I. BACKGROUND

A. Context and Rationale

THE FILIPINO YOUTH IS HAILED AS A FORMIDABLE AND POWERFUL FORCE FOR


NATION-BUILDING.

Article II Section XIII of the 1987 Philippine Constitution states that, “(t) he State recognizes the
vital role of the youth in nation-building and shall promote and protect their physical, moral,
spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and
nationalism, and encourage their involvement in public and civic affairs.” It is with this
Constitutional provision that the National Youth Commission (NYC), a premier agency for youth
development, was created. Through Republic Act (RA) No. 8044 or the Youth in Nation-Building
Act of 1995, NYC is thereby mandated to formulate and develop policies, as well as to serve as
the policy-coordinating body for all youth-related institutions, programs, projects and activities of
the government.

In the same light, the NYC is responsible for enabling the youth to fulfill their vital role in nation-
building. One such important task is slated in Section XIII of the RA 8044 which provides that
NYC has the task of convening the Youth Parliament, to wit:

“the Youth Parliament shall be initially convened not later than six (6) months
from the full constitution of the Commission, and shall meet at the call of the
National Youth Commission, and thereafter be convened every two (2) years.”

THE NYP DELEGATES ARE THE FUTURE OF PHILIPPINE LEGISLATION.

The Youth Parliament (or the National Youth Parliament/NYP) is a capacity-building mechanism
that aims to gather youth representatives from all regions and sectors across the country to
discuss the prevailing and emerging issues affecting the youth sector, with the objective of
crafting possible solutions, developed into policy recommendations through a parliamentary
context – in a way simulating the legislative process. As such, it is an avenue where the NYC is
able to consult or get brilliant ideas or recommendations from the youth in a productive and
meaningful discourse – culminating in approving of NYP bills which can be forwarded to both
Houses of Philippine Congress.

This year’s NYP is the 12th convention of the parliament. It envisions the creation of an enabling

environment that supports the thrusts of the Philippine Youth Development Plan (PYDP) 2017-

2022. With the theme “Enabling the Youth as PYDP Voice and Advocates”, the 12th NYP intends
to unify the initiatives of the delegates through a series of discussions during committee and
plenary sessions, focused on development and promotion of youth development policies and
programs, anchored on the nine centers of youth participation identified in the PYDP 2017-
2022.

As the NYC deem it necessary to recognize commendable youth policies crafted by delegates,
as well as the youth advocates who can be partners for sustainable youth development, the 12th
NYP also features the following innovations: awarding of “Outstanding Youth Development
Policies”; and the launch of the “Search for Outstanding Youth Advocates”.

THE 12TH NYP IS GOING TO BE A CONTINUOUS ENDEAVOUR – IT SHALL NOT END ON


THE 25TH OF OCTOBER 2018.

More importantly, the NYC shall ensure that the delegates will have strengthened competence
in lobbying, initiating actions and drumbeating advocacies to yield positive responses and
creation of innovative policies and programs. As such, unlike in the previous parliaments, the
12th NYP shall form task-forces which shall meet during the period between the convening of the
next or succeeding parliament. The task forces shall be in charge of advocating the passage
and enactment of their advocacies into laws.

The NYC is envisions that the 12th NYP shall be a meaningful and productive parliament.
Through the efforts from both the delegates and the NYP National Organizing Committee, the
12th NYP shall be an ultimate manifestation of youth participation and capacity-building, as well
as policy and program development-centric endeavor to aid NYC in its policy development and
advocacy efforts.

B. Goal:

The 12th NYP aims “to create an enabling environment supportive of youth development
direction of the PYDP 2017-2022”.

C. Purpose:

With the above aim, the 12th NYP has the following purposes:

1. To enable the youth to demonstrate orderly parliamentary discussion;


2. To develop youth advocates who will influence policymakers in addressing youth
concerns; and
3. To recognize youth parliamentarians and advocates with innovative policies addressing
youth development gaps at the national and local levels.

