ROAD SAFETY AND VEHICLE OPERATION

1. SCOPE
Applies to all vehicles and drivers belonging to EPC CONTRACTOR and its
subcontractors

2. PURPOSE
a. Objective of this procedure is to ensure that all vehicles used by EPC
CONTRACTOR are fit for intended purpose. All drivers are suitably
qualified for vehicle they operate and they should be provided with clearly
written or explained procedure in order to safely carry vehicle related
operations.
b. Driving on projects areas cannot be effected to same speed as on public roads
c. Defensive driving is required on site roads
d. Drivers must understand such speed controls & additional cautions required to be
adhered to. Site received all type of vehicles from light to heavy trailers & very
heavy construction equipment

3. DEFINITIONS
Definitions regarding certain terms
1. Safety means safety, health & environment disciplines to support project activities
2. Company means an organization carrying out or prosecuting project
3. Contractor means organization that has won project from client
4. Subcontractor means an organization that has won part of a project work from
Contractor organization
5. Client means an organization entitle Company in contractual terms that has
entrusted project to organization of Contractor
6. Personnel means all personnel involved on project site activities
7. Responsibility means job & contract responsibility
8. Training means training imparted for specific safety topic on job on project site
9. Management means organization top, middle & lower management
10. Safety Manager means a person with job title Safety Manager deployed by certain
organization
11. Project Manager means a person as such with PM title deployed by Contractor

12. Engineer means a person appointed by client or client company for an overall
project responsibility

RESPONSIBILITIES IN GENERAL RESPECTING CERTAIN CONTRACT


POSITIONS
1. Project Manager responsible for overall obligations, to provide schedule, all
resources, direction, engineering resolutions.
2. Site Manager responsible for overall site prosecution management over works &
subcontrcators.
3. Site Safety Officer responsible for overall safety management on site & report to
Project Manager / Site Manager / Corporate Safety Manager
4. Construction Manager responsible to arrange all safety related resources &
provide site team all requirements
5. Project Site Engineer responsible to carry out safety issues within section
6. Site Safety Inspector/Engineer responsible to supervise safety measures on site &
control safety issues, should bring to site line management to adopt correct
measures.
7. Site Foremen responsible for compliance of safety measures as standards or as
directed
8. An individual working on site responsible to maintain safety measures. In case,
missing, should bring to site team attention

4. RESPONSIBILITIES
4.1 EPC CONTRACTOR Site Manager is responsible for ensuring that all
personnel well understand overall requirements of this procedure to be
followed for compliance by all parties involved on project construction
activities.
4.2 Transport supervisor shall take primary role in ensuring that EPC
CONTRACTOR’s Roads Safety and Vehicles Operations Procedures
are adhered to with support and advice from site HSE department. Site
safety personnel shall audit drivers, vehicles and ensure for suitability
roads used for construction activities. All vehicles used, hired or owned
by EPC CONTRACTOR or some subcontractor must be fit for
intended purpose and adequately, equipped for job being undertaken.
4.3 EPC CONTRACTOR HSE Manager is responsible for ensuring
following:
4.3.1 Ensuring that EPC CONTRACTOR and
SUBCONTRACTOR management are familiar with this
procedure
4.3.2 That whatever, vehicle involved in construction
activities/operations carried out is covered by this
procedure

