ITEM 800-EXTERIOR PLUMBING WORKS

1.0 Scope of Work

DLL & Sons Company Asia Ltd., will be responsible for the delivery, bending, lifting
and installation of pipes and fittings necessary for the downspout of each Toll Plaza.

2.0 Construction Procedure

A. General Preparation Works

1. Conduct safety inspection at the work area prior to commencement of each


task.

2. Check all pipes and fittings to be used for joint are free from defects, dents
or deformities and are straight. Remove pipes and fittings with defects and
replace with acceptable materials.

3. Prepare tools and equipment required for pipe bending.

4. Remove foreign matter or dirt from inside of the pipe and fittings before fit
up.

5. Prepare necessary tools and equipment for welding activity.

6. For longer work breaks, place suitable stoppers (plug or cap) to prevent
debris, earth or water from entering pipe open ends.

7. Welding electrodes shall be stored and handled as per manufacturer’s


instructions.

8. Apply and obtain approved necessary work permit.

B. Pipe Bending Works

1. Fabricate the pipe bender assembly by obtaining the actual curvature of the
toll plaza post/column. Make a curve pattern initially, then fabricate the pipe
bender using this pattern. Be sure to reinforce every segment of the
assembly to withstand bending force

2. Insert the whole length of pipe (6m) in the assembly and start bending the
pipe either manually or by using hydraulic jack (hydraulic jack shall only be
an additional accessory of the pipe bender; it can be added or be removed)
(see Figure 1a & Figure 1b).

3. Individually bend the pipe and acquire the required quantity of downspout
for each toll plaza.

C. Installation Works

1. Lift the bended pipe using a hoist and align it with the toll plaza post/column.

2. While properly aligned mark the location and distances of the pipe support.

3. With proper coordination to DMCI personnel and the Toll Plaza building
subcontractor, tack weld the base of the clamp to the building structure. Be
sure to correctly position the clamp to line up according to the curvature of
the bend pipe and toll plaza column/post (see Figure 2).

4. Once properly placed, fully weld the base of the clamp support with the
building structure (see Figure 3).

5. Tighten the clamp bolt to hold the pipe firmly in place.

6. Begin layout of pipe and fittings. Tack weld initially the fittings required for
the downspout. Works shall be carried out in accordance with the approved
shop drawings.

7. For proper welding procedure, refer and follow Method Statement for
Welding of Drain Pipes for Bridges.

3.0 Health & Safety

The installation of downspout for toll plaza will have a health and safety risk for the
immediate personnel involved and the community. The following are the identified
risk and potential hazards.

1. Dust

2. Poor illumination

3. Uneven surface

4. Ergonomic

5. Suspended load

6. Floor openings

7. Electrocution

8. Fire

DMCI shall mitigate the negative effect of the construction and installation of drain
pipes for bridges on the health and safety by observing the following:

1. Use approved PPE for respiratory protection

2. Installation of adequate lightings

3. Identification of workers access to avoid trips and slips.

4. Proper body mechanics.

5. All lifting activities shall have a critical lifting plan and coordinated
accordingly.

6. All floor openings shall be closed fixed. If closing is not an option installation
of hard barricades shall be put in place.

7. All electrical installation shall be in accordance to the Philippine Electrical


Code and only be installed or repaired by an authorized person with
appropriate National Certificate.

8. Adequate identification of fire source and adequate implementation of


control.

4.0 Environment

The installation of downspout for toll plaza will have a potential impact on the
immediate surroundings. DMCI have identified the following as the impact of the
said activity:

1. Dust

2. Eye sore

3. Steel cut outs excess material

DMCI shall mitigate the negative effect of the construction and installation of drain
pipes for bridges on the environment by observing the following:

1. Watering of ground to lessen production of dust

2. Barriers and perimeter enclosure shall be installed prior to start of the activity
to lessen the visual impact of the construction activity.

3. Proper waste segregation and disposal as per RA 9003

5.0 Personnel

A. Project Engineer

The engineer should verify that the supervisor/foreman with construction


responsibilities for the pipe welding works is familiar with this method statement
and is issued with copies of the inspection checklist and test plans. The engineer
should satisfy procedures provided by QA/QC inspection to ensure the pipe
welding works meet specified engineering requirements and drawings. Also,
He/She is responsible in promoting QA/QC-EHS awareness for proper
implementation.

B. Safety Officer

The organization chart allocates the position of the Safety personnel that reports
immediately to the Project Manager. The Safety personnel has also direct
communication lines with the supervisors to ensure a continuous follow up of the
eventual safety and environmental impacts of the works executed at any time
and place.

To this end, they carry out the following tasks:

1. Advise the Project management team on the following matters in respect of


the EHS requirements on the construction site:
2. The prevention of injury to personnel and damage to equipment and
materials, including those arising from new developments;
3. The provision, use, suitability and required standards of protective clothing
and safety equipment;
4. The suitability of new and hired plant and equipment and the validity of all
appropriate test certificates;
5. Any changes in legislation relative to safety, health and welfare.
6. Monitor EHS performance and compile reports for the EHS management
review;
7. Carry out appropriate EHS monitoring through audits, inspections and testing
and monitoring Permit to work (PTW) system, and report to project manager
on progress and completion of actions identified;
8. Advise on, arrange and present appropriate EHS training. (i.e. Orientation,
Safety meeting);
9. Determine cause of any accident/incident or dangerous occurrence and
recommend means of preventing recurrence;
10. Conduct hazard analysis with relevant parties to identify potential hazards
(i.e. Initial Risk Analysis)
11. Keep the safety and environmental records up to date.