D. Objectives:

The following are the specific objectives of the 12th NYP:


1. to provide opportunity for the youth to discuss youth issues/concerns anchored on PYDP
2017-2022;
2. to develop youth bills and or resolutions on youth development addressing existing gaps
in youth development;
3. to demonstrate the knowledge and skills of delegates in parliamentary procedure;
4. to launch the 2020 Outstanding Youth Advocates Award; and
5. to recognize 12th NYP outstanding youth development policies

II. PARLIAMENT PRE-REQUISITES

A. Required Documents

1. Draft Bills. Each delegate is required to submit youth bills (please refer to item
VII for the sample/template of a bill) with the following criteria and additional
guidelines enumerated below:
a) The bill shall propose a course of action by the government that is aimed
at addressing policy gaps and/or program gaps related to youth
development.
b) “One-subject one-bill” shall be applied in drafting the title.
c) These bills should be based on the following PYDP Centers of
Participation (Please visit http://nyc.gov.ph/pydp/ for details):

d) Each delegate shall submit the bill/s on or before 8 October 2018, 12:00
in the afternoon, to the NYP Secretariat official email address
nyp12@nyc.gov.ph.

2. Related Literature. Delegates shall bring related literature to support the bill/s
during discussions during the Committee and Plenary Sessions.

B. Attire Checklist

The National Youth Parliament is a formal gathering, thus, delegates are required to bring
Filipiniana (barong, baro-at-saya, native or national costume), formal business attire, formal-
casual wear, for the inaugural session and other parliament activities. Pair of sandals, slippers,
sleeveless tee, collarless tee, sandos, see-through dresses, and plunging necklines are strongly
discouraged.

III. 12th NATIONAL YOUTH PARLIAMENT PROPER

A. Venue

The 12th National Youth Parliament shall be held in at the Waterfront Insular Hotel, Davao City
on October 21-25, 2018. It has an excellent location and conducive for the parliament activities.

B. Transportation Instructions

Please note that upon arriving to Davao International Airport on October 21, 2018, or Seaport,
you have to ride a taxi.
 The Davao International Airport is about 10km from Waterfront Insular Hotel, Km7,
Lanang, Lanang, Davao City.
 The cost is about Php 100 to Php 150.00.

C. Accommodation and Other Hotels Available

 All delegates shall be booked in Waterfront Insular Hotel from October 21 to October 25
(lunch time).

 Should you decide to be in Davao City prior to October 21 or beyond October 25,

D. Delegates Registration

 All delegates should be able to register on October 21, 2018. Registration shall be from
7:00 – 10:00 AM.
 Registration shall be by Region.
Delegates have to bring a copy of the Official Confirmation Letter sent to them by the
National Youth Commission.

Expenses of delegates, who shall arrive ahead of the prescribed date and time, shall be
charged to their personal account.

After the closing ceremony, there are two activities organized for the delegates:
 the NYP Alumni Association shall administer the oath-taking for those who opt to be
members of the association, and so they are advised to stay.

IV. GENERAL GUIDELINES TO FOLLOW

A. House Rules

The following rules shall be observed by the delegates and monitored by NYC:

