1. INTRODUCTION

1.1 PROJECT DESCRIPTION

Maharashtra State Road Development Corporation Limited (MSRDC) has


awarded “The Project Highway consists of Construction of Two Tunnel (Two Tubes of Four
Lane each on Km 1+040 to Km 2+790) 1.75km and Km 3+440 to 12+360 (8.92km) for Missing
Link Under Capacity Augmentation of Mumbai Pune Expressway In The State of
Maharashtra Under EPC Mode – Package-I” on EPC basis to M/s Navayuga Engineering
Company Limited.

The LOA for the project is 30.08.2018. The EPC agreement was signed on 11.10.2018 by
Maharashtra State Road Development Corporation Limited (MSRDC) and M/s Navayuga
Engineering Company Limited. The appointed date was declared as 21.02.2019 and the
scheduled completion date is 20.02.2022.

1.2 SCOPE OF THE PROJECT

The Scope of work broadly include the following:


Construction of Two Tunnel (Two Tubes of Four Lane each (on Km 1+040 to Km 2+790)
1.75km and Km 3+440 to 12+360 (8.92km) for Missing Link Under Capacity Augmentation
of Mumbai Pune Expressway.

Tunnel 1 (LHS)
Length 1750 m (including approaches)
Proper Tunnel: – 1660 m (from km 1090 to km 2750)
Entry Approach – 50 m (from km 1040 to km 1090)
Exit Approach – 40 m (from km 2750 to km 2790)
Tunnel 1 (RHS)
Length 1690 m (including approaches)
Proper Tunnel: – 1620 m (from km 1130 to km 2750)

Cross section for all the tunnels (Excavation Line) = 212 Sqm
Perimeter for all main tunnel (Excavation Line) = 60 m

1.3 PROJECT MILESTONES:

Schedule-J

I. Project Completion Schedule

During Construction period, the Contractor shall comply with the requirements set forth
Schedule J for each of the Project Milestones and the Scheduled Completion Date. Within
15 (fifteen) days of the date of each Project Milestone, the Contractor shall notify the
Authority of such compliance along with necessary particulars thereof.

II. Project Milestone I

 Project Milestone I shall occur on the date falling on the 220th (two hundred and
Twentieth) day from Appointed Date (the Project Milestone I).
 Prior to the occurrence of Project Milestone-I, the Contractor shall have commenced
construction of the Project Expressway and submitted to the Authority duly and

validly prepared Stage Payment Statements for an amount not less than 10% (ten
per cent) of the Contract Price.

III. Project Milestone II

 Project Milestone II shall occur on the date falling on the 435th (four hundred and
thirty fifth) day from Appointed Date (the Project Milestone II).
 Prior to the occurrence of Project Milestone-II, the Contractor shall have
commenced construction of the Project Expressway and submitted to the Authority
duly and calidly prepared Stage Payment Statements for an amount not less than
30% (thirty per cent) of the Contract Price.

IV. Project Milestone III

 Project Milestone III shall occur on the date falling on the 660th (six hundred and
Sixtieth) day from Appointed Date (the Project Milestone III).
 Prior to the occurrence of Project Milestone-III, the Contractor shall have
commenced construction of the Project Expressway and submitted to the Authority
duly and calidly prepared Stage Payment Statements for an amount not less than
55% (fifty five per cent) of the Contract Price.

V. Project Milestone IV

 Project Milestone IV shall occur on the date falling on the 875th (eight hundred and
seventy fifth) day from Appointed Date (the Project Milestone IV).
 Prior to the occurrence of Project Milestone-IV, the Contractor shall have
commenced construction of the Project Expressway and submitted to the Authority
duly and calidly prepared Stage Payment Statements for an amount not less than
80% (eighty per cent) of the Contract Price.

VI. Scheduled Completion Date

 The Scheduled Completion Date shall occur on the date falling on the 1095th (One
thousand and ninety fifth) day from the Appointed Date.
 On or before the Scheduled Completion Date, the Contractor shall have completed
construction in accordance with this Agreement.

