City Ordinance

WHEREAS, latest data from the Food and Nutrition Research Institute(FNR) of the Department
of Science and Technology(DOST) shows that the Philippines has reached its highest
rate of chronic malnutrition in 10 years among children aged 0-2, which is at 26.2%;

WHEREAS, studies have shown that poor nutrition in the early years of a child results in stunning,
wasting, low birth weight, micronutrient deficiency and weakens immune systems of
children, making them vulnerable to common diseases such as diarrhea, pneumonia
and malaria;

WHEREAS, Article II, Section 15 of the 1987 Constitution mandates the State to protect and
promote the right to health of the people and to instill health consciousness among
them ;

WHEREAS, Section 17 of Republic Act 7160, otherwise known as the Local Government Code of
the Philippines, further mandates local government units to exercise their powers and
discharge their functions as are necessary and appropriate for the effective provision
of basic services including child welfare and nutrition services;

WHEREAS, Supplementary Feeding is a band-aid solution for the increasing prevalence of


malnutrition. Some of the probable causes of malnutrition are hunger, illness/diseases
and low economic situation of families in the community. With these existing issues,
families cannot meet the daily caloric needs that will result to malnutrition, low
productivity and dependency in the future

WHEREAS, Supplementary feeding program is an immediate solution to control, prevent and decrease
prevalence of malnutrition in the community wherein children are being provided with hot
meals such as rice, meat/fish, vegetables and fruits for 120 days, depending on their daily
caloric needs based on the Philippine Dietary Recommended Intake (PDRI – formerly known as
RENI);

WHEREAS, the City of Malabon recognizes that nutrition is not only fundamental to a child’s cognitive
and physical growth, but is also fundamental for the City’s development efforts and as such,
deems it urgent to scale up nutrition through Supplementary Feeding Program;

BE IT ORDAINED AS IT IS HEREBY ORDAINED BY THE SANGGUNIANG PANLUNSOD OF MALABON,


it is hereby approved –

AN ORDINANCE INSTITUTIONALIZING A SUPPLEMENTAL


FEEDING PROGRAM FOR IDENTIFIED UNDER 5 YEARS OLD
UNDERNOURISHED CHILDREN AND NUTRITIONALLY AT-RISK
PREGNANT WOMEN TO COMBAT HUNGER AND
UNDERNUTRITION AMONG MALABONIANS
Section 1. Short Title. This Ordinance shall be known as the Karinderia para sa Kalusugan ni
Chikiting(KKC) Ordinance.

Section 2. Declaration of Policy. The State recognizes the vital role of the youth in nation-
building and shall promote and protect their physical, moral, spiritual,
intellectual, and social well-being. In recognition of the demonstrated
relationship between food and nutrition, and the capacity of students to
develop and learn, the State shall establish a comprehensive feeding
program that will address the problem of under nutrition among Filipino
children.

Supplemental Feeding Program greatly improved the nutritional status of the


children in Malabon City thereby its continuation is programmed for 2018 but in
a different approach. The City will be partnering to available Karinderias in the
community who will cater children for 120 days. Instead of volunteers and/or
Barangay Nutrition Scholars (BNS) taking charge in the cooking and preparation
of food, partner Karinderias will be the one responsible for it. Menu list will be
coming from City Nutrition Office and Barangay Nutrition Scholars will take
charge in monitoring the program and nutritional status of identified
undernourished children. The City Health Office will assign the Sanitation Office
to conduct safety and sanitation visit in partner Karinderias.

Towards this end, the City Government of Malabon shifted its strategies
in addressing undernutrition. From daily food preparation with
caregivers, nutrition office will be partnering to available carinderia in the
vicinity of areas with high prevalence of malnutrition. Potential carinderia
will be preparing and providing nutrient-dense food for identified
underweight, severely underweight, wasted and severely wasted children
for 90-days. However, caregivers will still undergo with mothers classes,
pabasa sa nutrisyon and health and nutrition awareness raising to
increase their capacity in sustaining good nutritional status of their
children and families.
Section 3. Objectives. The Ordinance specifically aims to :
a. To decrease the prevalence of malnutrition and to improve Nutrition Status of
under five year old children in Malabon City;

b. To decrease the prevalence of malnutrition and to improve Nutrition Status of


nutritionally at-risk pregnant women in Malabon City;

c. To rehabilitate underweight, severely underweight wasted and severely


wasted children;

d. To provide specific intervention such as feeding program in affiliated food


establishment (e.g carinderia or kainan) around the vicinity or in the area with
pockets of malnutrition;

e. To serve nutrient dense food for undernourished children for 120 days;
f. To provide health and nutrition awareness session such as Pabasa sa
Nutrisyon, mothers classes and family development sessions;

g. To closely monitor the progress of nutritional status of under five year old
children and nutritionally at-risk pregnant women through re-weighing;

h. To provide nutrition specific intervention for children under 5 years old


through Dietary Supplementation Feeding Program for 120 days;

i. To increase participation and promote adequate knowledge among parents


and caregivers regarding importance of proper nutrition and health through:

- Health and Nutrition Awareness Raising Session


- Active participation of parents in weight and height monitoring of SFP
beneficiaries.
- Promotion of breastfeeding for the beneficiaries.
- Physical and mental development among children through learning
session(reading, storytelling and playing).
Section 4. Coverage. This Ordinance covers those who are identified under 5 years old
undernourished Children and those who are nutritionally-at-risk pregnant
women and lactating women.