1. Delegates must attend all sessions punctually. BEING PUNCTUAL SHOWS RESPECT
AND COURTESY TO YOUR FELLOW DELEGATES.
2. Attire specified and prescribed by the NYC must be strictly observed.
3. Delegates must wear their IDs at all times.
4. Delegates are advised to be active and participative during discussions while showing
respect and courtesy with their fellow delegates.
5. Meal times must be strictly observed. Check details of meal schedules with the program of
activities provided in this Guidebook.
6. Food and beverages ordered outside regular meals provided by NYC shall be charged to
your personal account.
7. Use of cellular phones and any other similar devices are not allowed during sessions and
other activities of the 12th NYP. AVOID USING SOCIAL MEDIA ESPECIALLY DURING
PLENARY AND COMMITTEE SESSIONS (UNLESS NECESSARY).
8. Roaming around or loitering across the session hall while the Parliament is in session or
during Committee Session is prohibited.
9. Smoking is not allowed inside the session hall, conference rooms, committee meeting
rooms, and other enclosed areas.
10. Bringing of illegal substances, concealed and deadly weapons ARE STRICTLY
PROHIBITED AND WILL BE DEALT WITH ACCORDINGLY.
11. Gambling and/or other activities outside of normal peaceful residency are also strictly
prohibited.
12. Keep your valuables safe. THE HOTEL AND THE NYP-NOC SHALL NOT BE
RESPONSIBLE FOR ANY LOSSES OR DAMAGES.
13. Delegates are warned not to leave their room doors open, even temporarily unlocked.
14. To avoid loss of room keys please leave them at the front desk. Should you lose keys, you
will be charged Php 500.00. Don’t forget to lock your doors when leaving your respective
rooms.
15. Cooking and ironing within the hotel premises are not allowed. For laundry and ironing
service, please coordinate directly with the hotel.
16. Any damage or loss you incur to hotel property (including room towels, non-disposable
slippers, non-disposable laundry bags, etc.) shall be chargeable against your account.
17. Animal (pets) of any description are strictly prohibited within the hotel premises.
18. Personal calls using the hotel facilities shall be billed against your own account.
19. Delegates are not allowed to leave the hotel premises anytime. THEY NEED TO CALL THE
ATTENTION OF THE NYC FACILITATORS.
20. Visitors or companions SHALL NOT BE ALLOWED WITHIN THE ACCOMMODATION AND
PLENARY AREAS. Should the delegate wish to meet their guests, they need to meet at the
lobby area.
21. For personal concerns and other emergencies, please coordinate with the NYP Secretariat.

B. Rules of Procedure

A copy of the Parliament’s Rules of Procedure shall be sent to the official delegates, through
email. Any proposed amendment to these rules shall be sent to the Secretariat in the form of a
resolution on or before October 8, 2018. Failure to send any amendment shall make the Rules
of Procedure deemed approve.

C. Code of Conduct

The Delegates should follow code of conduct as shown below. Failure to follow the said code of
conduct may be used as basis for the removal from the Official List of Delegates of the 12th
NYP. The Commission Proper through the NYP National Organizing Committee (NOC) has the
authority to remove erring delegates from the official list of the 12th NYP Delegates.

V. THE 12TH NYP STANDING COMMITTEES

A. Committees

The 12th NYP Delegates shall be assigned to different committees based on the centers of
youth participation in the PYDP 2017-2022. Assignment of the committee membership was
based on the Top 5 Choices of the concerned delegate.
The following are the committees:

 Committee 1: Health – covers healthy living (includes exercise, nutrition, medical and
dental attention); sexual, reproductive, and psychosocial health; risk-taking)

 Committee 2: Education and Environment – covers universal participation; internal


efficiency; quality and performance; as well as Environmental activities and practices

 Committee 3: Economic Empowerment and Global Mobility – covers labor force


participation; vulnerable employment; entrepreneurial activities; employment enrichment; as
well as cross-border exchanges and activities; youth trafficking

 Committee 4: Peace Building and Security – covers peace and order; the peace process;
youth in conflict with the law; drug dependent youth

 Committee 5: Active Citizenship and Governance – covers accreditation, awareness,


and assistance; culture and the arts; volunteerism; as well as Sangguniang Kabataan (SK);
local and national elections; government and the bureaucracy

 Committee 6: Social Inclusion and Equity – covers youth with specific needs; youth with
disability; indigenous youth; violence against women; gendered job discrimination; LGBTQ+;
male enrolment and enrolment attrition

B. Committee Tasks/Functions

The primary functions of the committees are as follows:


o Elect Committee Officers
 Each committee shall elect among themselves the following Committee
Officers: 1.) Committee Chairperson; 2.) Committee Vice-Chairperson; 3.)
Committee Secretary; and 4.) Committee Deputy Secretary. For the
functions of the Committee Officers please refer to the Rules of
Procedure (ROP).
o Identify youth issues and concerns based on their committee assignment;
o Recommend feasible solution/s through bill/s that aims to address such
problems;
o Draft bill/s based on the recommendation that will be presented during the
plenary;
o Prepare Committee Reports that will be submitted to the Secretary General of
the Parliament; and
o Ensure that all Committee Reports and resolution are submitted on the time set
by the Secretariat

Each committee shall elect among themselves the following

3.) Committee Secretary; and
4.) Committee Deputy Secretary.