VII. Extension of time


Upon extension of any or all the aforesaid Project Milestones or the Scheduled
Completion Date, as the case may be, under and in accordance with the provisions of this
Agreement, the Project Completion Schedule shall be deemed to have been amended
accordingly.

Project Milestone – I : 220th day from the Appointed date i.e 29.09.2019
Project Milestone – II : 435th day from the Appointed date i.e 01.05.2020
Project Milestone – III : 660th day from the Appointed date i.e 12.12.2020
Project Milestone – IV : 875th day from the Appointed date i.e 15.07.2021
Scheduled Completion Date : 1095th day from the Appointed date i.e 20.02.2022

Regarding Milestone I:

 As per Schedule-J Milestone-I shall occur on 220th day from the Appointed date i.e
29.09.2019. But the due to the reasons mentioned below the same could not be
achieved.

 It is evident from above tabulation that the requirements of Article 8.2 are yet to be
fulfilled by the Authority and the work could not be initiated at 9 portals out of 10
due to which the achievement of Milestone-I is not possible.

 Hence it is hereby notified as required under Article 10.5.2, that the milestones
specified in schedule-J cannot be achieved due to the reasons specified in Article
10.5.1(a) of the contract and hence we request the Authority to defer the Milestone-I
as mentioned in Schedule-J to a date which may be decided after the fulfilment of the
requirements of article 8.2 of the Contract.

3. SUMMARY OF PROGRESS

3.1 TUNNEL – I
T-1 RHS Start: Reserve forest clearance is obtained from the forest department. But tree
cutting permission was not received from the concerned department and ROW not Handed
over till date.
T-1 RHS END: Reserve forest clearance is obtained from the forest department. But tree
cutting permission was not received from the concerned department and ROW not Handed
over till date.
T-1 LHS Start: Reserve forest clearance is obtained from the forest department. But tree

3.2 TUNNEL – II

T-2 RHS Start: Reserve forest clearance is obtained from the forest department. But tree
cutting permission was not received from the concerned department and ROW not Handed
over till date.
T-2 RHS END:
1. The heading excavation work at Tunnel-II End RHS from Portal Face (Ch:12+300)
was started on 05.08.2019. As on 31.10.2019, 354.2 meters of heading excavation was
completed.
2. Tree cutting permission for Balance portion was not received till date.

T-2 LHS Start: Reserve forest clearance is obtained from the forest department. But tree
cutting permission was not received from the concerned department and ROW not Handed
over till date.

3.3 ADIT-I

Field surveys were carried out at the location of Adit-1 entry during the past few
months. The survey has established that there is a huge difference of over 210 meters in the
Ground levels specified in the tender drawings and the actual ground levels at the location
of Adit-1 entry. Due to this huge difference in the GLs, the execution of Adit-1 as specified
in the tender drawings/Schedule-B is a technical impossibility. The Change of location and
design of Adit-1 is necessary as the location and design specified in the Schedule-B is not
technically feasible.
After conducting joint surveys by Authority representatives, TL, AE and NECL, new
entry location of the Adit-1 and its cross section have been developed and the same has been
submitted to Authority vide letter Ref No: NEC/MPEW/2019-20/221 dated: 01.10.2019.

As per discussions held in the several meetings and directions given by the
Authority/ Authority Engineer, agreement registration of land required for the entry to
Adit-1 is in progress as the new design being proposed/developed.

Open Excavation was started on 03.10.2019 at Adit-I location.

Land Acquisition by MSRDC is in process. Site not handed over yet.

6. MAJOR PENDING ISSUES:

6.1 LOCATION TUNNEL-T1:

Forest Clearance obtained, But Tree cutting permission by Forest Department is


pending at Tunnel -1 start & end portion. The same has been conveyed to Authority &
Authority Engineer vide our Letter: NEC/MPEW/2018-19/155 dated: 22.07.2019 and
NEC/MPEW/2018-19/181 dated: 14.08.2019.

6.2 LOCATION ADIT-I:

Land Acquisition is still in progress. The ROW is not handed over till date.

