national basis. The United States policing organizes its policing into three different levels. Those
levels consist of federal, state and local organizations. The ration for this process is combined into
two different beliefs. One being that the republican citizens were scared of a police force being
controlled by the feds back in the day. Second, many Americans are gun hold to all local issues
should only be taking care of at a local level. It doesn’t matter if the issue pertains to education,
waste management or policing. This process however surfaces some issues that interfere with the
management and operations paper will identify, compare, and contrast the policing function at the
local, state, federal organizational levels, analyze how the organizational, management,
administration, and operational functions at these three organizational levels, identify in what
ways the different organization levels are similar or different and why, and also provide the
leadership characteristics and responsibilities pertaining to each organizational level that was
identified.
Furthermore, local law enforcement agencies have many different roles that they play a
part in. Local law enforcement agencies categorize their different roles into duties, functions, and
responsibilities. In different communities and jurisdiction, local law enforcement agencies supply
routine patrol. Emergency services are provided to the community upon request. Local law
enforcement also enforces traffic laws by enforcing traffic stops. They plan and cross examine in
order to conduct criminal investigations. Detention is provided for juveniles and adult criminals.
Some other things the local law enforcement handles are community relations, community
Unlike local law enforcement, state law enforcement is made up of highway patrol and
state police departments. The state law enforcement can be described or compared to county or
local police departments but contains a bigger jurisdiction. There is a lot of specialized units
within the state police departments. These specialized units consist of tactical teams, investigative
branches, and aviation units. The difference is that highway patrol officers actually handle a task
of reassuring the safety of others on roadways of the state. Other than the specialized units
mentioned, other states have more specialized state agencies. For instance, many other states
contain highway patrols that are distinct and divided. Basically, they have they have additional
agencies. For example, the state FBI conduct statewide investigations and help local and country
agencies with investigations they may need help with ("Law Enforcement Agencies", n.d.).
Likewise, the federal law enforcement agency has two different types od federal
agencies. Those two federal agencies are uniformed agencies and investigative agencies. Some
agents actually work with both federal agencies. Uniformed law enforcement services are
provided to certain locations. These locations can range from the United State Capital, FBI
building, the white house, Supreme court, United States parks, and much more federal buildings.
On the other hand, the investigative agency is the other main sort of federal agency. The United
states code is enforced by the assigned section through the agency. Things like the DEA handle
drug laws or the secret service handles crimes that pertain to currency. There is an office of the
inspected general that gives jobs to criminal investigators in order to investigate fraud within the
department in every single federal department. By way of contrast, the federal government forces
their employees to be in demand whenever relocation is a concern. When someone works for a

nationalized federal agency then relocation can be problematic. Some of the uniform agencies find
no problems with relocation ("The Scope and Mission of Federal Law Enforcement", 2019).
Either way, local, state, and federal law enforcement agencies basically split the same
directives. They also oversee and give assistance to the same laws of the land. There are only a
few noticeable differences amongst the three agencies. These differences are jurisdictions, staffing,
funding, budgets, resources, support, and operations. On a daily basis, law enforcement constantly

data was looked at on a regular basis. By establishing new updates, this helped commanders
develop new ways for awareness, patrol, solving crimes, and also provided life improvement for
the citizens within the jurisdictions. All data that is put correctly into COMPSAT helps the

Moreover, this management tool helps commanders, sheriffs, and chiefs with a visible
example of what is taking place in that specific area and that helps with assistance if organizational
management. Supervisors are able to use this tool to determine where crime is located so they can
develop resources in those affected areas to provide aid in crime reduction. Long term planning

resulted from the creation of this tool. It helps to decide on how many patrols are actually needed
in that specific area and when patrols need to be present ("The Law Enforcement Fund for
Executive Education", n.d.). The COMPSTAT provide a benefit whenever projecting operational
and fictional budgets. Otherwise, COMPSTAT is only helpful if the officers, patrols, and
supervisors result with a follow up assessment to make sure that the results were actually
achieved. COMSPAT is a helpful tool for organizational management ("The Law Enforcement
Finally, the administration section is a paramount tool in any law enforcement agencies.
Duties that actually fall under the task of administration range from computer systems,
department forms, budgets, and records are done by sworn officers and civilians ("The Divisions
And Structure Of The Police Department", 2019).A lieutenant or sergeant are usually the ones
that are responsible for these sanctions. They usually have to answer to a chief or sheriff. For any
new information, the agency seeks an answer from the sanction. A vital impact can arise if there is
either a lapse of judgment or something was forgotten. Things such as records not being done
properly can cause an officer to have problems when running someone’s name that they have
stopped. If these things were not maintained problem, then a person can be wanted for somethings
as serious as murder and the officer that made the stop would have no idea and let them go. There
are always new ways to make operation that are conducted. Therefore, law enforcement agencies
are always looking for new recruits. It is vital that all agencies are always keeping a very open
mind because changes are always needed. They should always keep an open mind on what
transfers have to say. If a transfer has new ways to improve something, then the agency needs to
be open minded and listen. This is due to an officer may know about some new upcoming

characteristics and responsibilities that a very much alike. Leadership is not made it is only born.
The creation of leadership traits is created through hard work, training and education. Leading by
example is what inspires others. It provides a filter of compassion and inspiration to lead. A leader
knows that mistakes are bound to happen, and they accept it as part of their job. Leaders believe
in whoever they are leading. Tactical and technical proficiencies is derived from leadership. No
matter what rank a leader may achieve they do not ever forget where it is that they have come

To conclude, Leaders should always put themselves into a position to where they are
able to help no only themselves, but also others. Leaders set a path of direction and inspiration.
This paper proved the dynamic of ethical leadership. All levels of law enforcement should all show
true leadership no matter the level or position. This organizational management and operations
paper will identified, compared, and contrasted the policing function at the local, state, federal
operational functions at these three organizational levels, identified what ways the different
organization levels are similar or different and why, and also provided the leadership
characteristics and responsibilities pertaining to each organizational level that was identified.
