PROPOSITION: LET IT BE RESOLVED THAT THE DEATH PENALTY IN THE PHILIPPINES BE

REIMPOSED
1st SPEAKER (NECESSITY)
"In keeping silent about evil, in burying it so deep within us that no sign of it
appears on the surface, we are implanting it, and it will rise up a thousand fold in the
future. When we neither to punish nor reproach evildoers, we are not simply protecting
their trivial old age, we are thereby ripping the foundations of justice from beneath new
generations."
Good afternoon ladies and gentlemen, friends, my colleagues in the negative side,
esteemed opponents of affirmative side, judges, countrymen! An enlightening afternoon
to all of you!

The proposal to re impose the capital punishment in our beloved republic is


indeed a bold move worth of consideration and of course, a welcome discourse for all
countrymen and those who really love their country. But question is, is such move
necessary? Clearly it is not. We, the team senior high school department, from the
negative side, strongly believe that such a move is neither necessary, nor beneficial nor
practicable. Especially so, it is not necessary. How can I say this? Two reasons your honor.

First, our existing laws were enough.


In the present times, having lifetime imprisonment for heinous crimes were enough.
This law according to the revised penal code of the Philippines is such an effective way
punishing those criminals. We cannot bring a dead convict back to life, if the convict was
wrongfully condemned. Having lifetime imprisonment is really better than having death
penalty. First we can give a chance for the criminals to repent for their mistakes, everyone
has given a chance to change, next we can let them work inside the jails let's teach them
how to be a productive citizen, let them work for the government, there were livelihood
programs offered by the government such as making of bags made with recycled materials,
this things will just happen during rehabilitating them. During rehabilitation, the government
may also mold and shape the prisoners in the proper way. In this way we can avoid trauma
and hatred which are the results of the death penalty.
Second, death penalty is ineffective.
According to the Senate of the Philippines Crime Statistics, the crime volume during
the years of 2004 and 2005 wherein the death penalty was still present, crime rate reaches
up to 76, 758 to 77,253. But in the year of 2007, wherein the death penalty was abolished,
the crime rate suddenly decreases to 60, 215. According to them the R.A. 7659 is needed
to be reimposed due to the alarming upsurge of crimes which has resulted not only to the
loss of human lives and wanon destruction of property but also affected the nation's efforts
towards sustainable economic development and prosperity while at the same time
undermined the people's faith in the government and the latter's ability to maintain peace
and order. But what happened? Instead of fulfilling this goal, it just made the whole situation
much worst.

The reinstatement of death penalty in the Philippines is highly unnecessary,


detrimental, and impracticable. it only poses more threats to the internal security that
society is experiencing to some extent in status quo. Furthermore, the problem lies not in
the punishments being given, but the criminal justice system per se. What government
needs to do is to overhaul the system to more effectively ensure the safety and properly
serve justice to those who deserve it. I have proven my point, so I now rest my case for
interpolation.