6.3 LOCATION ADIT-II:

Land Acquisition by MSRDC is still in progress. The ROW is not handed over till
date. The same has been conveyed to the Authority & the Authority Engineer vide our
Letter: NEC/MPEW/2018-19/155 dated: 22.07.2019 and NEC/MPEW/2018-19/181 dated:
14.08.2019.

6.4 LOCATION TUNNEL-T2:

 Localites from Dongargaon obstructed blasting work creating hindrance to the


progress of the project which has been addressed to The Authority vide Letter No.
NEC/MPEW/2018-19/098 dated 31.05.2019.

 Concerns from Dongargaon localites was addressed by Mr. Sanjay Gangurde,


Executive Engineer, MSRDC vide meeting held in NEC Site Office, Lonavala on
31.08.2019. Dongargaon localites claimed that the blasting work has damaged their
roof and walls and NEC has to compensate for it.

 ROW at Tunnel -2 start is not handed over yet. Tree cutting permission for balance
portion of Tunnel-2 end is pending from Forest Department due to which
construction of slip road for muck disposal activities could not be commenced and
hence large amount of muck is being deposited in the Kusgaon Camp area itself.

 The same has been conveyed to Authority & Authority Engineer vide our Letters:
NEC/MPEW/2018-19/155 dated: 22.07.2019 and NEC/MPEW/2018-19/181 dated:
14.08.2019.

 As per Clause 14, Revised Schedule B of Volume-III, abandoned quarry plots at


Kusgaon village, upto an extent of 48 Hectares and at Waksai and Devghar villages
upto an extent of 6 hectares has been identified as Muck Disposal areas. But the muck
disposal area at Pimploli has been handed over to us which is about 10-15 Kms one-
way from the Portal face (T-2 Exit). Dumpers carrying muck has to travel around 20-
30 Kms to collect the muck, dispose and return back to the work front. This
enormously increases the cost of mucking activities. By stating the above reasons,
NECL has requested to The Authority and The Authority Engineer vide letter no.
NEC/MPEW/2019-20/228 dated 09.10.2019 for handing over the muck disposal areas
at Kusgaon, Waksai and Devghar at the earliest to reduce the cost and time of the
project.

6.5 ADDITIONAL LAND REQUIREMENT:

Field surveys were carried out at the exit of Tunnel T-1 and T-2 entry and Adit-1 on
15.04.2019. The survey has established that there is a huge difference in the Ground levels
specified in the Tender drawings and the actual ground levels at site. This difference is over
40 meters at the tunnel entry/exit.

As per the meeting held with The Authority on 25th September-2019, AE and NECL
informed that the location of the tunnel portals at the locations specified in the tender
drawings/Schedule-B is a technical impossibility and hence the tunnel portals are to be
located at locations that are technically feasible. The approaches from the tunnel portals to
the contract chainages would involve construction of high embankments of upto 40-45
metres height. Construction of such high embankments is technically impossible within the
proposed ROW and hence it requires additional land.

The same has been conveyed to The Authority vide our letter no. NEC/MPEW/2019-
20/219 dated 01.10.2019.

12. Safety Report for the Month of October-2019:

12.1 Monthly Man-Hour details:

For the month of October’19, total manpower deployed for the project was 371.
Man-hours worked for this month was 74200 Hours.

12.2 Accident Statistics:

On 24.10.2019, a container lorry collided with the hard barrications erected on the
shoulder of Mumbai-Pune Expressway causing damages to 10 No’s of barrication boards.
The incident has been officially informed to the concerned police station vide a complain
letter.

12.3 Toolbox details:

Toolbox talk is performed before the start of each shift where the workers are made
aware and instructed to follow the safety precautions for the activities to be done on that
shift. Toolbox talk is signed and documented properly vide F/MPEW/1299/HSE/002.
Photographs are attached in the project photographs chapter and the documents are
attached as Annexure-VIII.

12.4 Fire Extinguishers and First Aid:


Fire Extinguisher suitable for class for Fire: A, B and C has been placed at NEC Site
Office, Store, D.G at camp site and D.G at work front.