Section 5. Definition of Terms. For purposes of this Ordinance, the following terms are defined
as follows:

Section 6. The Karinderia para sa Kalusugan ni Chikiting(KKC) Phase I –
The beneficiaries in this ordinance will undergo monthly weighing and height taking to
monitor the progress of their nutritional status. Caregivers will be provided with health and
nutrition education to assist them in taking care of their children more effectively.

In Malabon City, the first 90-day feeding program which was sponsored by private
sectors/organizations, business establishments and individuals was held last 2016 in Barangay
Catmon. Hundred children were fed and rehabilitated from their previous nutritional status.
Such donations contributed to the success of the program.

With the success of the 2016 feeding program, it was continued and further extended to other
barangays by year 2017 (1st batch - April until July 2017 ; and 2nd batch – August to December
2017). The program fed 1011 under 5 year old children and 29 nutritionally at risk pregnant
women. All beneficiaries were rehabilitated from their nutritional status and continuously
monitored during Garantisadong Pambata program, post-natal checkups and/or during their
immunization at their respective local health centers.

Section 7. The Karinderia para sa Kalusugan ni Chikiting(KKC) Phase II –


As of February 2018, the City Government of Malabon have 530 target children already for the
feeding program.

For 2018, the schedules of the feeding program are breakdown below:

2018
- OPT+ are being conducted every 1st quarter of the year in 21
Barangays of Malabon City. Children under 5 years old are weighed,
height and analyze their nutritional status. The result of this activity
will explain the prevalence of malnutrition in the locality. Moreover,
this is the baseline data of City Nutrition Office in identifying number
of beneficiaries for feeding program.
- Based on the OPT+ data, identified Severely Wasted, wasted, Severely
underweight, underweight, Severely Stunted and stunted are
weighed monthly.
March 7, 2018 Orientation of Partner Karinderias
- Selected partner karinderias will undergo 2 hours of orientation in City
Nutrition Office. The orientation will be headed by City Nutritionist,
Medical Nutrition Coordinator, City Sanitation Office and Chef Melissa
Oreta.
- Topics to be discussed are: food safety and sanitation, menu and food
preparation, recording and reporting and will be having open
discussions for any conditionality.
March 14, 2018 OPT+ Raffle Draw
- During the 2018 OPT+, raffle tickets were distributed in 21 Barangays.
This is to gather more children to undergo anthropometric
measurements (height, weight and MUAC). Each mother who will join
the OPT+ will have 1 raffle ticket which will be draw on March 14,
2018.
Orientation of caregivers of Feeding beneficiaries
- With the result of OPT+ 2018, undernourished children are identified
as beneficiaries for feeding program. With this, there is a need to
orient caregivers regarding rules and regulations of 120 days feeding
program, short orientation on nutrition, hand washing and monthly
anthropometric measurements of children.
The venue of the activity will be at Malabon Amphitheatre
March 15 – 16, 2018 Medical and Dental check-up of feeding beneficiaries
- Before start of feeding program, children should undergo medical and
dental check-up. This is to observe if children are having existing
childhood illness such as pneumonia, primary complex, diarrhea,
cough and cold and etc.
- City Nutrition Office will coordinate with each Health Center doctors
and dentists to lead the simultaneous medical and dental check-up of
selected feeding beneficiaries.
March 19, 2018 Start of Feeding Program
- March 19, 2018 will be the starting date of Supplemental Feeding
Program in Malabon City. 21 Barangays will simultaneously conduct
the feeding program for 120 days. The feeding program will be
provided daily (including Saturdays and Sundays). The program is
expected to accomplish by July 16, 2018.
July 18, 2018 Supplementary feeding program
- After 120 days of feeding, all beneficiaries will undergo graduation
ceremony to acknowledge their effort in attending the daily feeding
session. Also, this is to celebrate success of rehabilitation of their
nutritional status.
The city will provide different prizes for the:
1. Bigating bata award – this is the child who gained highest weight
within 120 days
2. Kaps Nanay Idol Award – this award was chosen by brgy. Captains of
each barangay. This is to acknowledge the most outstanding and
influential mother during feeding program
3. Buntis Bae – this award acknowledge the nutritionally at risk pregnant
who gained highest weight during the feeding program
4. Batang Sulit – this award goes to the children who had no absence, no
tardiness for all 120 days.
5. Batang Sikat – this award goes to the child that gained weight the most
comparing with all other brgy.