He plans, implement and manage construction task in accordance with priorities


and goals. He manages and monitor member’s attendance and work. He adheres
to relevant safety regulations. He ensures required labor & materials relevant for
the said activity. He manages and guides the use of machinery and equipment
required for the activity. With reference to welding activities the foreman should
verify that the quality that the pipe welding works is accomplished in accordance
with the specifications and the manufacturers procedures. The foreman should
verify any as-built record of pipe welding works and testing, and confirm that the
information meets the project requirements. Lastly, he advises/addresses the
Project Engineer for any other problems arising from the said work.

D. Scaffolders

He/She shall be a certified scaffolder (refer to attached NCII certification of


personnel) and is qualified to perform task related to his job description. As a
scaffolder, he/she will be a part of a small team that unloads, assemble and
disassemble scaffolding equipment at the site. Also, He/She is responsible in
promoting QA/QC-EHS awareness for proper implementation.

E. Welders

He/She shall be a certified welder (refer to attached NCII certification of


personnel) and is qualified to perform task related to his job description. As a
welder, he/she fabricate and assemble metal structures and equipment through
the use of welding machine, cutters, shapers and measuring tools. Welders
produce metal products according to customer or employer specifications.
Welders set up, operate and maintain welding equipment. Also, He/She is
responsible in promoting QA/QC-EHS awareness for proper implementation.

6.0 Subcontractors/Suppliers

1 Subcontractors

Specialty subcontractors are evaluated by DMCI based on expertise, past


experience, commitment to quality, customer satisfaction and ability to meet the
construction schedule.

2 Suppliers/Owner-furnished Materials & Equipment

Only suppliers of materials and equipment that are acceptable to the


designer/owner as defined in the contract documents are considered.

DMCI will work with the owner to ensure that owner-furnished materials and
equipment meet the technical requirements of the project. In addition, DMCI will

provide the owner with request of materials indicating specs, quantity and
delivery schedules so that the owner-furnished materials and equipment do not
delay or otherwise affect the construction process. If the installation of materials
and equipment are DMCI’s responsibility, DMCI will inspect the materials and
equipment when delivered and properly store them in the storage provided until
needed. Records of receipt and inspection of materials and equipment will be
forwarded to the owner.

7.0 Plant & Equipment

All equipment to be utilized in this project so as to expedite the operation and give
precise output shall comply with the requirements, technical standard, and safety
regulation. Tabulated list of equipment will be provided to the client for reference.
Equipment shall be operated only by a knowledgeable and well-trained personnel
equipped with proper gear.

8.0 Materials

All materials to be utilized in this project shall be approved by the client. All
necessary material submittal, data sheets and test result shall be readily available
and shall be submitted to the client for approval.

9.0 Storage and Handling

All materials should have appropriate and proper handling and shall be stored on the
designated area of storage upon delivery at the site in such a way that it is free from
any deleterious materials that can affect the quality of the material.

10.0 Inspection and Test Requirements

A. Work in Progress Inspection and Testing

Ongoing inspection and testing of work in progress is carried out throughout


construction in accordance with the manufacturer recommendations, specified
requirements and DMCI quality assurance procedures. Records are kept for all
work in progress inspection and testing.

B. Final Inspection and Testing

DMCI performs final inspection and testing on all completed work, specified
requirements and DMCI’s quality assurance procedures prior to turning the

completed work over to the respective parties. Records are kept for all final
inspection and testing.

C. Third Party Inspection and Testing

DMCI assists third parties such as the owner, owner’s representative,


architect/engineer in the performance of required inspection and testing of work
in progress and completed work. Records are kept of all third-party inspections
and testing.

D. Start-up and Testing Procedures

Start-up and testing procedures for materials, equipment and the systems it is
comprised will be performed in accordance with the technical specifications and
DMCI quality assurance procedures. In an event of starting up an equipment
supplied by other contractor a manufacturer’s representative is required to be on
site to inspect the installation, perform final adjustments, perform required tests
and/or start-up the equipment or system when required by contract for technical
reasons or for warranty compliance.

E. Inspection and Test Records

All inspection and test records will be maintained by DMCI along with records of
any corrective action taken. Copies of the inspection and test records will be
provided to the owner, owner’s representative or architect/engineer in
accordance with the contract documents.

F. Warranties and Guarantees

DMCI will ensure that all requirements to put warranties and guarantees in force
are met. Copies of all warranties and guarantees will be provided to the owner in
accordance with the contract documents.

11.0 Correction of Non-Conforming Work

Nonconforming material, equipment and work in place will be corrected in one of the
following:

A. Rework or modify in order to meet specified requirements

B. Accepted with or without rework or modification by the owner, owner’s


representative, architect/engineer or other authorized entity.

C. Remove and replace in total.

When nonconforming material, equipment or work in place is accepted as is. DMCI


will document the non-conformance and the fact that it has been accepted.
Reworked, modified or replaced material, equipment or work in place must be
inspected and tested in accordance with the technical specifications and DMCI
quality assurance procedures.

If valid non-conforming work is failed to be corrected after three written instruction


order without feedback/response from subcontractor, DMCI will charge the said
subcontractor the overall cost of the non-conforming work.