4.3.3 Ensure that all drivers hold a license that is appropriate
for type of vehicle being driven and receive a safety
induction or course in safe driving.
4.3.4 Ensure that all EPC CONTRACTOR owned or hired
vehicles are road worthy, have documented planned
maintenance schedule, have a valid registration
document & equipped with standard safety devices.
4.3.5 Carry out safety audits for vehicles, roads, drivers and
closely monitor implementation of related safety policies
and procedures
4.4 Drivers Responsibilities
4.4.1 Wear correct PPE if working with hazardous materials.
4.4.2 Only use a vehicle that is suitable for work undertaken.
4.4.3 Vehicles parked in restricted areas must be parked with
engine switched off but, with key left in ignition socket
to allow it to be removed in event of an emergency
provided, it may not be self locking in which case, key
should be removed from ignition socket
4.4.4 Vehicles must not be left unattended with engine
running.
4.4.5 Report all accidents / near misses
4.4.6 Ensure that they are licensed for the vehicle that they are
operating.
4.4.7 Switch off engine, when refueling.
5 INSTRUCTIONS
5.1 Sites Traffic Regulations
5.1.1 Displayed speed limits must be complied with at all
times.
5.1.2 Specified routes must be adhered to. Under no
circumstances may a vehicle leave hard surface.
5.1.3 Number of passengers in a vehicle may not exceed
seating capacity of vehicle.
5.1.4 Vehicle should be parked side to side in car parks, not
nose to & not like box parking.
5.1.5 A vehicle may not be loaded beyond its rated capacity.
5.1.6 Overhanging loads should not be carried without
authorization. Loads so authorized shall be marked by
red flags during daylight and by lights at night.
5.1.7 Hazardous or corrosive materials may not be transported
by vehicle within a restricted area without authority of
HSE department.
5.1.8 Vehicle may not be refueled in a place other than
designated fuel stations.
5.1.9 Driver must report to his superior, all injuries and
promptly.

5.1.10 Seat belts if fitted must be worn at all times. Driver
should not drive without seatbelt.
5.2 Road safety & Competence of Drivers
5.2.1 All roads under control of EPC CONTRACTOR shall be
safe and suitable/worthy for road traffic.
5.2.2 All vehicles operated by EPC CONTRACTOR or
operating on road under its control shall be properly
maintained and be in good working condition.
5.2.3 All drivers of vehicles operated by EPC CONTRACTOR
or operating on roads under its control shall be
competent and able to drive their vehicle in a safe
manner, avoiding injury to people and damage to
property.
5.2.4 No driver shall work more than a 12-hour shift period.
Shift period shall include loading, unloading, work,
waiting and driving time.
5.2.5 A maximum of 10 hours driving time is allowed within a
12-hour shift period. A minimum rest break of 15
minutes shall be taken for every 2-3 hours of continuous
driving.
5.2.6 A driver experiencing tiredness or fatigue, whilst driving
shall stop for a minimum of 15 minutes or till driver is
well relaxing with ability to resume driving.
5.2.7 A minimum or 8 hours uninterrupted rest shall be taken
between 12 hours shift.
5.2.8 Resting under a vehicle or trailer is not permitted.
5.2.9 When taking a rest break, vehicle shall be parked off
road and/or in a safe place.
5.2.10 All drivers are subject to medical examination, oral test,
written test and driving test. These tests shall be
supervised and administered by the HSE department.
5.3 Drivers Standard
5.3.1 Personnel, who are employed as professional drivers
(employee or contractor) must be over 23 years old, have
at least one year’s relevant experience and not be more
than 50 years old.
5.3.2 Personnel must drive within applicable laws and EPC
CONTRACTOR regulations stated in this document.
5.3.3 No driver to drive under influence of alcohol, drugs or
medication that may adversely affect concentration /
driving ability.
5.4 Vehicle Standards
5.4.1 All vehicles shall be of adequate capacity and of a design
suitable for work for which, they are allocated.
Additional preventive or protective measures should be
used in support of a specific operation. Whatever