Section 8. Program Implementation Guidelines


1. Through partnership between City Government of Malabon and community, the
Barangay Nutrition Scholar (BNS) will identify atleast four (4) potential food
establishments such as carinderia or kainan who will provide nutritious food for
malnourished beneficiaries for 90 days;
2. The City Nutrition Office shall prescribe a weekly menu to be cooked by the “Karinderia” that
contains all the proper nutrients for the malnourished children and nutritionally at risk pregnant
women.

3. Identified carinderia will be endorsed to the City Mayors Office for further transaction
such as accreditation and etc.;

4. Barangay Nutrition Scholar will conduct re-validation and anthropometrics based on the
result of 2017 Operation Timbang Plus. The result of re-validation will be submitted to
City Nutrition Office to set targets for the feeding program on February 2018;

5. Identified malnourished children will undergo medical and dental check-up. Also,
identified beneficiaries will be provided with vitamin A and deworming tablets;

6. Children will be fed for 90-days in accredited carinderia. Also, BNS will conduct re-
weighing every 2nd and 4th week of the month;

7. During the feeding proper, children will practice daily handwashing before receiving food.
This is to limit the cases of diarrhea and other illnesses due to dirty hands;

8. Mothers and caregivers will be undergone with health and nutrition session such as
pabasa sa nutrisyon, mothers classes and other necessary lectures. This is to increase
their strategies on how to take care of family;

Section 9. Monitoring guidelines


1. Since children will be fed in carenderia, BNS will be responsible in conducting re-
weighing every 2nd and 4th week of the month. This is to observe the progress of
children and effectiveness of the program.
2. BNS will conduct Health and Nutrition Awareness Raising and other activities to
measurement behaviour of caregivers in the community. This can be a ways to promote
behavioural change
3. BNS will monitor the number of attendee. They will conduct house to house visit if there
are consistent absenteeism of beneficiaries recorded.
4. BNS will document the process of feeding and will provide written narrative report for
every activity conducted in the community.
5. BNS will report to the City Nutritionist for any observation and to consult issues and
concerns.

Section 10. Mechanics

1. After the first quarter of the year, the City Nutrition Office will conduct their annual
OPERATION TIMBANG, from this the list of malnourished children are summarized per
barangay.
2. The City Nutrition Office shall declare a target per barangay and coordinate with all the
health centers to also enlist all nutritionally at risk pregnant women.
3. From the target per Barangay, “Karinderias” will be identified whose location is near the
beneficiaries
4. Because of limited space, there will be 3 feeding times in 1 day- 10:00am; 2:00pm; 4:00pm
5. An allotment of TWENTY FIVE PESOS (Php25) per malnourished child and pregnant
mother for 120-days, Monday to Friday. A weekly budget will be given to the karidneria
in a form of a payroll which they will use to produce food for malnourished children
beneficiaries.

6. Each BNS will monitor their beneficiaries by re-weighing every 2 weeks, and this will give
us an assurance that the right children/pregnant women are being brought to the
accredited “karinderia”.
7. There will be TWO feeding for year 2018: March to July for 10 Branganggays/ August-Dec
for 11 Barangays

Section 10. Requirements for Accredited Karinderia:


1. Must attend a 2-hour orientation about Nutrition conducted by the City Nutrition Action
Officer and City Nutritionist;
2. His/her Karinderia must seat at least 10 persons;
3. A written and signed Service Agreement between the representative of the LGU Malabon
City and Karinderia Owner;
4. Willing to display the KKC Tarpaulin.

Section 11. Implementing Rules and Regulations – Within thirty(30) days from the effectivity of
this Ordinance, the Office of the City Mayor shall constitute a Technical Working
Group that will craft the Implementing Rules and Regulations necessary for the
implementation of this ordinance. It shall be chaired by the City Health Officer and
shall include as members the City Social Welfare Officer, the Nutritionist, BNS
representative and other necessary stakeholder groups .
Section 12. Appropriations – The amount needed for the initial implementation of this Ordinance
shall be charged against the current appropriations of the City Health Office.
Thereafter, such sums as maybe necessary for the continued implementation of this
Ordinance shall be included in the Annual Budget of the City of Malabon.
Section 13. Separability Clause– If any provision of this Ordinance is held invalid or
unconstitutional for any reason, the remainder of this Ordinance shall remain valid
and enforceable.
Section 14. Repealing Clause- All ordinances, executive orders, administrative orders or parts
thereof inconsistent with the provisions of this Ordinance are hereby repeals,
amended, or modified accordingly.
Section 15. Effectivity- This Ordinance shall take effect immediately upon its approval.