Kindly note that Committees with two PYDP 2017-2022 Centers of


Participation (Committees 2, 3 and 5), shall be divided into two sub-
committees. Therefore, the election of Committee officers shall be
based on the following:

Committee 3: Economic Empowerment and Global Mobility

Elections
Winning candidates shall be determined by the number of members
voting for the candidate.

Sub-Committee Formation
For Committees with two PYDP 2017-2022 Centers of Participation
(Committees 2, 3 and 5), the Committee will be divided into two sub-
committees. The delegates per sub-committee have already been
pre-determined by the NYP Secretariat.

VI. NYP OFFICERS

A. Election Rules and Procedures

1. Eligibility

All members of the 12th Parliament of Youth Leaders (NYP12) are eligible to vote
and run for office.

2. Elective Officers

NYP members shall elect, in the manner hereinafter provided, the following
positions:

a) President/Presiding Officer;
b) Vice President/Presiding Officer Pro-Tempore;
c) Five (5) Floor Leaders;
d) Secretary General;
e) One Male Sergeant-at-Arms; and
f) One Female Sergeant-at-Arms.

These officers shall take their oath of office before entering into the discharge of
their duties.

All elected plenary officials shall not be eligible to run in committee election.

3. Declaration and Filing of Candidacy

Filing of Candidacy shall be between 8:00 – 10:00 AM of October 21.

Aspirant must go to the election booth near the Registration Area. Aspirants will
have to surrender a valid ID to the election officer on duty and personally fill out
the electronic form which may be found on the computers on standby at the
election booth. Once done, aspirant can go back to the election officer and claim
his/her ID.

In the event that no candidate files for certain position/s during the
abovementioned period, the unfilled position shall be filled in accordance with
parliamentary rules during the session.

A. For the position of President/Presiding Officer, all Committee Chairpersons


shall automatically nominated;
B. For the position of Vice President/ Presiding Officer-Pro Tempore, all
Assistant Committee Chairpersons shall be automatically nominated;
C. For the position of Secretary General, all Committee Secretaries shall be
automatically nominated, and;
D. For the position of Sergeant-at-Arms, all Committee Deputy Secretaries shall
be automatically nominated.

B. Candidates’ Forum

 The candidates will be given a chance to deliver his/her campaign talk during the
Candidates’ Forum on October 21 from 9:15PM to 10:45PM. The time limit of each
candidate will be 3 minutes with no extension policy.

 The production of any campaign materials shall be allowed.

 A campaign and publicity material is anything distributed and/or posted that bears the
name of the candidate and position he/she running for (i.e., letters, flyers, name cards,

banners, streamers, social network messages, text messages or any other thing bearing
such).

 The Election Committee, NYC Officials and staff are prohibited from endorsing or
campaigning for any candidate or group candidates.

 Candidates or Participants violating the rules stated herein shall be disqualified as a


candidate in the 112 NYP elections.

C. Election Proper

 Automated voting system shall be conducted on October 21, 2018 at the NYP Venue
from 9:00-10:00PM. Voters will use the password provided to them during the
registration period.

 The election shall be decided by plurality of votes in all its Members. In case there is
only one (1) candidate for a position, he/she must obtain at least one (1) vote to be
declared the winner. Proxy voting and absentee voting shall not be allowed.

 All candidates of any position are allowed to stay in the polling site only when casting
his/her vote.

 Polling site shall be remained open for a maximum of one (1) hour.

