Why a concept of Intellect India? – The Purpose

For the purpose of Intellect India, we must understand what makes a Nation.
What makes a Nation? – The principle behind Nation:
According to a consultation paper on ‘Effectuation of Fundamental Duties of Citizens’

prepared by the Citizenship Development Society (CDS), New Delhi for Law Commission
states that:
There are 3 things make a Nation namely,
1. First is noble ideals

2. Second is the citizens capable of achieving the noble ideals.
3. Third is the striving for excellence by such citizens.
The Main Principles (as per Constitution of India) behind National Prosperity through
Intellect India:
1. Article 51A (j) defines Fundamental duties of Citizens of India as “To strive towards
excellence in all spheres of individual and collective activity so that the nation constantly
rises to higher levels of endeavour and achievement”.
2. Article 51A(h): To develop the scientific temper, humanism and the spirit of inquiry and
reform .
Further principles that is used to define Intellect India:

“Intellect International” for bringing prosperity to many other citizens of other countries as
“Humanity” is core of our wellbeing and to the whole world where India will lead such
“humanity” for “prosperity and world peace.”
The Core Principle of Intellect India: Peace and Prosperity
 Peace and Prosperity: In order to achieve peace and prosperity, a Nation’s economy should be
“Moved Up” – or simply Move the Economy.
 Move the Economy: To bring peace and prosperity to all citizens of any Country, the Economy
should grow or move upwards by moving the money.
 Move the Money: To move the money to all hands of Citizens, just move one segment of the
society called “Intellectuals”.
 Move the Intellectuals: To just “Move the Intellectuals” for national prosperity through a
concept called “Intellect India and through a model ”SMOIONI” (pronounced Yes Moi O Nee)–
Structured Mobility of Intellectuals On Noble Ideals and also through an ecosystem called “
DIGITAL WE CARE”.
Why to move Intellectuals?
 Prosperity through finding solutions to real problems: Let the Intellectual’s find various
solutions to the real issues/problems/pains of Govt/Industry/Academia /Research Institutions /
Societal Issues by using the “minds” of the Intellectuals. The solution could be related to
anything, it could be in Engineering, Science, and Social aspects. So how intellectuals will move
the money to all citizens’ hand? – Answered in later part of the document.
 Peace: Idle mind is devil’s playground: Citizen of a nation should be preoccupied with
something they are good at. In this case we use those “Intellect” and creative “ mind to find
solutions in whatever area one is specialized at or could be honed/developed. – So how
intelelctual’s mind will keep “hands” of skilled / unskilled workers in rural and urban areas? -
Answered in later part of the document.
Where to move the Intellectuals?
 The intellectuals from one state will move temporarily to any pre-determined location of
another state and vice versa under the SMOIONI model.
How to move Intellectuals?
 The intellectuals will be moved temporarily from their ‘base location” to “another location
called “host location” “to discuss/debate/deliberate “and find solutions to problems of any
kind with like minded people who come across from different locations to discuss on the same
issue/topics. The date and time of the movement, issues for discussion to find solutions, host
location, hosts are pre determined / approved through the SMOIONI model and using the
“DIGITAL WE CARE” ecosystem.
How to Move the Economy by moving the Money?
Concept:
To move the economy, money should flow to all the hands in the society consistently and
constantly for all practical purpose of achieving sustainability. Now the question is how to
move the money to all citizens’ hand?
A sample scenario:
You go to a new place and in order to stay you need a hotel but you are very particular about
room conditions, safety measures (after the recent Delhi fire in a Hotel) before booking it.
However, the hotel has a policy unless you pay an advance of some amount let’s say Rs1000,
you are not allowed to inspect the room and a receipt will be given. If you do not like the room,
come back to reception give the receipt and get your money back.
So you get the key and go on seeing the rooms. At the same time, the money you have given is
paid to an employee clearing his salary due. The employee immediately pays the house rent he
has to pay. The house owner had some dues in a grocery shop, so he paid the money
immediately clearing his dues. Now, the grocery owner had a function, so he needed a party
hall and he came to the same hotel and paid an advance with that amount.
Now you decided not to stay in the hotel and you give the receipt and your money is refunded
(may be the same note you have given a while ago - let’s not get in to digital payment for
argument sake – This is for our understanding of the scenario)
Indeed, you are great. Even though you did not do anything but your money did wonderful
things in many people lives solving their issues. If you kept the money yourself, there is no
benefit to anyone except you. But when the money changes hands or being transacted it
brings larger benefit to the society and also revenue to the Govt as taxes and thus the concept
of “Moving the Economy: = Just move the Money.