recommended safety modification must be reviewed
with EPC CONTRACTOR operations manager, contract
representative, safety representative for details and
documented approval.
5.4.2 All vehicles shall comply with construction standards, be
fully insured, registered in accordance with local Traffic
Regulations.
5.4.3 All vehicles and buses shall be fitted with high intensity
rear lights.
5.4.4 All vehicles shall be provided with neck restraints (head
protection) in all seats.
5.4.5 If vehicle is fitted with a trailer, coupling must be intact
and functioning correctly. Trailer must have a coupling
chain, rear brake lights, tail lights, indicators & a rear
number plate that is lit. Trailer must be in good condition
with tires that have at least 2mm tread depth.
5.4.6 Vehicles which carry tools / goods along with passengers
must be provided with partitions / compartments in
luggage area.
5.4.7 All vehicles must be fitted with air conditioner (A/C)
unit in driver’s cabin. This requirement does not apply to
specialist vehicles such as forklifts. A/C unit must be
able to maintain a cabin temperature that does not exceed
22 degree Celcius
5.4.8 Appropriate tyres shall be fitted to all vehicles. All tyres
shall be of same size, ply rating tread pattern, profile and
remain in good condition with a minimum of 2mm tread
depth.
5.4.9 If vehicle is a rigid type with a box body, drop sides and
tailgate, hinges and securing pins must be fitted.
5.4.10 Vehicles traveling in remote areas must carry a desert
safety box.
5.4.11 A dry powder fire extinguisher of at least 2 kg size shall
be fitted in every vehicle.
5.4.12 All vehicles shall carry two reflective safety triangles to
be used in event of a breakdown or accident.
5.4.13 All vehicles must be fitted with seat belts except
specialist vehicles such as forklifts.
5.4.14 A spare tyre, jack and appropriate vehicle tool kit must
be kept in each vehicle.
5.4.15 Light vehicles must carry a hand shovel, two blocks of
wood and a tire pressure gauge.
5.4.16 4-W Drive and heavy goods vehicle shall be fitted with
automatic audible reversing alarms.

5.4.17 Vehicles transporting some fluid material must have a
partitioned tank and provided with a lockout on
discharge valves to prevent spillage during transit.
5.4.18 All vehicles must be fitted with front and rear fog lights
(white/yellow front lights, red rear lights).
5.4.19 All heavy vehicles must carry a first aid kit.
5.4.20 Following two special devices are required, whilst
working with some petroleum company:
A. All vehicles must be fitted with a vehicle monitoring
device VMD approved by petroleum company.
B. Spark arrestor shall be fitted to vehicle exhaust
systems, vehicle electrical systems and relevant
auxiliary equipment e.g. pumps powered by diesel or
gasoline, where this vehicle / equipment is entering
petroleum company Classified Hazardous Areas.
5.5 Safe Operation and Upkeep Of Vehicles
5.5.1 All vehicles under control of EPC CONTRACTOR shall
be maintained in proper, reliable and safe manner and
condition.
5.5.2 Following inspection routines shall be followed to ensure
safety and reliability of all vehicles:
5.5.2.1 Daily: Complete a vehicle safety check list.
Notify whatever damage to vehicle and arrange
for maintenance.
5.5.2.2 Monthly: Complete a Monthly safety check list
and send list to Maintenance Department and
update vehicle history maintenance card. HSE
department may audit cards from time to time
and report to maintenance department, who
should attend to indicated deficiency
immediately.
5.5.2.3 Prepare a schedule of all vehicles under control
of EPC CONTRACTOR. Arrange for monthly
vehicle inspections and servicing through
maintenance dept.
5.5.3 Vehicle Maintenance/Repairs
5.5.3.1 Daily and monthly inspection processes may
result in minor maintenance/repairs being
required, such as oil change, filter change,
brake pad /disk replacement, belt replacement,
spark plug replacement etc. These shall be
carried out by maintenance department at site.
5.5.3.2 Maintenance department shall prepare a
schedule of such works and inform concerned
user, as and when required.

5.5.3.3 Major repairs such as, engine overhaul, dents
repair, painting etc. shall be arranged through
corporate maintenance department.
5.5.4 Accidents/Near misses Involving Vehicles
5.5.4.1 All accidents / near misses involving vehicles
under control of EPC CONTRACTOR shall
be reported per Incident and Near Miss
Reporting procedures.
5.5.4.2 Accidents are to be investigated and reported
on using specified form by driver’s immediate
supervisor.
5.5.5 Training and Authorization of Drivers
5.5.5.1 Only holders of current local Driving License
shall be authorized to use vehicles. Drivers
should complete and pass petroleum company
driving test, whilst working with petroleum
company.
5.5.5.2 When it is necessary to operate on sites, HSE
department shall issue authorization after
briefing driver on relevant safety rules.
5.5.5.3 HSE department shall organize defensive
driving course for all authorized drivers.
Refresher course shall be attended on regular
basis.
