Additional Technical Requirements


Overfill protection for haulier trucks
 „Real“ overfill protection was not part of the tender and would require
an additional sensor hardware (overfill sensors).
 However, free of charge (small software change) the Contractor can
provide a functionality preventing loading when product is already in
the respective chamber. Beneficiary requests this change.

Depot SinglePID vs. MultiPID


 Having in mind that currently per loading arm only 1 product is being
dispensed, Beneficiary requests the loading arms to be equipped
with SinglePID which does not require additional wiring for central re-
programming.
 In case of a potential future change of OMV Petrom philosophy
(multiple products via the same loading arm) re-equipment will be
subject to a separate project.

Training & Documentation Requirements
 The Contractor will provide at his own expense a training session for the
representatives of the entire logistic chain (e.g. terminals, secondary logistic,
haulier and OPM) in which the general solution but also for each section will be
presented and paper instructed (RO language) with focus on:
 equipment presentation;
 the functional role;
 how to interact in case of abnormal functioning;
 events, messages, alarms, how would we do if it happened ...

 For the installation of equipment/devices the Contractor has the obligation to


hand over the operational manual to include (sufficient in English language):
 Data sheets;
 The general scheme;
 Inspections certificates after ATEX directive 2014/34/EU;
 Parts list;
 Mechanical drawings;
 Electrical drawings including specification of field cables;
 Technical manuals, operating and maintenance documentations

HSSE Requirements
 Contractor shall make sure its staff is wearing the required PPE and
respect the HSSE rules valid at place of execution;
 Contractor shall be liable for any damages, product losses, leakages
etc. caused by its staff/equipment in the course of testing.
 Loading arms to be re-instated into initial conditions after installation.

* In the tender the no. Of arms was intentionally set to 50 to ensure comparability; in fact the total no.
incl. vapour recovery arms is 94 (to be considered and invoiced in case of rollout).

 1 truck from Transpeco (Bucharest) incl. e-sealing
 1 truck from Treiro (Buzau) incl. e-sealing
 Installation of modem on test trucks for remote access.

 After installation, a short training of involved staff shall be done by Contractor


(incl. handover of operating and safety manuals in Romanian).
 The testing period of 1 month for the anti-contamination functionality is
estimated to include ca. 40 loading/unloading events.
 For the e-sealing functionality, the testing will last for ca. 3 months, whereas
if enough learnings are available earlier, it can be finalized together with the
basic testing.
 Contractor to provide supervision during testing period; therefore the test
trucks should only be scheduled for day shifts.
