Ministry of Home Affairs-Major Achievements, significant Development

and important events for the month of October, 2019.

An Agreement on Security Cooperation and a Memorandum of

Understanding in the field of combating illicit trafficking and smuggling of
narcotics drugs, psychotropic substances and chemical precursors
between the Republic of India and the Kingdom of Saudi Arabia were
signed on 29.10.2019 during the visit of Hon' ble Prime Minister of India to
Saudi Arabia.

2. The Ministry of Home Affairs (MHA) and the National Disaster

Management Authority (NDMA) organized a two-day workshop on
sensitization of Nodal Officers for Disaster Management in Central
Ministries/Departments, in New Delhi. Around 120 senior level
officers attended the workshop from Ministries / Department of the
Central Government, disaster management specialists, technical
institutions and premium training institutes including NDMA, National
Institute of Disaster Management and National Disaster Response
Force.

3. During the month, advance release of Rs.1200 crore to the

State Government of Karnataka, Rs.600 crores to the State
Government of Maharashtra and Rs.400 crores to the State
Government of Bihar was made from SDRF/NDRF.

4. On 14.10.2019, Union Home Secretary wrote letter to Chief

Secretary, Maharashtra for taking necessary measures for incident free
elections in the State.

5. An amount of Rs.34.59 crore was released to LWE affected

States of Jharkhand and West Bengal as reimbursement under the
Security Related Expenditure scheme. An amount of Rs.17.16 crore was
released to CAPFs for carrying out various civic activities under the
scheme of Civic Action Programme in LWE affected areas.

6. An advisory was issued to the State Government / CAPFs to

sensitize them on activities of Left Wing Extremists in the LWE
affected areas.

7. 72 Coys of CAPFs were deployed in various States viz.

Telangana, Bihar, Jharkhand, Arunanchal Pradesh, Manipur, Uttar
Pradesh, Delhi, and Punjab for maintaining law and order duty during
Friday Prayers, Dusshera/ Durga Puja Festival, Chehallum Festival,
Dipawali /Kalipuja, Chhath, Tawang Festival and Run for Unity etc .
8. On the recommendations of Election Commission of India, 777
Coys of CAPFs were deployed in connection with Election duties in
Arunachal Pradesh, Uttar Pradesh, Tamilnadu, Odisha, Sikkim,
Puducherry, Chhattisgarh, Rajasthan, Himachal Pradesh, Meghalaya,
Madhya Pradesh, Punjab, Bihar, Kerala, Assam, Gujarat, Telangana,
Haryana, Maharashtra and Jharkhand.

9. An amount of Rs.160.59 crore has been sanctioned for

development of infrastructure to the CAPF. An amount of Rs. 1.52 crore
has been sanctioned as Ex-gratia Compensation to the NOKs of CAPFs in
7 cases.

10. On 31st October, 2019, 160 officials of various States

Police/CAPFs/CPOs have been awarded "Union Home Minister's
Special Operation Medal" for the year 2019.

11. During October, 2019, sanction for prosecution for filing the charge
sheet against 38 accused persons was accorded under the Unlawful
Activities (Prevention) Act, 1967 and CrPC.

12. 25 posts in the National Human Rights Commission has been

created during the month.

13. Rs. 155.37 crore has been released under the Umbrella Scheme for
Modernization of Police forces during the month.

14. During the month more than 1695 kgs of Narcotics substances and
Rs.28.32 lakhs have been seized. 47 persons including one foreign
national were arrested for their involvement in drug trafficking.

15. During the month, an amount of Rs.46 crore was released to the
State Government of Himachal Pradesh, Punjab and
Uttarakhand under the Border Area Development Programme
(BADP). The Total fund released under BADP during the current financial
year (2019-20) as on 31.10.2019 is Rs.540.83 crore.

16. During the month, five State Bills were assented to by the Honble
President of India. These are "The Orissa Ground Water (Regulation,
Development & Management) Bill, 2011", "The Indian Stamp (Jharkhand
Amendment) Bill, 2018", "The Gujarat Control of Terrorism and organized
Crime Bill, 2015", "Industrial Dispute (Bihar Amendment) Bill, 2018" and
"The Maharashtra Media Persons and Media Institutions (Prevention of
Violence and Damage or Loss to Property Bill, 2017".