*Who is an Intellectual or Who could be termed as an Intellectual?:
The Author defines, “an Intellectual as anyone who uses his “mind” to think for the betterment of the
Society as a whole and having an attitude towards preserving one’s past (history) and promoting
wellbeing of all living creatures and beyond (Not only earth but one needs to think futuristic like entire
universe and beyond). A person may be as young as a School Kid or a retired person because of age but
still mentally active. A person may hold any qualification and his “mind” is required to find solutions to
problems identified. The person may have knowledge in any just not limited to science, Technology,
Medicine, Engineering, Social Science etc. The intention to identify and classify an Intellectual is by using
his mind - is he bringing viable Solutions to Problem faced by Governments (Local, National,
International), Industries and Societies.

The Implementation approach and key stakeholders
Important Note: We avoid creating duplicate entities, efforts, processes. We use an “as it is”
basis of existing processes, Institutions , agencies etc and we by using “DIGITAL WE CARE” and
using SMOIONI model to seamlessly integrating all different stakeholders in to a single

sustainable ecosystem.
 Govt: Government duty and role is to set Policies and or creating law, set standards, providing
high-level officers to steering the national mission. All Govt. Departments will be part of the
implementation and they control what data / issues/ problems identified need a solution with
time stipulated. The regulating agency will provide different solutions gathered from the
deliberations of intellectuals to the respective department and over see the implementation to
success. If any problem identified during implementation will go through same cycle of discuss
and debate (deliberation) with intellectuals.
 Policies: Discuss/debate at the grassroots level of existing policy/amendment to existing policies
or creating policies for seamless implementation and Integration by piloting on the SMOIONI
model.
 Integration Process and procedures: We create processes and sub processes of integrating
“various silos”, identify issues, risks associated with such integration and plan for seamless
handholding and enforce standards in achieving collaborative sprit to achieve desired results.
 Implementation: Structured and phased implementation of such solutions by respective
Stakeholders and at all levels like regional, national and international.
 National Asset Management Authority (NAMA): An existing Govt. Agency or a new setup at
the National level and at each state level to manage different assets of importance like
Intellectual assets, Human assets ( called Intellectuals), Capacity, Resource allocation and
utilization and Physical asset utilization etc.
 Regulatory / Monitoring / Compliance Enforcement Agency: An existing Govt. Agency or a new
setup at the National level can be taken up to regulate such polices and solutions as proposed
by the “intellectuals” to see nationwide implementation thus connecting all stakeholders in the
ecosystem. This institution must have legal tooth to enforce penal / certain measures for non-
compliance.
 Facilitation Agency: Most of the efforts taken by Govt. or any institution is failed because of
poor understanding of set objectives, conflicts of interests, personal egos etc. The cause of a
failure could be attributed to all of the above or some of them or any other. So it is desirable
and highly recommended to have an exclusive agency to train people, provide counseling,
facilitate conflict resolution, etc and see the set result is achieved by the people who are highly
experienced in the facilitation management process.
 Industries: Industry means all type of Industry from Agriculture to Zoo (part of wildlife and
tourism Industry simply put A to Z). Any size of Industry from Micro, Small, Medium and Big
Industries. Private and public entities.
 Trade/Professional Associations: Trade Associations like CII, FICCI, NASSCOM and ASSOCHAM
etc. Professional Associations of various disciplines like Doctors, Scientists, Engineers, Lawyers,
Psychologists, Economists, humanists etc
 Research Institutions: Various Govt/Public/Private research Institutions for example CSIR, TISS
etc from various disciplines to facilitate inter disciplinary and multi disciplinary collaboration
effectively.
 Academia, Academic Institutions, Students and Scholars: Supplier of human capital of thinking
ability, a creative mind to solve issues of their interests and ability with a noble mind to help
national prosperity. Since schools and colleges, universities spread across India and even at
village level, it is most important not only in respect of supplying the much needed “thinking
intellectuals” but also venue/hosts for the local issues, issues of national importance but seen
from the local perspective and also on global level by integrating “intellectuals” who are
expertise from other countries. Academic Institutions has vast physical assets like Seminar halls,
auditoriums, Lab facilities, Equipments of high worth but not utilized to full potential to get
Return on Investment (ROI). Now, these will be utilized 100% and there will be new opportunity
to have more venues, Lab facilities for more research etc as utilization will surpass the current
capacity. Any public citizen who has the ‘mind” to solve certain issues and have expertise will be
part of the Academia and linked to the location where they reside to that of an appropriate
School, College as an external experts. Qualification metrics , on boarding process will be done by
Regulating authority.
What is SMOIONI Model?
Structured Mobility of Intellectuals On Noble Ideals (SMOIONI) model (pronounced Yes Moi O Nee ) is
about temporarily moving Intellectuals to a different place to discuss, debate, deliberate on possible
solutions to an issue of local, National or of International importance.
The 20/80 Principle:
In order to drive the money to the hands of all citizens from different occupations it is imperative to
have 20% of population as Intellectuals (as a ballpark estimate) and rest could be like skilled, unskilled
people like electricians, plumbers, drivers, construction workers etc.
SMOIONI model involves the proven MICE (Meetings, incentives, conferences and exhibitions) and
through which we increase economic activity of a particular state or region. For more details on adding

