Introduction

Economic activities, worldwide, are inextricably


dependent on electrical appliances, instruments
and equipment and consumption of electricity is
rising rapidly.

One of the most cost-effective and proven methods


to curb rising electricity demand is to establish and
implement energy efficiency – based products
labelling standards.

This document is a discussion paper on such


standards for some household electrical
appliances.

Goal of Appliance Labelling
The goal of an energy labelling programme is
to encourage consumer awareness and choice
in the purchase of an energy-using product or
appliance and thus shift the market toward
greater energy efficiency.

What is Labeling
• Energy Labeling involves providing
information on the energy efficiency
performance of appliances.
• Energy Efficiency Labels are informative labels
affixed to manufactured products, indicating
the products energy performance.
• Labeling programmes may differ from country
to country but have a common purpose.

Types of Labels
Endorsement Label
• Only informs user that the product meets
certain required standard.
• Points out that a product belongs to a certain
class.

Need for EE Labelling Standards in Nigeria

It is necessary to develop and implement EE


Labelling Standards for electrical appliances,
equipment and machinery in order to
Provide consumers with relevant information on
the energy efficiency of common household
appliances.
Stop Nigeria from becoming a dumping ground
for inefficient appliances.

With proper information, purchasers will be
able to make informed decisions and avoid
substandard products, from the energy
conservation perspective.
• Energy Efficiency Labeling has been
implemented with success in many
jurisdictions, including Malaysia, Ghana,
Egypt, Tunisia, South Africa, Singapore, etc.
• Nigeria will benefit immensely if implemented

Energy Efficiency Labelling Standards for Luminaires, Room Air
Conditioners, Refrigerators and Freezers

This Appliance Labelling Standards regime will


require manufacturers, and suppliers of room air
conditioners, refrigerators, freezers and luminaires
to affix to each unit, an energy efficiency label
which meets the Energy Efficiency Labelling
requirements of the Nigerian Electricity Regulatory
Commission.
• Consumers will be encouraged to purchase only
labelled appliances, especially those with higher
energy efficiency ratings as they are more energy
conserving.

Suggested Parameters for labeling Luminaires
(Lamps)
• Star rating
• Lamp Efficacy, in lumens per watt (lu/W)
• Lamp type
• Input power, in watts
• Name of manufacturer or company
• Lamp life, in hours
• Energy Consumption, in kWh/yr

The Label is to be printed on a prominent surface of


the lamp and where this is not possible, an
alternative location may be specially approved.
It shall also be printed on a prominent surface of the12

Suggested Parameters for labeling Room Air
Conditioners/Refrigerators/Freezers
• Star rating
• Model’s COP (EER)
• Cooling capacity in kW
• Name of manufacturer or company
• Model Number
• Refrigerant
• Energy Consumption per year (kWh/yr)

The Label is to be securely printed on a very


conspicuous and unobstructed surface of the unit,
and on the package, or elsewhere as may be specially
permitted.

Appliance Labelling Requirements and Standards.

• Compliance with the appliance Labelling


Standards should be made voluntary for a period
of time, then become mandatory after the
voluntary period has elapsed.

• All energy labels must be as approved by the


Commission and all products within the scope of
the energy labelling regulations must be
registered.

Comments on the Rating
• The ratings are based on lamp efficacy
• Suggested efficacy range is referenced to the minimum
efficacy of fluorescent lighting.
• Efficacies of incandescent bulbs are in the range of 5 –
35 lu/W.
• The values for fluorescent tubes are 50 – 104 lu/W.
• For CFLs, the values are 45 – 60 lu/W
• White LEDs have values of 26 – 70 lu/W, and up to 150
lu/W for prototypes.
• The table implies that incandescent bulbs are not rated

LABELLING REQUIREMENTS
• All energy labels are expected to be as approved
by the Commission.
• All products within the scope of the energy
labeling regulations should be registered.
• Applications for product registration are to
include the following:

Registration Requirements
• Performance test report or data, in
accordance with the standard testing and
reporting guidelines to be developed and
adopted by NERC
• Evidence that the relevant performance tests
were carried out in accordance with the
standard procedures.
• A sample label.
• The prescribed fee.

Additional Requirements for Labels
• Labels shall be in the English language.
• Be enclosed in a box.
• Be printed on the packaging, with the print
and the background in colours that preserve
the legibility of the label, as prescribed in the
regulations.
• Be waterproof.
• All stars on the label shall be green against
white background.

More Requirements for Lamps
The following are to be printed on the base or
on the surface of the lamp, whichever is more
convenient and shall not affect the luminance
of the lamp:
• Star rating
• Manufacturer
• Wattage
• Frequency and Voltage information

Compliance Commencement
• Could be made voluntary for a period of time,
say two years.
• Thereafter, it becomes illegal to manufacture,
import, distribute, retail, sell or otherwise any
appliance which does not meet the minimum
requirements, or which does not carry the
required label.

Incentives and Disincentives
• Place high duties on non-energy efficient
appliances like lamps, fridges, freezers, air-
conditioners, etc.
• Zero duties on energy efficient appliances for
a period of time to be recommended by NERC.
• Confiscate, destroy, fine or prosecute after the
period of voluntary compliance has elapsed.

Local Manufacturers of EE Appliances
Should enjoy:
• Up to five-year tax holiday.
• Capital grants
• Loan guarantees
• Other forms of incentives

For EE lamps that contain mercury, designated


outlets shall be prepared for their disposal.

Conclusion
• To ensure the success of the Energy Labelling
Programme, major key sector stakeholders should
be involved in the initiative.
• Workshops should be organised to involve major
appliance marketers and solicit their input on
implementation issues.
• The above contain the fundamental elements that
will be used for drawing up the Labelling Standards
and Regulations, in the appropriate language and
format.