 For the position of sergeant-at-arms, each voter can vote for two candidates. The
candidates garnering the highest number of votes from each gender shall be declared
the winners.

D. Declaration and Announcement of Winners

 Declaration and announcement of winners of each position shall be on October 21,


2018, a few hrs. after the election.

 Winners for each position shall be announced by the Chairperson of the NYC together
with the Election Administrator and Assistant Election Administrator.

 In case of a tie in a position, the Chairperson of NYC shall conduct a “toss coin”.

VII. NYP BILLS

A. The Youth Bill Template

A Youth Bill is similar to bills being submitted by the House of Representatives.

The Youth Bill will be the document used by the parliament to discuss proposed policy that
would respond to issues that will be discussed during committee sessions.

The Youth bill that will be submitted should not exceed 5 pages.

It contains 5 sections: 1.) Short Title; 2.) Coverage; 3.) Main Provisions; 4.) Appropriation
Provision; and 5.) Effectivity Clause.

A proposed youth bill or resolution shall have only one (1) subject matter that shall be
expressed in the title thereof.

Explanatory Note
In this section, delegates shall expound on the rationale for their proposed measure. It
shall include the issued that the proposed bill aims to address and presentation of data
and statistics supporting the bill. Usually, it is in the front page of the bill.

Short Title
This provision shall refer to the short name for the proposed bill.

Coverage
This provision shall refer to the extent to which the implementation of the bill shall be
deemed legitimate.

Major Provision
This section shall refer to provisions detailing the premise and objective of the proposed
youth bill.

Appropriation Provision
This provision shall identify the source of money to be used in order to implement the
proposed measure (if necessary)

Effectivity Clause
This provision shall refer to the exact date/s when the bill will be implemented.

B. National Youth Parliament Bills Criteria for Selection

Each delegate shall submit their bills to the NYP secretariat through nyp12@nyc.gov.ph.
These bills will be deliberated by the NYP-NOC, for selection of the deliberation as well
as identifying the most innovative bills crafted.

EXPLANATORY NOTE

Philippines unemployment rate stood at 5.8 percent in January of 2016, down from 6.6% a
year earlier but slightly up from 5.7 percent reported in October 2015. The period excludes Leyte
Region. In January, there were 2469 thousand unemployed persons. Among the unemployed persons,
63.4 % were males. The age group 15 -24 years comprised 48.2 percent, while the age group 25 -34
was at 30.9 percent. Unemployment rate in the Philippines averaged 8.75 percent from 1994 to 2016,
reaching an all time high of 13.90 percent in the first quarter of 2000 and a record low of 5.70% in the
fourth quarter of 2015. –National Statistics Office of the Philippines.

Although unemployment rate is continuously decreasing yearly, it is still evident that majority of
those unemployed as of January 2016 report are coming from the youth age bracket. This is due to the
many contributing variables in society, such as the increase in graduates yearly, lack of employment
opportunity in their respective area or possible job mismatch as are result of lack of demand on the
number of supplied professionals or workforce per region.

The 2013 Functional Literacy, Education and Mass Media Survey (FLEMMS) covered around

36 million population aged 6 to 24 years. According to the survey, one in every ten or about 4 million
Filipino children and youth was out-of-school in 2013. Out-of-school children is defined in the FLEMMS
Page

as persons aged 6 to 14 years who are not attending school while out-of-school youth as persons aged
15 to 24 years who are not attending school, have not finished any college or post secondary course,
and are not working.

Survey also showed that the percentage or number of out-of-schools was higher among the
youth than the children. Reasons for the higher number of this out of school youth were cited below.

For the nearly 4 million out-of school children and youth, the highest percentage is 22.9
percent. They are those who have entered into union or marriage. According to the 2013 survey
conducted by the National Demographic and Health survey, early pregnancy and motherhood varies by
education, wealth quintile and region. It is more common among young adult women age 15-24 with
less education than among those with higher education (44 percent for women with elementary
education versus 21 percent for women with college education), the proportion of young adult women
who have begun child bearing is higher among those classified as belonging to poor household than
those in wealthier households. This survey emphasizes that lack of education and lack of family
income or poor household mainly affects the educational interest of the youth.

