Rat hole mining is the activity of digging a small hole which will later be used as a
very narrow tunnel to mine and extract coal. Mining of this type can be divided into 2
types, namely mining by side cutting and box cutting. Side-cut mining is done by digging
tunnels from the side of the hill and this tunnel gives access to miners to extract coal.
On the other hand, mining by the box cut method is done by digging a narrow tunnel
vertically to the ground and through this tunnel many other horizontal tunnels are dug
with different heights which give access to miners to mine coal
Rat hole mining is commonly found in isolated areas of India, for example in
the state of Meghalaya in northeastern India. In this state, mining is carried out by many
people, both migrants and natives, both landowners and just coolies. However, mining
in this state does not pay attention to humanity at all. This can be seen from the very
narrow tunnel state, the lack of incoming light, the tunnel temperature that is far above
the normal room temperature, the lack of oxygen levels, no safety devices at all, the
number of young children employed, to the destruction of the terrestrial environment.

Not only in terms of humanity, this mining also violates the existing law. None
of these rat hole mining has a lease. They are not listed on paper. All of them operate
without environmental permission from the environment ministry or from the pollution
control board. This mining is carried out arbitrarily causing water pollution in the
meghalaya area.
Because the mining activities carried out are so out of control, it is not
surprising why there are so many disasters and tragedies that occur as a result of this
mining in the Meghalaya region. As one of the cases that ate 15 miners who were
trapped underground for 35 days since December 13, 2018 due to flooding as deep as
350 feet that occurred in the tunnel due to faults in the excavation line which is actually
a source of ground water.
Since the first day the disaster was reported, rescue forces ranging from the navy,
professional divers, experts, to other rat hole miners have been trying to save the lives of 15
miners. They have made various endless efforts due to the extreme terrain that must be passed
to reach the location of the victims and the depth of the flood which for professional divers is
also impossible to dive into. Until the 14th day the community smelled the foul odor of corpses
from the mouse pits and on day 35 rescuers found the 15 miners' bodies after the flood waters
receded.
The most ridiculous thing about the case is that since the first day the case
surfaced, the Indian government was not focused on finding a way out to save the
miners, but they were more focused on the arrest of several people consisting of miners
to the prime minister who was accused of being the mastermind behind the mining this.
Even the government is also trying to cover up the case from the public which illustrates
that the Indian government does not care about the lives of its 15 people.

Judging from the behavior of the government, this case is seen as a political
play that occurred in the government circles to fight for positions in the government.
These politicians took advantage of the situation to make a profit for them by playing
their part by finding fault with James such as the other prime minister at that time and
adding spices to them by capturing some rat hole miners to perfect the play they
designed. Even the news of the trapping of 15 miners is not very important news
published in the media publication. Starting from a short duration on television news that

On the other hand the government said that the length of time the victims were
evacuated was due to the lack of adequate tools to carry out the rescue, the location

will to abolish this rat hole mining without increasing attention to environmentally
appropriate mining and providing working speed to its people, the per capita GDP of
India will continue to decline and the level of illegal mining will also increase
