EXECUTIVE SUMMARY
January to December 2018

From January to December 2018, the Philippine Statistics Authority accomplished the
following activities under its three (3) Major Programs:

NATIONAL STATISTICS DEVELOPMENT PROGRAM


• The total number of PSA websites visits is 16,879,458 with 99.0 percent favorable
feedback
• There were 38 surveys conducted with 95.0 percent completed within target
timeline
• A total of 41 data dissemination fora were conducted or an accomplishment rate of
100.0 percent.
• The PSA reached the 100.0 percent target for the percentage of statistical products
disseminated within the Advance Release Calendar or prescribed period.

STATISTICAL POLICY AND COORDINATION PROGRAM


• In 2018, 29.0 percent of Local Government Units (LGUs) adopted statistical standards
and classification systems.
• There were 29.0 percent of National Government Agencies (NGAs) adopted
statistical standards and classification systems.
• Fifty-Eight (58.0) percent of agencies with designated statistics submitted their
budget proposals for review and endorsement to DBM.
• For the year 2018, three (3) statistical and classification systems were updated.
• Nine (9) statistical advocacy activities conducted.

CIVIL REGISTRATION PROGRAM


• In 2018, 90.0 percent of civil registry documents can be accessed by public through an online
system.
• The PSA posted 86.0 percent in terms of the percentage of clients who rated civil registration
frontline services as satisfactory or better.
• There are 40 servicing outlets maintained.
• There were 125 Local Civil Registrars (LCRs) trained in laws, regulations and system on civil
registration.
• Ninety-four (94.0) percent of request for civil registry documents granted within the
prescribed schedule.

2018 at a glance
The PSA’s work in 2018 was ultimately directed to the continual
improvement of its operations for its stakeholders. In doing so, the
agency recognized that at the core of its business processes are its
steadfast employees. Putting value in strengthening its workforce, the
PSA introduced a holistic understanding, appreciation, and application
of wellness to its people. Dubbed as the Wellness Year, 2018’s emphasis
on employee wellbeing spoke volumes in term of leveling up the
efficiency and effectiveness of the delivery of the PSA’s mandate. As a
translation of this agency-wide effort, 2018 saw outstanding successes
and achievements that will resonate for the years to come. n

Following the earlier release of the NAP, the quarterly reports on Performance
of Philippine Agriculture were likewise released in advance from 45 days to
38 days after the reference quarter or one day before the release of the
NAP. This quarterly report presents the performance of agriculture in terms
of the sector’s gross outputs which are valued at current and constant
prices. It covers production data and farmgate prices of all agricultural
commodities, highlighting 37 commodities. Prior to its release, the PSA
holds the National Data Review (NDR) for Agricultural Statistics (AgStat) as
a means of reviewing and validating the survey results. For this year, the
PSA posted four (4) reports on the Performance of Philippine Agriculture.
The reports were released on the following dates:

Rebasing of Consumer Price Index (CPI)

In line with the PSA’s mission of delivering relevant


statistics, the CPI for All Income Households
was rebased from 2006 to base year 2012 and
applied some revisions in the methodology in the
computation upon approval of the PSA Board. The
release of the 2012-based CPI series began on

PSA Board Resolution No. 02 Approving the Rebasing of the CPI from 2006 to 2012

The series was released simultaneously with the 2006-based CPI.
The PSA continued releasing the 2006-based CPI until its June
2018 series, while the backcasted values of the 2012-based CPI

Expansion of Sample Size for the Family
Income and Expenditure Survey (FIES)
As it currently conducts the 18th
series of the FIES, the PSA takes
pride in the expansion of the
survey’s sample size. The 2018 FIES is
the first to utilize the largest sample
size of around 180,000 sample
household – four times larger than
the sample size of the previous
rounds of the survey. The expanded
sample size is deemed sufficient
to come up with provincial level
estimates.

In line with streamlining its


processes, the PSA, for the first
time, will forgo the conduct of the
Survey of Food Demand and will
simply derive necessary data on
the estimates of per capita food
consumption in the country from
the 2018 FIES.

Recognizing that poverty is
multidimensional, the PSA developed
an initial methodology that intends to
capture deprivations in various dimensions
to complement the income-based poverty
statistics. It aims to capture deprivations
on four (4) dimensions (education;
health and nutrition; housing, water and
sanitation dimension; and employment)
covering a total of 13 indicators.

