EXECUTIVE ORDER
No. 2019- 006 , Series of 2019

‘’CREATION OF THE MUNICIPAL SUSTAINABILITY INSPECTION TEAM (MSIT) OF


KALAHI-CIDSS - NATIONAL COMMUNITY DRIVEN DEVELOPMENT PROGRAM:
NCDDP AND THE MUNICIPAL COMMUNITY DRIVEN DEVELOPMENT PROGRAM:
MCDDP IN THE MUNICIPALITY OF SABLAYAN OCCIDENTAL MINDORO”

WHEREAS, Memorandum Circular No. 33 Series of 2002 ordered the


institutionalization of KALAHI in the government systems and processes;

WHEREAS, the same Memorandum Circular provides that KALAHI shall operationalized
based on poverty reduction strategies: (a) accelerated asset reform (b) improved access to human
development services, (c) provision of employment and livelihood opportunities, (d) security from
violence and social protection including safety nets for vulnerable sectors and (e) institutionalized
and strengthened participation of the basic sectors in governance. Environmental protection shall
be a cross-cutting concern in all these strategies;

WHEREAS, the MC further provides that there should be a Municipal Sustainability


Inspection Team in every municipality where KALAHI projects are being implemented;

WHEREAS, Special Ordinance No. 2016-11-011 institutionalized the principle of


KALAHI-CIDSS in the system of the Local Governance in the Municipality of Sablayan,
Occidental Mindoro;

WHEREAS, there is a need to create a KALAHI –Municipal Sustainability Inspection


Team in the Municipality of Sablayan , Occidental Mindoro

NOW, THEREFORE, I ANDRES D. DANGEROS, by virtue of the powers vested in


me as the Municipal Mayor, do hereby order the creation of the Municipal Sustainability
Inspection Team (MSIT) of the Municipality of Sablayan, Occidental Mindoro as follows:

Section 1. Composition-

Section 2. Functions

1. Conduct the Sustainability Assessment (SE) through the administration of the SE tool
(SET);
2. Present and discuss finding with the organization/community.
3. Jointly analyzes causes of problems and come up with agreements and
recommendations;
4. Facilitate Action Plan Preparation to address the findings;
5. Conduct actual inspection of the sub projects to assess the physical condition

Section 3. Secretariat

The MSIT shall have a Secretariat who shall be responsible in assisting the MSIT in the
performance of its function composed of:

Section 4 Secretariat Functions-

1. Prepares official communication to MSIT members, O&M and stakeholders;


2. Prepares logistics and coordinates activity;
3. Ensure reports and transmittal;
4. Prepares or assists in the preparation of the process documentation;
5. Other related specific functions.

Section 5. Meeting and Quorum

1. The MSIT shall meet whenever necessary;


2. A majority of all its members shall constitute quorum.

Section 6. Effectivity. This order shall take effect immediately and copy shall be published at
the municipality’s official website.
