CHAPTER I

PROBLEM AND ITS BACKGROUND

Background of the Study

The lit price, also known as the Manufacturer’s Suggested Retail Price

(MSRP), or the Recommended Retail Price (RRP), or the Suggested Retail Price

(SRP), of a product (Inquirer Article) is the price in which the manufacturer

recommends that the retailer sell the product. The intention was to help to

standardize prices among locations. A tried and tested solution that used at the

Department of Trade of Industry (DTI) and the Department of Agriculture (DA)

effectively controlled unreasonable price increases, such as the one we see in

garlic today. It was the public announcement of product’s Suggested Retail Price

(SRP). This was accompanied by enforcement activities to apprehend

unscrupulous traders who sold significantly above the SRP.

Republic Act No. 7581, an act providing protection to consumers by

stabilizing the prices of basic necessities and prime commodities and by

prescribing measures against undue price increases during emergency situations

and like occasions. RA No.7581 Sec 1. Short title, this act shall be referred to as

the “Price Act”. RA No.7581 Sec 2. Declaration of Basic Policy, this act declared

policy of the state to provide effective and sufficient protection to consumers

against hoarding, profiteering and cartels with respect to the pricing of said

goods, especially during periods of calamity or emergency.

Significance of the Study

This study is to help consumers to know the right price of the product

they’re going to buy and standardize prices among locations. It is useful for

retailers because it is guide that helps them to determine the on going rate of an

item on the other retail stores.

Students – To raise the awareness of the implementation of Suggested Retail

Price (SRP) in the Philippines.

To the Researchers – This idea is presented to help the researcher to enlighten,

gain knowledge and information in terms of different laws in Suggested Retail

Price (SRP).

Future Researcher – The idea presented may be used as reference data in

conducting new research as same and related to this research. This study will

also served as their cross-reference to give them idea to this kind of research.

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign and Local Literature

The Foreign and Local Review of Related Literature is the selection and

annotation of available documents (both published and unpublished), which

contain information, ideas, data and evidence related to the topic that a person

proposes to research on. Foreign literature is came from other country but the

local literature is a literature that came from your own country.

Foreign Literature

According to Agwu and Carter (2014) among the four Ps, price is the only

income generator and it is the value attached to a product. Furthermore, price is

the amount of money changed for a product or service . it is the some of all the

values that costumers give up in order to gain the benefits of having or using a

product (Kotleret al 2010). Baker (1996) noted that price is mechanism which

ensures that the two forces (demand and supply) are in equilibrium. According to

Santon(1981) price is simply an offer or an experiment to task the pulse of the

market. It is the monetary value for which the seller is willing to exchange for an

item (Agbonifoh et al, 1998). Ezeudu (2004) argues that price is the exchange

value of goods and services. Schewe (1987) defines price as what one gives up

in exchange for a product or service. It is one of the most important elements of

the marketing mix as it is the only one that generates revenue for the firm unlike

the others that consume funds (Agwu and Carter 2014). Lovelock (1996)

Page | 6
suggested that pricing is the only element of the marketing mix that produces

revenues for the firm, while all the others are related to expenses.

Diamantopoulos (1991) also argued that,-price is the most flexible element of

marketing strategy in that pricing decisions can be implemented relatively quickly

in comparison with the other elements of marketing strategy . It is capable of

determining a firm’s market share and profitability. Kellogg et al.,(1997 p.210)

point out;- if effective product development , promotion and distribution sow the

seeds of business success, effective pricing is the harvest. Although effective

pricing can never compensate for poor execution of the first three elements,

ineffective pricing can surely prevent those efforts from resulting in financial

success”. Typically pricing strategies that are investigated in the marketing

literature consist of analysed aggregated pricing (Tellis 1986). For consumer

goods, this is applicable unlike the several of disaggregate pricing strategies that

are utilized to promote products as analysed as possible (Eliashberg et al 1986).

These consumer products usually have small prices that are paid up at once.

Disaggregate pricing means paying in bits for instance reframing a N500

expense into N1.40 a day expense diminishes the enormity of the expense, and

therefore, eases the decision process for the consumer. This however does not

apply at all to consumer goods therefore appropriate pricing strategies which are

aggregate must be adopted to ease the decision making process of consumers.

