PROJECT PROPOSAL

KADIWA (Kasama sa diwa)


Basic Commodity within reach of the Poor
(OPLAN KADIWA: PARA SA PAGBABAGO AT KAUNLARAN)

RATIONALE:
Kadiwa known during the Administration of then President of the Philippine Republic
Ferdinand E. Marcos and the Flagship project of First Lady Imelda R. Marcos, takes the
meaning “Kasama sa Diwa” hence the Acronym Kadiwa. This project was bent on
bringing basic commodities to depressed areas of the Philippines and to very poor
communities at low prices.
At present, basic commodities in the Philippines are priced at fairly reasonable cost,
versus the earning capability of the common Filipino. However, a large portion of the
population in the Philippines are still considered way below the poverty line. Thus, limiting
their capability to be in reach of basic commodities significant to their survival and that of
their respective families.
The revival of the Kadiwa food terminal shall be a big step towards providing for our
citizens in depressed areas and further sparking awareness, particularly that which may
spread towards the involvement of large companies in production of said basic
commodities.
Poised towards revival, the kadiwa shall take a different approach towards extending a
hand towards those who are really in need of the said basic commodities. Unlike in the
past where such a benefit has been made available to everybody, falling short of
saturating the impoverished sector of the community. This has been due the reason that
as an instinctive response to lower priced basic commodities even those who are not
necessarily in need of the assistance take much of the benefit given their financial
capability to purchase more than what is needed.
This step towards reviving the Kadiwa shall take a more systematic approach towards
really reaching out to our citizens below the poverty line. Further, enhancing our
administration’s capability through the collection of demographical data as to numbers
relative to poverty in the country.
SPECIFICS:
Since this will be a nationwide project a system shall be created to be implemented at as
low as the Barangay level sparking an organizational approach towards the distribution
of commodities to depressed areas and to the gathering of reports upon its
implementation. This is further described under the following diagram:

This shall be the main source of instructional standard and shall conduct the study
for simultaneous activation of the Kadiwa system of operation in the entire
Philippines.

Basing from the Diagram (figure 01) this shall be the general structure of implementation
for the project which shall incorporate sub-systems of implementation under the Regional
and City/Municipal Scope.
Study and Research
This phase shall be conducted top down where the research to be used by the National
System of implementation will come from the barangay reports submitted to the
City/Municipality and to be collated and processed by the Regional Agency Assigned (i.e.
NFA, DTI, NEDA, PSA, etc.) Office as secondary data submitted to the National Agency.
This shall be implemented through the following:
1. Creation of an executive order authorizing the Regional Offices to mobilize Local
government units and further order barangay units to collect data from their
constituents relative to financial capability. This is to gain demographical data as
to the extent of necessity present in each barangay or City/Municipality to classify
priority areas for the projects activation.

Inventory
This shall be an inventory of all areas seen to be priority areas for the activation of the
Project Kadiwa. Further, forming part of the Project’s Itinerary of implementation, where
the expanse of operation may be determined, likewise, the various operation needs and
other logistical matters of the project such as but not limited to the planning for Operations,
Required Resources, Required Personnel.

Budgetary Allocation
The Budgetary allocation shall take basis from the identified needs of the Project, which
may be subdivided to the different Regions of the Country or specifically allocated as per
level of need basis. The Budgetary allocation may likewise include operational costs and
substantial counterpart expenditure for the commodities to be purchased. Furthermore,
basing from the data the National Agency Concerned shall likewise determine all
expenditure relative to purchases of equipment and other items.

Information Dissemination
Upon completion of all preliminary steps required by the projects, appropriate collateral
materials are to be created incorporating various information about the project and if
possible to include dates and areas of implementation. This shall be released for public
information on awareness campaigns and may likewise incorporate appropriate branding
for public familiarity purposes.
a. Information dissemination may take various forms, such as but not limited to:
Posters, Brochures, AVPs and power-point presentations, which may be
distributed to the different Local Government Units and then on distributed to the
various barangays, for purposes of understanding the appropriate implementation
plan where its main goal is to bring basic commodities within reach of citizens
considered to be under the poverty line and or those residing in depressed areas
of the country.
2. Regional System of implementation
The Regional system of implementation shall have a more detailed approach
towards implementing the project since upon budgetary allotment may have the
responsibility for sourcing out all the needs required for the project to be
implemented. This shall likewise coordinate with various agencies and or
departments including companies that may supply the said low prices basic
commodities. This shall be dictated by the following system:

The regional System of Implementation shall likewise be responsible for the coordination
with other appropriate agencies relative to the project such as the following: NEDA, DTI,
NFA, PSA, etc. Agencies concerned shall likewise coordinate with various companies
and corporations in production of various basic commodities as to the identification of
suppliers for the said basic commodities. Information such as this and all other operational
data shall form part of the report then to be submitted to the main national agency
fostering the top level management of the project.
3. City/Municipal System of Activation
A system that shall work hand in hand with that of the regional system where directives
may come from the Regional Agencies concerned and implemented in the locality by
mobilizing other government units such as the Barangays and other appropriate
Departments of the Local Government Unit.

Creation of a Task Force or Technical Working Group
The local Government Unit shall be charged with the responsibility to create a technical
working group which is tasked mainly to assist in the implementation of the said project
in their respective City or Municipality. If certain expenditure is necessary this may form
part of the counterpart effort of said City or Municipality. The general and main
responsibility of the task force shall be the following:
a. Oversee and assist in the implementation of the Kadiwa project within the
City/Municipality;
b. Determine the appropriate documents necessary to support the implementation of
the said project such as: Administrative Orders, resolutions and or ordinances;
c. Collect data from the barangay to support information on areas of priority for
implementation;
d. Support the program as to the mobilization of other government assets.
4. Barangay System of Activation
The Barangay System of Activation shall be the main source of information further
collated within the City/Municipality and forwarded to the Regional Offices for further
processing and finally submitted to the National Agency in charge.

The Barangay System of Implementation shall take motion based on the directives as
defined by the City/Municipal Documents such as Administrative Orders, Resolutions and
or Ordinances. The main responsibility of the Barangay Government Unit shall be the
following :
1. Ensure the peaceful and orderly implementation of the project within their
respective barangays.
2. Ensure that members of their constituency below the poverty line shall be the
priority of the said project and take it as a main goal that these members of their
constituency be saturated first for the said benefits before such will be made
available to other members of their barangay constituency.
3. Collect data relative to the financial capability of families form their constituency to
determine families who may form part of a priority list.
4. Document the actual implementation of the project within their respective
barangays and submit them together with the collected data as reports to the Local
Government Unit.
BUDGETARY REQUIREMENT
Regional Perspective
This is a projection of the budgetary requirement for the implementation of the project on
a regional basis rotating the said KADIWA Store to the different province. The projected
time duration for completion is at least one month.

The above articulated budgetary requirement is projected for an operation on a regional


level with 10 trucks and a duration of one month.
The said project may be done per Regions simultaneously rotating to the others upon
completion.
For 17 Regions minus Cost of Truck
P17,500,000.00 x 17 Regions = P297,500,000.00
