Chapter II. Goal(s) and Objectives
A. Goal
The goal of the contingency plan is to provide effective, efficient, timely and wellcoordinated
response mechanisms in the event of the occurrence of typhoon in Municipality X. Such
mechanisms shall help to protect lives, properties and the environment,and restore the
immediate needs of the affected communities.
B. General Objectives
The general objectives of the contingency plan are as follows:
1. To determine the immediate tasks required for the typhoon response operations;
2. To conduct inventory of resources available among MDRRMC X
memberagencies,including the CSOs;
3. To establish proper coordination through efficient communication and linkage among
MDRRMC X member agencies and stakeholders;
4. To provide the immediateand appropriate needs of the affected population of the
MDRRMC X; and
5. To reinforce the standards of reporting system set by the NDRRMC.
Chapter III. Coordination, Command and Control
Ang Barangay Disaster Risk Reduction and Management Committee, sa ilalim ng Barangay
Development Council ay may mga tungkulin na kailangang gawin at ipatupad ayon sa nakasaad
sa RA 10121.

Ang team din na ito ang may katungkulan na alamin at ilista (imbentaryo) ang lahat
ng mga bagay, istrukutra, gamitan, pasilidad at iba pang mga bagay na maaaring
maapektuhan ng panganib o peligro sa loob ng komunidad.

Mga Responsibilidad ng mga grupo o team na kasama sa Pagtugon sa disaster

Tiyaking nasa maayos ang pamamahala ng mga evacuation center at mga tao
namamahay rito; at
Tiyaking may kumpleto at tamang pasilidad para sa mga maysakit, mga buntis,
mga babae, mga nakakatanda, mga may kapansanan
at mga bata.

Magsagawa ng pag-aaral katuwang ang iba pang mga sektor tungkol sa
mga napinsalang kabuhayan ng mga tao sa loob ng komunidad;
Magbigay ng mungkahing solusyon sa mga opisyales ng barangay
tungkol sa kanilang napag-aralan at kung anong mga pangmatagalang
solusyon ang maaaring gawin ng mga tao katuwang ang munisipyo,
probinsiya at iba pang mga ahensya na makakatulong sa pagbangon ng
kabuhayan ng mga tao
Magsumite sa BDRRM Committee ng resulta ng pag-aaral tungkol sa
kabuhayan.

Resource Summary
Location:
1. Assist in analyzing situations, formulate and implement plans necessary for disaster
preparedness and disaster operation;
2. Act as an oversight committee of all disaster rescue, evacuations and rehabilitation operations
in the barangay;
3. Coordinate the issuance of proper warning and alert messages to concerned authorities on the
existing/impending disaster;
4. Coordinate rescue, evacuation destination, pick-up points and alternate evacuation routes to
evacuations centers in coordination with the members of the BDRRMC;
5. Coordinate with the proper authorities for the public use of pre-designated centers during
disaster;
6. Coordinate the allocation of relief goods and medical requirements for preposition to
evacuation centers and/or to affected municipalities;
7. Coordinate with other agencies the implementation of rehabilitation efforts for calamity victims;
8. Shall coordinate with MDRRMC on the effective disaster preparedness and management
program;

INCIDENT COMMAND SYSTEM (ICS)
“Form follows function”, (only functions/ positions necessary for the incident will be filled
or activated)
The Operations Section Chief is responsible for managing all tactical operations at an incident.
The Incident Action Plan provides the necessary guidance. The need to expand the Operations
Section is generally dictated by the number of tactical resources involved and is influenced by
span of control considerations.
The Planning Section Chief is responsible for providing planning services for the incident.
Under the direction of the Planning Section Chief, the Planning Section collects situation and
resources status information, evaluates it, and processes the information for use in developing
action plans. Dissemination of information can be in the form of the Incident Action Plan, in
formal briefings, or through map and status board displays.
The Logistics Section Chief provides all incident support needs with the exception of logistics
support to air operations.
The Finance/Administration Section Chief is responsible for managing all financial aspects
of an incident. Not all incidents will require a Finance/Administration Section. Only when the
involved agencies have a specific need for finance services will the Section be activated.
