "Yes" and "Daddy’. The vietim informed me that he was unsure if the male ejaculated, but advised that he ejaculated into the condom while inside of the male's rectum. The victim took the condom off and gave it to the unknown male. The male briefly went outside and then came back into the garage. The victim thinks that the male threw the condom away in a garbage can just ‘outside of the garage. The victim and the male then got dressed and the victim went home. After this incident, the victim informed me that they continued to talk via Snapchat, but informed me that their conversations were very brief. The victim stated that he asked the male to meet up on 09-07-2019, but the male was unable to due to a dance performance, Based off of the victim's knowledge, he thinks that this male is a drag queen dancer. The victim stated that this male dressed like a female, and that during their first encounter he covered it with a cloth. The victim lalor informed me that he observed a *Pride Alive" advertisement poster at the University of Wisconsin Green Bay, and the male informed the victim thal this was who he danced for. (On 09-19-2018, the victim informed me that he asked to meet up with the unknown male again. The male informed the victim that he had to dance at a Pride Alive event in Green Bay the following day, but agreed to the victin coming over. The victim went to this male's home address on 09-14-2019 at approximately 1:00 A.M. The male laid down a blanket on the garage floor. The victim also noted that a generator was running in the garage. The victim assumed that the generator was to block out the noise oftheir voices so the male's parents wouldn't hear them, The victim informed me that he began inserting his penis into the male's rectum, and stated that they performed many diferent sexual positions. The victim advised that he began feeling, dizzy and lightheaded during this, 50 the two of them went outside for a short period of time to. catch their breath. The vietim did not think he was feeling lightheaded from the generator emiting carbon monoxide at this point in time, but realized this later. The victim and the: unknown male then went back into the garage and the victim informed me that he placed his. fingers into the male's rectum, he placed his mouth on the male's penis, and he placed his penis into the male's rectum. The victim was unable to go into detall about these events as he informed me that he is unsure of the order in which this took place and stated that he did not remember the details of this. The victim went on to explain that the unknown male performed the same sexual acts to him. The victim advised that the male placed his mouth into his rectum. The male placed his mouth onto the victim's penis, and the male placed his penis into the victim's rectum. The victim informed me that the male's penis was hard and they were both enjoying this encounter. The victim reiterated numerous times that he was never threatened or in danger at any point in time, and the male continuously asked if he victim was comfortable. Tne victim informed me that he, the victim, intiated everything which took place. It should be ‘noted that the victim and the mala did not use a condom at all during this incident. The victim stated that he never ejaculated, but the unknown male ejaculated onto the blanket on the ‘ground. The blanket was described to be white or black with a religious design on it. The victim Femembered a cross being on the blanket. Alter the victim and the male had sexual intercourse, the victim stated that he stood up and felt very dizzy. The victim informed me that he “blacked out” for a bit and the male directed the victim outside. The victim informed me that he was leaning on a veticle at the address to help keep his balance and informed mo that he was trying to catch his brsath. The male brought the Victim his clothes outside and the two of them got dressed. The victin asked the male to assist hhim back to his vehicle and the male did this. The victim informed ire that he sat in the driver's Seat and the male then went back into the house. The victim sat in the driver's seat at this location for approximately 30 minutes before he felt capable of driving back home. The victim ‘advised that he then drove back home and Googled his symptoms, Google indicated the signs ‘of carbon monoxide poisoning. The victim then woke up his mother and told her ofthe incident, His mother took the victim to Bellin Hospital. Hospital staff and the victim were very worried about the other male's condition, so they notified the police of this and requested a welfare check at that point in ime. The victim reiterated all of this into his written statement, He tren dated and signed the statement. During this, Sexual Assault Advocate informed me that she went to a “Pride Alive" event on 09-14-2019 in Green Bay, and informed me that she thinks she observed the male who the victim described. Carrie stated that this male was a drag quoen dancer at the event she was at. ‘went onto her Facebook and attempted to find a picture {rom this event. ‘showed the victim and | a Facebook profile picture with "Snow Wight" 4s the Facebook name. The vietim identified the person on this Facebook profile to be the male suspect The victim gave me permission to extract all evidence related to this event from his phone. He signed the consent to search form. The victim did explain to me that he deleted "Snow Wight oprsroi9 5Cave 2018CF001471 Document2 Filed 00-26-2019 Page 6ol7 [STATE OF WISCONSIN VS - Dwight Evan Chisoim {rom Snapchat, and informed me that he also deleted the "Grinder" app from his phone. 1 informed him that | am unsure if data would still be able to be extracted from his phone with these apps being deleted. 2. Complainant's review of the details of Detective Craig Brey of the Green Bay Police Depariment which indicate that on 09/17/19, |, Detective Brey with the Green Bay Police Department, was assigned to follow-up with this case. Oificer Cassie Pakkala and | responded to to try and make contact again with the tenants at this residence. Upon arrival, we observed @ garage door open and the garage located to the south of the residence. Through plain view, | was able to look in the garage without having to enter the garage, and | observed a brown tarp, a generator, and kids’ bikes, all consistent with what the victim had described. At this point, ! was confident that this was the location where the victim {go il rom the generator running and had the sexual encounter with “Snow Wight. | knocked on the door and no one would answer. | took a couple of photos from outside the rage of the brown tarp and the generator. Detective Pakkala and | made contact with two Aeighbors and both confirmed that the transgender individual who identifies as "Snow Wight" does reside or stay at this house frequently at | also contacted Sexual Assault Advocate ‘and she confirmed that the victim identified “Snow Wight as the person he had engaged in a sexual encounter with at | provided this information to Green Bay Police Department crime analysts and they were able to identify "Snow Wight” as Dwight E. Chisolm, dob: looked up Dwight Chisolm's mugshot ‘and observed that itis the same person from the Facebook page, “Snow Wight” Dwight CChisolm was indexed and | noted he had a nationwide felony warrant for failure to comply with the Sexual Offender Registry. On 9/18/19, |, Detective Brey, and Officer Herlache of the Green Bay Police Deparment arrested Dwight E. Chisolm, dob: Dwight was taken into Custody without incident and he stated he did not want to make a statement. | explained to ‘Owight that he was under arrest for the incident that occurred in the garage at Dwight said he understood. | explained all his charges to him and asked him ithe would give consent to search his phone. Dwight signed the consent to search form and he voluntarily ‘ook the pass code off the phone. Dwight was transported to the Brown County Jal and was tuned over to jail staf by Officer Herlache. 3. Complainant's review of the statement provided by the victim, 17 years old, which indicates that he asked the maie if he could come over on 9-13-19 and he told the victim thal he could ‘The male told the vicim to come over now because he had to dance the next day al the Pride Alive event in Green Bay. The victim arrived at his address at approximately 1:00 A.M. on &- 1449, Complainant is aware that is located in the City of Green Bay, Brown County, Wisconsin, Complainant believes the detais of Otficer Jade Schneider and Detective Craig Brey of the Green Bay Police Department because he has relied upon them in the past and fourd them to be true and accurate.
