Executive Summary

Omen Cement Company opened its doors in 1983 it was due to the direction of the Sultanate to be self-
reliant in the primary sector. It was an intuitive to develop infrastructure and enable construction
industry. The firm operates under the standard ISO 9001 of quality enhancement along with ISO 14001
environmental requires. The firm aims at meeting the worldwide standard in quality and performance.
Human resources is an important representation of the Oman Cement Company. It is a key tool for the
success in all the stages and the key element in production. The qualification of the youth practically and
scientifically are identified by the company. The firm have also made huge investment in the training of
the national labor as per the regulations of ministry of manpower. OCC have implemented a productive
human resource management strategy. Nevertheless in the current competitive market the human
resource needs to be implemented with different updated strategies. The objective of the current study
is to investigate the effective practices in the current human resource management to enable in the
global standard of quality of operation and production.

Introduction

Human resource management refers to a set of rule that are applied on the human resource. It
comprises of analysis, recruitment, selection, planning, performance, training, compensation, appraisals
and other issues related to labor. The field is still it early stages of development, in the last 33 years
Oman Cement Company have had more than 1000 workers. The human resource manager is
responsible for management and follow up of procedures and practice, management of files, training
and constant reporting about output. Nevertheless the domain is greater than keeping files it comprises
of motivation, auditing ability and progression in career. OCC was developed as a direction by the
Sultanate to be self-sufficient from the core sectors where it have a significant play in the nation
progression the economy.

Oman Cement Company was created with guidance of his majesty. The company began with a
production of 600 thousand ton metric annually to its current production of 2.4 million tons. The
production ability of the factory increases when Cement Grinding mill and three clinkers lines were
added. Increase in demand for cement have helped the enterprise to achieve it dream of been the
biggest producer of cement. In the region of Oman with and exception to Dhofar OCC is the only
producer of cement.

The objective of the enterprise is to have sustainable progress and have good working surrounding and
the highest turnover for shareholders. The enterprise have won her majesty cup of the five leading
factories in Sultanate from when it was incepted in 1991. Further the firm is have been given awarded
ISO9001 in management quality and ISO14001 in managing the surrounding. It also have API certificate
that gives it authority to produce High-Quality Well Cement.

Challenges and Opportunities facing Oman Cement Company

The production of cement is a huge concern for the environment in a majority of countries. Concrete is
required in various construction projects like binding together bricks, stone and other types of blocks
(Van Oss, H. 2003). Those projects depend on hydraulic cement binder ad grinding mills that
consume a lot of water. Secondly, there is increased environmental concern regarding the
emission of C02 from the grinding process that have enabled Oman Cement Company to take
advantage of ISO 14001 management of the environment certificate that place it as the only
producer and supplier in large market and increase the confidence of it consumers. Nevertheless,
there is a huge problem in production process due to the maintenance of the grinding mills and
the three production lines. Addition to control of consumption, optimize air and manual transport
in the cement facilities are needed.
Current HR Practices

The human resource department of OCC headed by Mr. Mohammed Al Nabbani who is the acting
human resource manager. The policies of the department involved implementation of procedures, give
medical service regulate reports on the movement and status of labor. It also have the responsibility to
follow up on complains, overtime bonuses and absenteeism. The department is also in charge of the
maintenance and preparation of performance appraisal to monitor the progress and evaluation of the
staff output. It also conduct scholarship for the promotion of candidates that enable professions in the
firm to meet Omani, American and European Standards.

HR Metric

The human resource metric is a method of determine the effect of hiring against the output per worker
in the organization. It also determined the success of the human resource system. It helps to trace the
annual changes done in the enterprise and the level of absenteeism in the non-operational section. If
the process of recruitment have the objective of attracting talent then it is expected to take time.
Nevertheless the rise in complexity of work and reselection process takes alt of time between two
weeks to five weeks. It is termed as ineffective if the operation and production sections need more
workers than the non-operation.

Effectiveness of Current HRM practices

The objective of human resources to rise productivity of individuals and at the same time to gain various
management objectives. Good human resource management is obtained from the process of evaluating
job performance and satisfaction of the works. To satisfy the workers there is need to have good
management of quality, understand duties, cooperation, good communication system and good
recognition and reward methods. The HR metric indicate the high investment in resources, money, time
and training and development. It indicate that all the workers hired in Oman Cement Company are
trained well before been given tasks. The technique helps to ensure highest progress of human
resource. The firm also gives a scholarship for training to enhance good quality and welfare of the
workers in the factory.

Critical Analysis of the Human Resource Practice

The human resource department offers training to the workers before giving them any responsibility.
Workers training ensures that they understand what is required of them before doing any work. Training
helps to ensure high quality output because the workers do not take time understand the system. The
worker join the team with familiarity of what is expected of them. The firm also offers the workers with
scholarships to study. It makes the workers to be aware of changing trends in the market. That
awareness ensures that the workers have a competitive advantage in the market that translate to higher
profit for the enterprise. Training also have impact on the morale of the workers because they feel to
have been take care of and will work hard to give a higher output to the firm.
The firm have also put in place various measures of award for the workers. Those award system are
important for workers motivation. Once the workers are motivated about their job their increase their
output that makes the firm to have higher profit. It also helps to encourage teamwork as some awards
are given to the team rather than individuals. The workers will contribute to the team for them to gain
in the long run. The various human resource practices at Oman Cement Company will help it remain
competitive in the market. It is because they aim at making workers feel good about themselves.
