Department of Planning and Development - Trakhees is the regulatory arm of Ports, Customs and

Free Zone Corporation (PCFC) in Dubai and the authority responsible for licensing and regulating
businesses in special development zones and areas.
The department consists of six main sections:
1. Civil Engineering
2. Licensing
3. Inspection
4. Innovation and Excellence
5. Business Support
6. Research and Development
It started the implementation of its business in 2009, following the issuance of the decree (No. 22) by
His Highness, Sheikh Mohammad Bin Rashid Al Maktoum, concerning the supervision of
infrastructures in special development zones in the emirate of Dubai and making sure
to provide them with public services as well as, imposing, defining and collecting fees of such
services. This Decree stipulated and stated that services of "Trakhees" shall include lands, complexes
and areas owned by Ports, Customs and Free Zone Corporation, Dubai World or entities and
subsidiaries of any of them in Dubai or those located within the scope of their jurisdiction and authority,
in areas defined by Ports, Customs and Free Zone Corporation, or areas identified under a legislation
issued by His Highness, including, but not limited to, Nakheel, Limitless, Dubai Maritime
City, and Dubai Multi Commodities Centre (DMCC).
The Department expects its Strategic Plan to achieve the goals of Dubai Strategic Plan 2021. It is
worth mentioning that the vision and mission of the department have been reformulated, from which
"Trakhees" can start its business to keep pace with the escalating development in the sustainable
economic development of the emirate and support the comprehensive development of Ports, Customs
and Free Zone Corporation's overall performance.
In addition, Department of Planning and Development gives due care for the necessity of adopting
best strategic plans that cope with the latest updates in the global and regional developments, in order
to set out for us ambitious goals fulfilling the directions of His Highness, Sheikh Mohammad Bin Rashid
Al Maktoum, Ruler of Dubai, by pleasing and satisfying the public through stimulating creativity and
innovation to improve the quality of services provided to the public by developing and using the latest
smart applications of information technology for enhancing Dubai's competitiveness and supporting
its ability to solicit trade and investment, so as to continue our progressive journey to reach the position
No. 1 globally in all fields.

Environment, Health and Safety


Environment, Health and Safety (EHS) is the Regulatory arm of Trakhees-Ports, Customs & Free Zone
Corporation (PCFC) that controls, regulates and enforces rules and regulations related to all aspects of
Environment, Health, Safety. Its jurisdiction is a diverse mix that includes Dubai World Business Units such
as DP World, JAFZA, Techno Park, Nakheel, Limitless, Dubai Maritime City (DMC), Dubai Multi Commodities
Centre (DMCC) and Istithmar
Since its inception in the early eighties it has been at the forefront on EHS matters, providing regulatory as
well as advisory services, thereby facilitating a sustainable environment that fosters health, safety and well-
being without compromising growth and development. It strongly believes that the Regulations should
resonate with the needs as well as priorities of the region and accordingly ensured its regulatory
infrastructure has a strong local relevance besides aligning with other local, federal and international
principles,

EHS comprises group of professionally driven departments such as Environment & public health,
Construction safety, ports & Maritime, Operations, Green buildings and others each of which excel within
their domain in terms of the regulatory and support instruments they deploy to suit the jurisdiction and the
customers they serve.

Innovation and creativity have remained ingrained within the working philosophy of EHS which are well
reflected in its programs and policies. Practical regulations, genuine enforcement, accreditation, HSE events,
Awards, collaboration and partnerships are few of them

Dubai has grown by leaps and bounds and so has the need for environmental protection, safety and
wellbeing of community. EHS by virtue of its astuteness and experience is well positioned to play a strong
role in fulfilling this need.
