‘Thank you for your letter regarding the new Land, Rail, Marine, and Air Transports
Preclearance Agreement (LRMA) and my April 8,2019 leter of support. Tappreciate
‘you updating me on the timeline forthe establishment of new preclearance locations
‘andthe U.S. Customs and Border Protection's (CBP) formal consideration ofthe
Faure of pre-inspection operation in Canada. Because Amtrak i responding to you
directly for Cascades service between Seattle and Vancouver, and ather ferry operators
‘on their services between the U.S. and Canada, my reply wll focus on Washington
‘State Ferries’ (WSF) service between Anacortes, Washington and Sidney, British
Columbia.
While postclearance restricts our flexibility when scheduling vessels traveling
Sidney, preclearance would make boats traveling to and from their domestic sailings,
allowing us o add them to our regular timetable, oto provide unplanned sailings
‘when another vessel is out of service. Therefore the Washington State Department of
‘Transportation (WSDOT) fully supports preclearance and intends to pursue it for our
Anacortes/Sidney route. WSF staff have recently met with representatives from the
‘Town of Sidney and CBP representatives to discuss terminal modifications necessary
there to enable preclearance and we are waitin to learn the cost of those
‘modifications. When we have that information, and can gauge costs associated with a
iney preclearance facility, WSDOT will work with local officials there on next
