Keynote Address of Senator Shahani before the National
Academy of Science and Technology at its 15th Annual Scientific
Meeting, 7 July 1993, Manila.

Objectives:
1. Identify the Essence of The Moral Recovery Program that aims to mobilize the
Filipinos for Nation- Building.
2. Express the Real Situation of the Problems in our country and learn the vision and
mission of the Key Note Address which this is one of the eye opener in every Filipino
Citizens to awaken us the power of values in achieving our individual and national
Goals.
3. Apply in our Life the Individual and National Transformation at the starting point of
solution that has create the social and economic structures.

Who is Sen. Leticia Ramos Shahani?


 Sen. Shahani was born on September 20, 1920, in Lingayen, Pangasinan.
 She graduated in Elementary and Secondary Level at the University of the
Philippines and finished her Bachelor of Arts in English Literature at Wellesley
College in Massachusetts, and Master`s degree in comparative Literature at
Columbia University in 1953.
 A Widow who raised her 3 children almost single- handedly, Shahani lost her
writer- husband Ranjee Shahani after only 8 years of marriage.
 Born to a prominent family and a sister of former president Fidel V. Ramos.

What is Moral Recovery Program?


I. The Proclamation No. 62 dated 30 September 1992 declared a Moral Recovery
Program as President Fidel V. Ramos signed this in response to the need to
strengthen the moral resources of the Filipino people rooted in Filipino values
and ideals that are pro God, pro people, pro country and pro nature.
II. It is stemmed from the Senate Resolution No. 10 sponsored by Sen. Leticia R.
Shahani and approved by the Senate on September 18, 1987.
III. Moral Recovery Program indicates the Power of Human Values.
Moral Recovery Program
a. Moral Recovery Program is an integral aspect in ensuring success in the
government`s economic development and people empowerment programs and
projects.
b. The Moral Recovery Program is conceived to be an important dimension of
programs which this administration has already launched us KABISG, the various
poverty alleviation and country side development programs, livelihood and basic
services delivery among others;
c. There is a need to prepare the youth to respond to the challenges of
modernization and the 21st century.
d. There are existing mechanisms which can serve to promote and ensure a
sustained Moral Recovery Program for national development and solidarity.

The Mission:
To arrest the moral decay of Philippine society by recovering and promoting positive
Filipino values as a source of moral consensus, national identity and pride.

The Vision:
The Moral Recovery Program is a Filipino nation that is God- centred, people-
empowerment, prosperous national community living in the Unity, Justice, Freedom,
Love and Peace governed by a visionary government that is democratic, responsive
and effective, graft free, transparent and self- corrective with a community of civil and
military servants who are professional, competent, disciplined and trustworthy.

Sen. Shahani talks about the Moral Recovery Program:


A movement which aims to mobilize all Filipino for nation- building through the practical
exercise of human values to awaken us all to the power of these values in achieving our
individual and national goals.
It seeks the empowerment of all our people through the sustained and application of
human values and code of collective existence.

4 Pillars of Moral Recovery Program:


1. Maka- Kalikasan
2. Maka- Tao
3. Maka- Bayan
4. Maka- Diyos
“The Moral Recovery Program seeks to empower the people – the poor, the middle
class and the rich – trough the sustained application of human values and virtues to
overcome our problems and build our country in accordance with our collective vision.”

Ethics and Politics


a. The Close interrelationship between ethics and politics problems:
1. Large Foreign debt.
2. State Permanent disrepair of our roads and toilets
3. Graft and Corruption in Government
4. Perennial Squabbling and Intramurals between Government Bodies
5. Bureaucratic Inefficiency
b. Chronic Problems
1. Agriculture and Industry
2. Rural Health Development
3. Land reform

The Vision of Sen. Shahani for our country that has the following essential elements.
1. Reverence for all forms of life.
2. Primacy of Human Values.
3. Priority given to cultivation of the spiritual and cultural life of the nation.
4. The Democratization of power, resources and wealth.
5. The Government which works for the Good people.
6. Well- Implemented Agrarian Reform Program.
7. Respect Human Rights including the Right of women.
8. Inspire the long term, shed light in the midst of darkness and make possible the
seemingly impossible.

Individual and National Transformation


The Empowerment of the poor must came from the poor themselves; others can only
help them to help themselves. There is a welcome opportunity in this country to help
empower the poor, and such empowerment is vital to creation of more just social and
economic structures.
Human Values: Powerful Building Blocks
Values is the Powerful building blocks in the Development of Nation. The Moral choices
is made the development process.
The Terms like equity, social justice, distributive justice when repeated over and over
again without explanation of the painful ethical choices which have to be made by
individuals and government s in order to achieve them cannot touch the hearts and
minds of the popular, the rich, the middle class and the poor, on whom the burden of
transformation rests.
Development is after all, a grassroots- oriented process and a challenge in mass
mobilization, for the people and not for political expediency.
