BASKETBALL TOURNAMENT 2018


BULUANG, Baao, Camarines Sur

GROUND RULES
I. MANAGEMENT
 The Basketball tournament is sponsored by SANGGUNIANG KABATAAN in
cooperation with Barangay Council of Buluang, Baao, Cam. Sur.
 The tournament has the intent of discovering local amateur players to excel in a higher
level of the competitions in the future.
II. SCOPE OF THE TOURNAMENT
 The tournament is an Inter-Zone Category.
 The tournament is open to all Bonafide resident of the Barangay.
 There shall be Two (2) Division in this Tournament.

Midget – 15 – 20 years old


Junior – 21- 30 years old
III. ORGANIZATION AND MANAGEMENT
Project proponent and the Samahang Basketball ng Pilipinas (SBP) more enjoined
collectively for the direct supervision of the project. This tournament requires Entry Fee to
encourage all invited zone or teams of this Barangay to participate. However, the management
shall only allowed one entry per zone.
IV. DATE & VENUE:
The tournament shall start with an Opening Ceremony (Program/Parade) to be held in
Barangay. The venue games shall be in Itonan Basketball Court Buluang, Baao, Camarines Sur
on November 10, 2018 at 4:30 o’clock in the afternoon.
V. DIVISION
There shall be Two (2) Division
Midget
Juniors
Which is an open or allow players of all ages and eligible to play
(see player’s requirement)

VI. SUBMISSION OF ENTRIES, SCREENING AND SPORTS CLINIC


SUBMISSION OF ENTRIES
All team shall submit their entries on November 10, 2018 and the deadline for submission
provide, that all entries shall content the required documents such as follows;
a. List of players, coaches and manager
b. Duly accomplished player’s requirement
VII. SCREENING
After the deadline of submission of entries the screening process shall be schedule of
sponsoring tournament.
a. Meeting of the Screening Committee
b. Review of all entries submitted
c. Validation - The Screening Committee shall validate the eligibility of players
which shall therefore invite all teams will complete players on a given date to be
announce by the committee.
VIII. SPORTS CLINIC
The sports clinic shall be conducted by the Basketball Association of the Philippines
(BAP) in a schedule date set by the Management Committee.
IX. TEAMS, PLAYERS, COACHES, AND ASSISTANT COACH REQUIREMENT, TEAM
REQUIREMENT
A. A team shall be composed of Fourteen (14) regular players . One (1) coach and one
(1) assistant coach. Officially listed and submitted to the registration and screening
committee on the date started and rendered herein.
B. All team must have a uniform distinct from the others a member from 0-99 players
who wears different from his team bears a member other than his registered member will
not be allowed to play but for cost cutting uniform will be allowed.
X. PLAYER’S REQUIREMENT
a. A player must be a resident of at least six (6) months of the said Barangay. (Must
present a Barangay Certificate duly authenticated by Barangay Captain.)
b. Original copy of Birth Certificate from PSA/NSO photocopy.
c. Voter’s ID with photocopy
d. 1 valid ID with photocopy
e. 1 pc. Latest colored 2x2 picture or passport size.
XI. COACH, ASSISTANT COACH REQUIREMENTS
a. A coach must be a resident of Barangay Buluang
b. Must wear formal or semi-formal attire like shoes, pants, polo shirts during games.
SCHEDULE OF GAMES
The game shall be scheduled by the management in accordance with the approved
scheme of competition to be announced, posted and copies of such schedules shall be
furnished to all participating team.
POSTPONEMENT AND RESUMPTION OF GAMES
Postponement or suspension of games may due to the following:
a. Absence of electricity or brown outs.
b. Bad weather conditions.
c. Unavailability of officials due to a valid reasons (must be announced a day before the
scheduled games.
d. Unavailability of facilities like incidental damage of basketball boards, lightings, and
other which may cause unfavorable condition to both teams to continue the ball game.
e. Resumption of Games
After fixing all unfavorable conditions, settlement and etc. the management has the right
to set dates for the resumption of ball games.

