SHORT TERM NOTICE INVITING TENDER

The Executive Engineer Temporary Construction Division (E/M) U.P. Jal Nigam Mau on
behalf of U.P. Jal Nigam, invites online digitally sealed e-tender on two bid system for Supply of flanged
M.S. column pipe 150mm dia 3.00 mtr. and 1.5 mtr. & 1.00 mtr. long D/F pipe for different water supply
schemes of District- Ballia from reputed experienced and eligible bidder registered in U.P. Jal Nigam in
“Electrical & Mechanical works” category having qualification, capabilities and experience of similar nature
works. The detail e-tender documents shall be available at U.P. government e- procurement website
http//e-tender.up.nic.in by 26-12-2018 from 10:30 P.M onward to 31-12-2018 up to 5:00 P.M.
Interested bidder may view and download tender documents and upload their duly filled e-tender for on line
submission latest by 31-12-2018 up to 5:00 P.M. The technical part of e-bids will be opened on date 03-01-
2019 at 1:00 P.M. in the office of the Executive Engineer Temporary Construction Division (E/M) U.P.

Important terms and conditions:-

(A) Purchase of tender document:

1. The invitation for tender is open to all Firms/ contractors registered in U.P. Jal Nigam in category of
electrical & mechanical works.

2. Bidder has the income tax clearance certificate for the Assessment year 2017-18 to submit with offer.

3. No any conditional offer shall be entertained by the department.

4. The cost of tender of Rs. 3360.00 (Rs. Three Thousand Three Hundred Sixty Only) (Non-
reimbursable) in form of Demand Draft of any nationalized banks in favour of the Executive Engineer,
Temporary Construction Division (E&M), U.P. Jal Nigam, Mau. Original Demand Draft should be submitted
to Divisional Assistant at office of the Executive Engineer, Temporary Construction Division (E&M), U.P. Jal
Nigam, Mau up to 17:00 hours on date 02-01-2019 Without tender cost, bid of tenderer shall not be
considered for technical cum financial capacity evaluation.

5. Bidders can obtain complete tender document on the U.P. govt. e-procurement website
https//etender.up.nic.in

6. This information can also be seen on U.P. Jal Nigam Website “www.upjn.org” and tender
documents may be downloaded from this site. In this case the cost of tender document as
mentioned will be deposited in the form of the Demand Draft of any nati onalized bank payable to
the Executive Engineer, Temporary Construction Division (E&M), U.P. Jal Nigam, Mau in a separate cover
additionally along with the tender without which pre qualification bid shall not be entertained or
considered.

7. (i) The tender shall be accompanied by required earnest money duly pledged to the Executive Engineer,
Temporary Construction Division (E&M), U.P. Jal Nigam, Mau in the shape of either NSC/FDR/ CDR valid for
12 months. The Scanned image of the Earnest Money deposit must be submitted along with the tender and
the original one should reach the Office of the Executive Engineer, Temporary Construction Division (E&M),
U.P. Jal Nigam, Mau before date/time as mentioned above (Column-8).

(ii) The hard copy of e-tender must be submitted at the office of the Executive Engineer, Temporary
Construction Division (E&M), U.P. Jal Nigam, Mau before date / time as mentioned above in Column(9).

9. The U.P. Jal Nigam reserve the right to accept or reject any or all the bids without assigning any reasons whatever.
So further no claims of applicant shall be considered in this regards.

10. In case of a holiday falling on the date of receipt/ opening of tenders, the tenders will be received / opened on
the very next working day.

11. The rates quoted in tender shall be valid for at least Six months from the date of submission of tender.

12. All other conditions mentioned in the tender document should be read carefully and be fulfilled and
completed essentially.

13. The bidder qualified in “technical cum financial capacity evaluation bid” if not registered with the U.P. Jal
Nigam in desired category, will have to get themselves registered with U.P. Jal Nigam in the appropriate
category before opening the e-tender financial Bid.

14. The quantum of work may increase or decrease upto any extent subject to the availability of funds.

15. Details of work is given in tender documents. Which can be seen on U.P. Jal Nigam web site www.upjn.org

16. Other terms and conditions will be as per details given in tender documents.

17. Rates should be quoted excluding G.S.T.

(B) Eligibility Criteria:

1. Experience:

The bidders should have financial soundness, sufficient Technical know how and have
successfully completed the works of similar nature in Government / Public Sectors during the last 3
years ending last day of the March - 2018. in which applications are invited as per details given below:

a) PHYSICAL EXPERIENCE

(i) One similar completed work of 60% capacity


or
(ii) Two similar completed work of 40% capacity.
or
(iii) Three similar completed work of 30% capacity.

Note: Similar work means the experience in water supply/Sewerage system only.

b) FINANCIAL EXPERIENCE:

(i) One similar completed works of Rs. 4.20 Lacs


or
(ii) Two similar completed works of Rs. 2.80 Lacs
or
(iii) Three similar completed works of Rs. 2.10 Lacs

Note: Under financial experience similar works means the financial experience shall also be
considered for government public sector. The financial experience shall only be considered
of bidders only.

2. Performance Report:

The bidders should give the details of works order / P.O. in last 3 years shall submit the supporting certified
documents of successful completion of works.

3. Turn Over:

The average turnover should be at least 30% i.e. Rs. 2.10 Lac of value of package work during the last 3
years ending 31st March of the Previous financial year and minimum 50% i.e. Rs. 3.50 Lac any of the
financial year.

4. Profit /loss:

The firm of bidder should not have incurred any loss in more than two years during the last 5 years The
firm should have a positive net worth.

5. Solvency:

The firm/ contractor/ Bidder should have a solvency of minimum 40% of the cost of package i.e. Rs. 2.80
Lacs.