Traditional pricing strategy by definition is incapable of harmonious associations,

but it needs to become a more socially conscious, collaborative exercise. (2012)

stressed that business should look beyond the mechanics of just fixing prices

Page | 7
they feel is suitable for a product having estimated cost and profit still relevant

but no longer sufficient and recognize that harmonization of the way they

generated revenue can open up opportunities to create additional value. This

study therefore has dual purposes which are to assess the effect of pricing

strategies on the purchase of consumer goods and how the advent of online

pricing interferes in the above.

Local Literature

Manila, Philippines – The Department of Justice (DOJ) called on

concerned government agencies to review the policy of imposing a Suggested

Retail Price (SRP), saying it restricts competition and reflects undue market

interference. So the DOJ-Office for Competition (OFC) headed by Justice

Assistant Secretary Gerenomi Sy said it found out that there are no adequate

rules or guidelines covering the imposition of SRP because the study finds that

while public welfare justifies government intervention against deceitful business

practices, the misapplication of the SRP creates unintended consequences in 23-

page report issued on July 12. The department’s study said, As a form of price

regulating mechanism by some government agencies, the SRP amounts to

undue interference in the market and restricts competition because it lacks basic

guidelines such as prescribed period and standards, it added. So to balance the

public protection with the importance of a competitive market, price controls

should be enforced only in emergency situations. The DOJ-Office of Competition

(OFC) headed by Justice Assistant Secretary Generomin Sy noted that the SRP

has been applied by the government to cover non-emergency situations and a

Page | 8
broader range of products. He said, “Suggested Retail Price should just be a

suggestion not an imposition by the government”.

The Department of Trade and Industry (DTI) fears that changing or

stopping the Suggested Retail Price (SRP) scheme that it is now implementing

will lead to unpredictable spikes in the cost of goods, to the detriment of Filipino

consumers for DTI, the implementation of Suggested Retail Price (SRP) is

necessary to keep prices at reasonable levels for consumers because of that the

list of products covered by the scheme should even be expanded.

The present application of SRP reasoned by Dimagiba cannot be seen as

having a significant impact on market competition as it covers just a handful of

products and brands, and not even all the packaging sizes are covered.

According to Digs Dimagiba for sardines “The way we do it not all basic goods

and prime commodities have Suggested Retail Price (SRP), we just selected the

smaller sizes and those affordable by the type of consumers that would benefit

from an SRP” and he said, the DTI only monitors seven brands.

Foreign and Local Studies

The Foreign and Local Review of Related Studies will support and

document the engagement in the planning and decision-making process of

writing. The Review of Related Studies helps to develop critical and evaluative

thinking skills and is a planning tool that helps to scaffold the developmental of

learning skills and understandings that occur throughout the research process.

Foreign Studies

Societies (SRP) Programmed was inaugurated on 9 June 2014 by

President of the Republic of Singapore, Dr. Tony Tan Keng Yam. The SRP aims

to study various models of how religious communities develop their teachings to

meet the contemporary challenges of living in plural societies. It will also deepen

the study of inter-religious relations, formulate models for the positive role of

religions in peace-building and produce knowledge to strengthen social ties

between communities.

The 1987 Constitution provides that the state shall protect consumers

from trade malpractices and from substandard or hazardous products. Pursuant

to this policy, R.A 75813 (The Price Act) was promulgated to ensure the

availability of basic necessities and prime commodities at reasonable prices at all

times without denying legitimate businesses a fair return on investment. The law

also emphasizes the declared policy of the State to provide effective and

sufficient protection to consumers against hoarding, profiteering, and cartels with

respect to supply, distribution, marketing, and pricing of basic necessities and

prime commodities during periods of calamity, emergency, widespread illegal

price manipulation and other similar situations. It include a provision on automatic

price control to ensure that prices will remain stable and reasonable during

emergency situations.

Page | 10
Local Studies

In a related development, the DTI-chaired inter-agency National Rice

Coordinating Council (NPCC) is aspiring the setting of SRP for major agriculture

products to allay concerns over possible profiteering. So the NPCC held an

emergency meeting last May 31, 2018 to get updates on price movements and

address “Perceptive unreasonable price increases” caused by TRAIN and rising

fuel costs.

Lopez said that the Department of Agriculture is set to hold stakeholder

consultations last June 1, 2018 to discuss the implementation of the adoption of

an SRP for major agriculture products as suggested by Agriculture Secretary

Emmanuel Pinol during their meeting, Lopez also said that the NPCC has agreed

to push for that adoption of the SRP implementation for major agriculture

products.

Initially, the SRP on agriculture products will cover only Metro, Manila.

Products to be included are pork, beef, chicken, fish, rice, garlic, onion, egg and

cooking oil.