In addition, the 9.2 percent cited insufficient family income to send child to school and the
reason for not attending school (this refers to all educational expenses other than tuition fee). The
proportion of out of school children and youth whose family income was not sufficient to send child to
school was 22.7 percent and 17.0 percent, among males and females, respectively. -Philippine
Statistic Authority.

Many students especially the youth are struggling in finding ways for the payments of their
school expenses. They cannot afford to be in school even if they are willing. Although there are offered
scholarship from different sector, some are still incapable to sustain their tuition and school expenses
due to poverty and sometimes ended up in dropping out from the school.

In view of the foregoing, the urgency of passing this bill is earnestly recommended.

AN ACT
INSTITUTIONALIZING THE CREATION OF SPECIALIZED YOUTH EMPLOYMENT CENTERS
UNDER THE SUPERVISION OF THE LOCAL GOVERNMENT UNIT

Section 1. Short Title. Specialized Youth Employment Centers Act of 2016.

Section 2. Coverage. All provincial and city government.

Section 3. Definition of Terms.

(a) Job mismatch – is defined as employment not matched to their profession.


(b) Specialized youth employment center – is defined as an institution providing skills
training/technical vocational education dependent upon demandable employment opportunity
in the community for the youth.
(c) Youth – as defined in Republic Act 8044, men and women who are within the ages 15 to 30

years old.

(d) Young Professional – men and women who have earned undergraduate degrees before the
age of 30 years old.
(e) Youth with disabilities – men and women within the ages 15-30 that have physical or mental
impairment that substantially limits one or more major life activities

Section 4. Rationale. All provincial and city government are mandated to establish specialized youth
employment centers that will address the in demand job opportunities in the locality.

Section 5. Creation of Specialized Youth Employment Centers.

(a) Provincial government shall conduct a study on which municipalities to place specialized youth
employment centers.
(b) City government shall conduct a study on which barangays to place specialized youth
employment centers.
(c) All specialized youth employment centers shall start their operations two years from the bill
approval.

Section 6. Preparation. Immediately after bill approval within the two-year latency period, the local
government units in partnership with the Public Employment Service Office (PESO) shall determine the
most desirable jobs in the community. The local government office may also use the two-year latency
period in conducting other relevant studies that will improve the stability and creation of the specialized
youth employment center.

Section 7. Nature of the Specialized Youth Employment Center. The specialized youth employment
center will cater to all out-of-school youth, youth with disabilities, and young professionals and shall not
discriminate its trainees regardless of age, religion, ethnicity, disability, sex, and educational
attainment. The local government unit shall have full authority in the operations, oversight and
maintenance of the specialized youth employment center.

Section 8. Accreditation of the Specialized Youth Employment Center. The specialized youth
employment center shall acquire Technical Skills and Development Authority.

Section 9. Duties and Functions of the Specialized Employment Center. The special youth
employment center:

(a) Shall utilize. labor market information provided by the Philippine Employment Service Office
(PESO) regarding the top job opportunities in the community
(b) Shall create linkages with local and foreign employers or agencies with vacancies concomitant
to the in demand job opportunities in the community.
(c) Shall encourage out-of-school youth, youth with disabilities and young professionals to
undergo special trainings through subsidies and other related promotions thereof.
(d) Shall conduct skills training relative to the need of the community labor market.
(e) Shall ensure that the graduates of the special youth employment center will be hired by the
partnered employers.

Section 10. Repealing Clause. All laws, decrees, executive orders, proclamations, rules and
regulations, or parts thereof inconsistent herewith are hereby replaced or modified accordingly.

Section 11. Separability Clause. If any provision of this Act is held invalid or unconstitutional, the other
provisions not affected hereby shall remain valid and subsisting.

Section 12. Effectivity Clause. This Act shall take effect fifteen (15) days upon publication in at least
two (2) national newspapers of general circulation.