When the Nevada Governor thought how he could increase the economy of the Desert state, he saw an
opportunity to open “illegal” activity like Gambling, and many other unlawful activities banned by other
US states, so he made all-illegal activity are legal with in the territory of Nevada. After this the growth of
Las Vegas is accelerated as people came from different part of the Country and even other countries and
the economy flourished thus providing employment, money circulation and tax revenue to Govt.
Las Vegas is an internationally renowned major resort city now, known primarily for its gambling,

Case example 2: Certain states in India: Revenue through liquor sale
Currently certain states in India gets a revenue of Rs 26,794.11 crore for the year 2018 through sale of
IMFL through its outlet located across the state. Any increase in sale will increase the revenue of the
state. However, it has significant societal risk as people getting drunk and spends money on these from
their earning thus affecting a quality family life.

Auditoriums, Seminar halls, hotels for accommodation will not be sufficient. That means more
development in this sector creates demand for educated workforce and uneducated labor,
cement, steel and allied products. Construction of new roads, waterways, bridges are viable
now as constant and consistent use of resources are guaranteed so that more private players

there will be constant and consistent flow of intellectuals across the Country thus an investment
in infrastructure and other constructions, development they are assured of their money back
with interest.
Impact on Banking, Financial Services & Insurance:
 Due to nature of increased economic activity in the Country, more development on

infrastructure and other development will need capital in the form of loan from Banks.
 Return of Loans are assured as under SMOONI model, the flow of Intellectuals are constant and
consistent there by assets are utilized optimally providing much profit to Industries.
 Insurance sector fortune is improved because of “MICE” activity and new type of insurance
cover is required. These also improves employability in these sectors.
Other sectors that will be heavily impacted through SMOIONI:
 Education
 All disciplines of Engineering sector Small to heavy engineering
 Science & technology – new innovations, research, collaboration, asset utilization effectively
 Automobile & transport sector including hyper loop, electric mobility, bullet trains
 Aviation sector – not only on innovation but travel as well
 Power sector – Wind, solar, Hydel and new alternate energy consumption
 Smart city
 Multi mode transport / Travel
 Transport and Accommodation sharing like Ola, Uber, OYO rooms etc
 Entertainment Industry as part of event, cultural activities will happen.
 Food & beverages : more consumption will happen
 Gifts& Novelties: Promoting handicraft and other SME sector
 Space: Due to intellectual nature, more brains will be put to think and find alternate solutions.
 Tourism
 These are to name a few. A detailed study is recommended by piloting it.
St Still, I am getting confused. What are Intellect India, Intellect international and DIGITAL WE CARE in a nutshell?
Intellect India is a Concept applicable to India –just like Make in India and made for Global through Intellect
International as knowledge as a resource is boundary less and it is beneficial when it is shared and
collaborated via an ecosystem called “DIGITAL WE CARE”.
Where we stand today?: DIGITAL WE CARE - The current status and further action required
 The Author himself developed the complex framework of the ecosystem and tested many of the
components of the ecosystem in real world with real data of some stakeholders.
 The author is confident, have expertise and passion with a vision to complete the required
other components for a pilot within short time provided appropriate support and resources are
assigned.
Further collaboration on piloting: Stakeholders identified and Govt.as stakeholder participation required
 A prominent top ranking state University is ready for collaboration to pilot it for a year now.
 Few Industries from small, medium are identified for participation in piloting.
 For study on social impact, economy growth, policy framing this Author met few wonderful students
from Tata Institute of Social Sciences, Hyderabad who have similar thoughts on the likes of the vision
of the Author. The Author also discussed with Dr.Srinivas Surisetti, Chairperson, School of Livelihood
and development, Tata Institute of Social Sciences who was willing to collaborate.
 Now, the important stakeholder, Government is required to collaborate on the noble idea and hence
this document.