CHAPTER III

RESEARCH METHODOLOGY

In this chapter, the research methodology used was exploratory method

wherein, the researchers, studies the variables pertinent to a specific situation.

The researchers used survey questionnaire to collect the data and conducted in

ICCT Colleges Antipolo City Campus, the researchers used the collected data

from survey questionnaire as their basis and also as validated and reliable data

for the research instrument used.

Methods of Collecting Data

The researchers used a survey questionnaire to gather information from

130 senior high school students. The survey questionnaire provides the data’s

needed by the researchers and used it as their research basis. This conducted

survey questionnaire results will be analysed and interpret by the researchers to

answer the statement of the problem given on this research. In this method, a

survey questionnaire form is sent usually by post to the persons concerned with

a request to answer the questions and return the questionnaire. According to

Goode and Hatt, “It is a device for securing answers to questions by using a form

which the respondent fills in himself. According to GA Lanberg, “Fundamentally

the questionnaire is a set of stimuli to which illiterate people are exposed in order

to observe their verbal behaviours under these stimuli.”

Page | 12
Source of Data

This research has a primary and secondary source of data, under primary

source of data researchers gathered information specifically articles from internet

and under secondary source of data researchers gathered information through

survey questionnaires and also used it as their basis.

Development of Research Instruments

After reading and studying samples of questionnaire from related studies ,

the researchers prepared the survey questionnaires. The researchers saw to it

that there were enough items to collect data to cover all aspects of the problem

and to answer all the specific questions under the statement of the problem.

Statistical Treatment of Data

Statistical treatment can mean a few different things: In Data Analysis:

Applying any statistical method — like regression or calculating a mean — to

data. A statistical treatment is a summary of the procedure, including statistical

methods used. It is important for researchers and also consumers of research to

understand statistics so that they can be informed, evaluate the credibility and

usefulness of information, and make appropriate decisions. Statistics can used

as in data collection, analysis, interpretation, explanation and presentation.

Page | 13
Frequency Distribution

Frequency distribution is a table that displays the frequency of various

outcomes in a sample. Each entry in the table contains the frequency or count of

the occurrences of values within a particular group or interval, and in this way,

the table summarizes the distribution of values in the sample.

The importance of frequency distributions in statistics is great. A well-constructed

frequency distribution makes possible a detailed analysis of the structure of the

population with respect to a given characteristic. Thus, the groups into which the

population breaks down can be determined.

Percentage Distribution

Percentage distribution is a measure of how a metric (such as total

revenue) is distributed among the component parts that make up the total. As

you can see, the calculation is relatively simple. You divide each component part

by the total. In this column, list the percentage of the frequency. To do this, divide

the frequency by the total number of results and multiply by 100. In this case, the

frequency of the first row is 1 and the total number of results is 10. The

percentage would then be 10.0.

FORMULA: % = _f_ x 100

Where:

%= percentage f= frequency N= total number of response

Page | 14
Weighted mean

The weighted mean is a type of mean that is calculated by multiplying the weight

(or probability) associated with a particular event or outcome with its associated

quantitative outcome and then summing all the products together. It is very useful

when calculating a theoretically expected outcome where each outcome shows a

different probability of occurring, which is the key feature that distinguishes the

weighted mean from the arithmetic mean.

The Formula is:

𝑋= (∑WF) /N

Total Weighted Mean Formula: Total weighted mean

Total number of questions

Likert Scale

Various kinds of rating scales have been developed to measure attitudes

directly (i.e. the person knows their attitude is being studies). The most widely

used is the Likert Scale. Likert (1932) developed the principle of measuring

attitudes by asking people to respond to a series of statement s about a topic, in

terms of the extent to which they agree with them and so tapping into the

cognitive and affective components of attitude.

Data Gathering Procedure

A consent letter of request to conduct the study was prepared. The

researchers used a written questionnaire and conducted a survey questionnaire

validated by the professor of the subject then the researcher questionnaire is

distributed to 130 senior high school students. The researcher conducted the

research in ICCT Colleges Antipolo Campus. The researchers, explains to the

selected 130 senior high school respondents what the research is all about and

the importance of their participation. The researcher defines some terms to the

respondents so that the respondents can answer the research with full and

enough knowledge of their responsibility as the subject of this research, and also

they were asked by the researchers to answer it with honesty. The results of

survey questionnaire will be the research basis of this research because it was

conducted using survey so it is considered as reliable and validated information.

The data will be analysed, tallied and interpret to answer specific statement given

above.
