AN ACT PROHIBITING TIRES ON THE ROOF OF HOUSES AND

ESTABLISHMENTS

Be it enacted by the Senate and the House of Representatives of the Philippines in Congress
assembled:

SECTION 1. Short Title. - No tires on roof

SECTION 2. Declaration of Policy. - The State shall maintain a healthy environment and will
be prohibiting the placement of tires above the roofs of houses and the irresponsible storage and
use of tires in the house holds or establishments.

SECTION 3. Definition of Terms. - As used in this Act:

 Tires – used or unused vehicular tires

 Flower pot tires – Tires that has been converted into a flower pot.

SECTION 4. Persons Covered –

 Any person who owns a house or establishment.

 Any person considered as the leader of the house.
 The Eldest person in the house hold.

SECTION 5. Scope of the Prohibition –

 Any house or establishment within the Philippine territory

SECTION 6. Penalties – Violators of this act shall be penalize by a fine of P50,000.oo (Fifty
thousand pesos) for the 1st offense and P70,000.00 (seventy thousand pesos) for every succeeding
violation of this act.

SECTION 7. Responsibility of DENR - The Department of Environment and Natural Resources

shall be the lead government agency in enforcing the provisions of this law. It shall monitor the
houses and establishments and will be in charge of the collection and appropriation of said fines.

SECTION 8. Separability Clause. – If any provision of this Act is declared invalid or

unconstitutional, the other provisions not affected by such declaration shall remain in full force
and effect.
SECTION 9. Repealing Clause. – All laws, executive orders, administrative orders, and rules and
regulations inconsistent with this Act are hereby repealed or amended accordingly.

SECTION 10. Effectivity. – This Act shall take effect fifteen (15) days after its complete
publication in the Official Gazette or in two (2) newspapers of general circulation.