About the Author - Intellect India
Mr.Senthil Kumar, an Engineer and MBA (Technology Management) from Deakin University, Australia.
He is also certified in CEM (Certified in Exhibitions Management) from IAEE, USA (International
Association of Exhibitions and Events, USA – only about few thousands professionals certified in the
World and about 100 in India).
Initial years of his career worked with Triveni Structurals Limited (A Govt of India Enterprise) on causal
basis at the then Project Skylark (now commissioned as INS Kattabomman had an opportunity to get
complete knowledge of the entire VLF system thus provided solutions to problems faced and also
instrumental in bringing the project on time and was appreciated for his Intuition in solving issues
without any directions)
Moving to private sector, in charge of all of South India in selling Capital Equipments to different
Industrial sectors mostly dealing with Governmental Organizations. Late 90’s moved in to the then
upcoming IT Industry and acquired knowledge and skills in Enterprise Applications – Process, Project &
Portfolio Management tools, ERP and CRM and the likes of SAP CRM, Siebel CRM.
Worked in a Big4 Consulting company in the World implementing Solutions to US Government on

“Compliance Enforcement” – A Law / Judgment (Order of Court) enforcement tool and a highly
automated solution was made. He was termed “Case Management” expert globally during that time.
When all the Consultants solutions failed, he was assigned additional work which he took up
singlehandedly and completed the project on time. Highly appreciated for his innovative solutions
without any bugs or other design flaws rated consistently “Exceeded Expectations (EE)” by the Project
Management and thus was selected to US Governmental service along with 3 other Americans. (The
only Indian). Also implemented different solutions mainly in the regulatory and legal areas to various
state Govt. in the USA and New Zealand.
During his stint in the Big4, credited for submitting “most number of Ideas” globally (kept India as
contributor position No1 singlehandedly) among other counties and some of them was selected for
implementation. Received awards several times and high rating was given by the “Innovation Zone”.
Having worked with different Industries and Government in providing successful solutions saw a major
issues and a gap in the way currently knowledge is shared, curated for next generations, assets are being
under utilized ( leading to unproductive use of public money), not properly maintianed for want of
money ( in some other cases), Scholars do research as fits to them and not solving “real” issues through
their research, Faculties just submit paper in “High Impact Journal “ and queue to get “participation
certificate” rather to see how their research is helping to change the true intention of the research
recommendations. He is pained to see several “silos” created and thus objectively it fails the real
intention of benefiting the society. Educated youths are unemployed and there are blame games
between Industry and Academia and after putting great efforts and schemes from Govt, it seems we are
still not getting what we “really” want.
The Missing link is the small attempt made by the Author to bring all in one platform be it research,
knowledge sharing, asset sharing, employability of next generation, creating new employment
opportunities for all, product innovation and product marketing and prosperity and peace to all.
Hence, to move the Economy we just move the Intellectuals as a concept is thought out which may look
awkward at the outset, but we need to take a deep breath and think in depth to see the real benefits
that everyone get through such implementation.
