The development of the Human Resources Administration Module Based on


Contextual Teaching and Learning is in accordance with the enactment of the 2013
Curriculum that is very necessary because of the limited teaching materials available.
The development of this module aims to: (1) create Human Resources Administration
Module Based on Contextual Teaching and Learning for the twelfth grade students on
Office Administration Program, (2) to know eligibility of Human Resources
Administration module based on Contextual Teaching and Learning through expert
validation test, (3) the students' learning outcomes using the Human Resources
Administration Module Based on Contextual Teaching and Learning and which do not
use the Human Resources Administration module based on Contextual Teaching and
Learning, (4) to know the difference of the level of student learning independence when
using Human Resources Administration module based on Contextual Teaching and
Learning and students who are not Using the Civil Service Administration module
based on Contextual Teaching and Learning, and (5) knowing the effectiveness of the
Human Resources Administration Module Based on Contextual Teaching and Learning.
The development procedure used in this research and development is Borg &
Gall's research and development procedure, with steps that have been adapted to the
needs of the researcher, (1) research and data collection, (2) planning, (3) the
development of preliminary form product, (4) preliminary field testing, (5) revision of
the results of field trials, (6) field implementation tests, (7) revision of initial product
trial results, (8) field trials, and (9) final product revison,, . Module validation is
performed by 1 material expert, 1 module expert. The types of data contained in this
study are qualitative data and quantitative data. Qualitative data consists of interviews,
comments, and suggestions from validator experts. Quantitative data consists of
calculating the score on the validation sheet of the material expert, the module expert,
and the student's response questionnaire to the module, the calculation of the score on
the questionnaire of learning independence, the level of difficulty and the differentiator
of the problem, and the posttest result. The instruments used in this research are
validation sheet, self-study questionnaire, written test, and interview guide. The data
analysis technique used to measure the feasibility of the module is with validity. To
analyze the question items used the level of difficulty and distinguishing problem.
While knowing the difference of learning result of experiment class and control class is
using independent sample t test with 5% error level.

The validation result of the Human Resources Administration Module Based on


Contextual Teaching and Learning by a material expert of 95% indicating the module
criteria is very valid and 87% by the module expert showing the module criteria is very
valid. The result of the student's response to the module on a limited field trial is 95%
which also indicates that the module is very valid. After conducting the experimental
and control learning classes, the mean value of posttest 87.50 for experiment class with
standard deviation of 6.95 and 81.80 for control class with standard deviation of 8.55.
Furthermore, the result of t test analysis shows that t count> t table (2.584> 2.010) with
probability <0.05 (0.00 <005), then H0 is rejected. The learning outcomes of the
experimental class were higher than the control class. This means that there is a
significant difference in mean learning outcomes between the experimental class and
the control class. The result of questionnaire of students' autonomy of study that has
been validated shows that there is difference of average of respondent class and control
class. This means that the independence of experimental class learning is higher than the
independence of control class learning. The result of module effectiveness is 86.13%
indicating that module has very high effectiveness level criterion.
The study product of this research and development are: (1) the product that is
produced in the form of Human Resources Administration Based on Contextual
Teaching and Learning, (2) the feasibility of the module through 2 validator, that is
material expert and module expert, (3) based on posttest result, (4) based on the result of
questionnaire independence of learning there is difference of mean of respondent's
answer between experiment class and control class, (5) based on effectiveness test
obtained result that module have criteria very effectivity level. Suggestion of module
utilization that is: (1) student are expected to pay attention and follow module usage
instruction. Students may ask the teacher if there is something that is not understood, (2)
teachers are expected to use the teacher handbook module during the learning process,
(3) the development of the module can also be used in other schools with the same skills
program and (4) grouping for high and low class on the problem difference using raport
score to prevent score bias. It is recommended that teachers can deploy modules through
the MGMP team (Teachers' Consultative Council). A further developmental suggestion
in this research and development is to add basic competencies to the module, not just
one basic competency.