The initial methodology was presented to the Interagency Committee on Poverty Statistics and to the PSA
Executive Board on 08 May 2018. Estimate based on the initial methodology was released to the public
through a press release on the PSA website on 14 November. n

Dissemination of the 2017 National
Demographic and Health Survey (NDHS)
The PSA conducted the Dissemination Forum on the results of the 2017
NDHS on 03 October in Pasig City. The 2017 NDHS is the eleventh in a series
of national demographic surveys conducted in the country since 1968. The
survey was designed to collect information on fertility levels and preferences,
family planning, maternal and child health, infant and child mortality,
awareness on HIV/AIDS, and violence against women in the country n

Quarterly Release of Vital Statistics

the first-ever quarterly release
of provisional counts on births,
marriages, and deaths. The quarterly

second year in the first surveillance

Regional Workshop on IMTS back to
back with the Fourth Meeting of the
Working Group on IMTS on 24 to 26
July. The workshop was participated
in by the ASEAN Member States
namely, Brunei Darussalam,
Cambodia, Indonesia, Lao PDR, Participants during the workshop on mirror analysis of IMTS
Malaysia, Myanmar, Philippines,
Singapore, Thailand, and Vietnam.
The main objective of the workshop
was to further improve the IMTS data
quality, focusing on issues related to
cross-country exports and imports
data. Specifically, the workshop
aimed to review the results of the
IMTS mirror analysis and discussed
the possible causes of asymmetries
between trade data recorded by

Updating of List of the
Aquaculture Farms
(ULAF)

The ULAF was undertaken


primarily to provide an updated
list of aquafarms which will serve
as the frame for the selection
of new sets of samples for the
quarterly aquaculture survey of
the aquaculture sub-sector. The
listing operation was conducted
from October 2017 to January 2018
while the processing, which includes
encoding and validation, started
in February 2018. The updated
frame will help improve the quality
of fishery data obtained from the
aquaculture survey. n

Enhancement of the
Livestock and Poultry
Processing System
To promote efficiency and
maximize productivity, a Census
and Survey Processing System
(CSPro)-based was developed for
the data processing of Backyard
Livestock and Poultry Survey
(BLPS) and Compilation of Data
from Slaughterhouses and Poultry
Dressing Plants (CDSPDP). The
processing system for Commercial
Livestock and Poultry Survey (CLPS)
was also enhanced to include data
consistency and completeness check
to ensure data quality.

In partnership with the Bloomberg Data for Health Initiative (D4HI), together with the assistance of Australian
Bureau of Statistics (ABS), the IRIS System was introduced to the PSA in September 2016. IRIS is an interactive
coding software developed by the German Institute of Medical Documentation and Information (DIMDI) for the
coding of causes of death and selecting the underlying cause of death, which is crucial in guiding public health
interventions. It aims to improve speed, accuracy, efficiency, and consistency in coding.

In 2018, the PSA conducted the IRIS assessment and implemented the system fully which prompted the start of
processing of 2017 Registered Deaths. n

Quick tab is a specialized tabulation program based on CSPro which enable users to control and modify
tabulation geographic area parameters. This program overrides the CSPro default procedure in table
generation thus speeds up the process of table validation and preparation. This is advantageous in statistical
table generation that requires a complete or pre-defined geolocation formats irrespective of data values. This
program complies with the Office Memorandum 2018-132: “Correct Presentation and Naming of Regions,
Provinces and HUCs based on PSA Board Resolution No. 1, Series of 2017-143” dated 07 August 2018.

b. Support Program for Field Awards and Field Office Feedback


Error_checker is a support program based mainly on Visual Basic language and intended for the efficient
counting of inconsistencies within the data files. Reports generated from this program play a significant
part in the field awards activities. These generated reports can also be used for Field Office feedback. This
program replaces the manual tagging of errors, thus, speeding up the process and improving accuracy while
minimizing the use of paper.

c. Registry Number Anonymity Snippet for PUFs


This is a snippet (small group of re-usable source codes) that anonymizes records registry numbers of a data
file prior to conversion to public use file (PUF). This can run as a separate program. This snippet replaces the
records registry numbers (regnos) with a set of random or ascending numbers so that PUF users can no longer
trace the assigned regnos of a certain record. This is in line with the effort of the division to have its PUFs
comply with RA 10173, also known as Data Privacy Act of 2012.
