OUTCOME-BASED EDUCATION

OBE
It is an education that anchored and focused on outcomes.It is student centered
approach that focused on intended learning outcomes resulting from the instruction.
To elaborate, its key aims are to ensure that all learners are successful in that they
are equipped with the knowledge, skills and qualities (values and attitudes required
after they exit the educational system and to achieve and maximize selected outcomes
for all students by structuring and operating education facilities to be success
oriented.

ADVANTAGES OF OBE
With OBE, the focus of outcomes is to integrate student performance with those
needed in the workplace). One of the University sees this as a strength to provides “. .
. continuity between undergraduate, postgraduate and continuing education.”
Assessment of outcomes is done using authentic assessment tools. Battersby stated:
“Key to the outcomes approach [in BC] is an approach to assessment that emphasizes
‘authentic assessment’ …[i.e.,] creating assignments that stimulate as much as possible
the [real-life outside-of-class] situations in which students would make use of the
knowledge, skills and values emphasized in the course” (as cited in PIDP 3210
Curriculum Development Course Guide August, 2013, page 47).

DISADVANTAGES OF OBE
Critics state that constructing learning outcomes can be difficult and time consuming.
While teaching to increase the likelihood of most students achieving the outcomes
would appear to be an advantage, it can create challenges for teachers particularly in
the K-12 school system where built in redundancy is the method used to manage
student variation in knowledge (Lawson & Askell-Williams, 2007).

APPLICATION IN K TO 12 SCHOOLS
The emphasis in an OBE education system is on measured outcomes rather than
"inputs," such as how many hours students spend in class, or what textbooks are
provided. An important by-product of this approach is that students are assessed
against external, absolute objectives, instead of reporting the students' relative
achievements. Under OBE, teachers can use any objective grading system they choose,
including letter grades. OBE-oriented teachers think about the individual needs of each
student and give opportunities for each student to achieve at a variety of levels. Thus,
in theory, weaker students are given work within their grasp and exceptionally strong
students are extended. In practice, managing independent study programs for thirty or
more individuals is difficult. Adjusting to students' abilities is something that good
teachers have always done: OBE simply makes the approach explicit and reflects the
approach in marking and reporting.