A RESOLUTION URGING THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES,


THE CONGRESS AND THE COMMISSION ON ELECTION, TO PUSH THROUGH WITH
THE CONDUCT OF THE OCTOBER 31 2016 SANGGUNIANG KABATAAN ELECTION

WHEREAS, in the Declaration of Policies and State Principles particularly Section 13 Article II
of the 1987 Philippine Constitution. It is provided that “the state recognizes the vital role of
youth in nation-building and shall promote and protect their physical, moral, spiritual,
intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism and
encourage their involvement in public and civic affairs”;

WHEREAS, Section 13 of the Youth in Nation Building Act of 1995 (Republic Act No. 8044)
states that “The Youth Parliament shall meet at the call of the National Youth Commission,
and thereafter be convened every two (2) years.” The National Youth Parliament (NYP) aims
to gather youth leaders in the country to discuss the prevailing issues affecting them, to serve
as a venue for the youth to craft policy recommendations in the pursuit of advancing youth
concerns;

WHEREAS, the 10th National Youth Parliament passed Resolution No. NYP10-05, a
resolution strongly urging the Congress of the Republic of the Philippines to enact a bill
reforming the Sangguniang Kabataan together with the specific recommendations and
policies;

WHEREAS, in response, the Congress passed Republic Act No. 10742 otherwise known as

Sangguniang Kabataan Reform Act of 2016 which was approved on January 15, 2016;
WHEREAS, the 11th National Youth Parliament recognizes the current threats to the conduct
of the October 31, 2016 Sangguniang Kabataan elections;

WHEREAS, there were more than 20 million Filipino youth voters aged 18-30 years old
comprising the entire voting population of the country in the recent 2016 national and local
elections;

WHEREAS, in the postponement of the Sangguniang Kabataan elections in 2013, there has
been a disenfranchisement of the youth in the barangay, municipal, city, provincial and
national levels;

WHEREAS, the members of the 11th National Youth Parliament, call for the full
implementation of the law through the conduct of the October 31, 2016 Sangguniang
Kabataan elections;

BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the incoming administration shall


exercise greater political will to prevent the postponement of the October 31, 2016
Sangguniang Kabataan elections;

BE IT RESOLVED FURTHER, that the Congress of the Republic of the Philippines shall
prevent the passage of any counter measures, uphold its prior decision, and express support
to the conduct of the October 31, 2016 Sangguniang Kabataan elections as manifested in
Republic Act No. 10742 and that the Commission on Elections shall exhaust all means to
carry out necessary actions for the conduct of October 31, 2016 Sangguniang Kabataan
elections;

RESOLVED FINALLY, by the Chairperson and members of the 11th National Youth
Parliament to approve a resolution urging the President of the Republic of the Philippines, the
Congress and the Commission on Elections to push through with the conduct of the October
31, 2016 Sangguniang Kabataan elections.

A. Objective

 The search for the outstanding 12TH NYP youth advocates intends to recognize and
reward significant contributions of delegates who have been active in advocating the
approved bills/resolutions of the 12th NYP. The awarding ceremony will be conducted
during the 13th NYP.

 Outstanding National Youth Parliamentarians will be categorized into national and local
levels.

B. Qualifications/ Criteria

1. National

 12th NYP delegates


 Active participants in the policy advocacy activities of NYC at the national level
 Approved 12th NYP bill adopted or filed as a bill or resolution by a legislator in either
House of Congress

2. Local Level

 12th NYP delegate


 Active participants in the policy advocacy activities of NYC at the local level
 Approved 12th NYP bill adopted or filed as a bill or resolution by a local council, either at
the municipal/city or provincial level

C. Entry and Selection Process

Area Screening. Initial screening will take place in the main office of the NYC. Regional
(Luzon, Visayas, Mindanao, and NCR) screenings will be held. The screening committee will be
selected by the NYC . A validation process will verify the information submitted by the
organization.

A panel will be created composed of inter-agency representatives.