DISQUALIFICATION/PENALTY
DISQUALIFICATION
A team shall be disqualified from the tournament in any of the following cases:
a. For the fielding un-accredited, not registered or disqualified player.
b. No team shall be permitted to “STAGE WALKOUT” when the team refuse to
and leave the basketball court, the team shall be disqualified from further
participating in the tournament.
c. An accredited player found guilty of impersonation.
A TEAM SHALL BE DECLARED LOSER IN ANY OF THE FOLLOWING CASE:
a. For fielding player/s who is not a member of the Barangay or zone he represents.
b. Failure to participate the opening ceremony of the tournament.
c. Each team shall be given ten (10) minutes warm up before the start of the game. If the
team to appear the allowed time, it shall be warning for them to forfeit.

CONDUCT UNBECOMING OF A TEAM, A PLAYER, COACH, ASSISTANT COACH,


MANAGER
A player, coach assistant, manager and utility aid who display unsupportive behavior,
utter derogatory remarks or make threatening acts shall be suspended of disqualified and or
barred to sit on their bench depending on the gravity of the offense.
PLAYERS ARE NOT ALLOWED TO PLAY WHEN:
a. A player/s not in official uniform, not wearing his official jersey as recorded in the
official entry.
b. He is wearing jewelries like necklace, wristwatch and other outfit disadvantageous to
the opponent.
c. Not tact-in uniform.
d. He is in the influence of drugs, liquor and other intoxicating drinks.
SCHEME OF COMPETITION
a. Single Round Robin only.
b. Team with the highest win will be the number 1 in the standing, if ever no loss the
number 1 is to be twice to bet by number 2 in standing during championship game.
c. 2nd and 3rd number of wins will declared as 1st runner up and 3rd However, if there will
be a Triple Tie, FIBA rules will be observed. Points against the 3 teams with the same
number of win/loss.
FLAGRANT AND UNSPORTMANLIKE CONDUCT OF PLAYERS/TEAM SHALL INCLUDE
BUT NOT LIMITED TO THE FOLLOWING:
a. Disrespect in addressing game officials.
b. Using language or gesture that will likely offend or incite the spectators.
c. Baiting, harassing or provoking an opponent.
d. Leaving the court to gain unfair advantage.
e. Not rising on hand properly after being requested to do so by an official after a foul is
called on him.
f. Entering the court as substitute without a proper permission from the table official.
g. Leaving the confines of the team bench area during a fighting commotion on any
situation which may lead to a fight.
h. Any intentional physical contacts which may harm, hurt or injure an opponent and
affect proper conduct of the game.

APPEAL/PROTEST
During the first elimination round, the jury of appeals shall honor all kind of protest
provided that the requirements here under are compiled:
a. The protest against a player or the whole team must be done in writing and to be
signed by the team captain attested by the head coach. It shall be submitted to the
technical committee within twenty four (24) hours following the game.
b. Protest against the player or team must be recorded in the score sheet “Play Under
Protest” but in no instance should protest delays the progress of the game.
c. Documentary evidences must be clearly presented.
d. If the protest is justified, the said amount paid will be refunded but if not, that means
the amount is forfeited.

In the second elimination round up to championships series, the injury of appeals shall
not entertain protest except when the protest is about player’s impersonation or changes in the
line-up as submitted the validated during the period of screening. Provided that, said shall be in
accordance with Sec. 1 Article Vll of this Rules and Regulations.
a. The jury of appeals shall decide on the protest within forty eight (48) hours upon
receipt of the formal protest.
THE JURY OF APPEALS SHALL DEAL WITH THE FOLLOWING:
1. A written protest by the team captain, coach manager.
2. Cases of player sent out from the court of play.
3. Any misconducted of an official or player who case has been reported to the jury in
written, and
4. Other cases which may require decision.
The jury of appeals has all the right to decide on any protest appeal which may arise not
stated in its rules and regulations.

OFFICIALS
1. All games shall be officiated by the officials duly accredited by the Basketball Association of
the Philippines (BAP).
2. Referee and Table Officials of every game shall be announced at the beginning of the game.
3. Replacement of any referee or any table officials shall be announced before the start of the
game preceding the replacement.
4. Decisions of the referee’s, table officials, jury of appeals and the management shall be final
and executor.
