Chapter V

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary, findings and recommendations for the

mitigation solutions on traffic congestion along Brgy. Tuburan, Ligao City main road.

SUMMARY OF FINDINGS

This study aimed to know the causes of traffic congestion along the main road of

Brgy. Tuburan, Ligao City, produce some mitigation strategies and address the impacts

of traffic congestion on economic growth. It will provide answers for the following:

1. What are the causes of traffic congestion in Brgy. Tuburan, Ligao City?

a. Large volume of cars

b. Pedestrian

c. Infrastructure

d. Narrow Road

e. Tourist Spots

f. Road Accident

2. What are the economic impacts of traffic congestion in Brgy. Tuburan, Ligao City?

3. What are the possible solutions and recommendations to reduce the traffic

congestion in Brgy. Tuburan, Ligao City?

The following are the findings of the study.

I. Causes of traffic congestion in Brgy. Tuburan, Ligao City

a. Brgy. Tuburan, Ligao City is located in the middle of the province, which

means that vehicles coming from Polangui, Tabaco and Legazpi passes through the

area. Based from the gathered data, having a number of 32, 118 vehicles is really large

for a 2- lane road.

b. There are two (2) traffic enforcers assigned in the area to control the traffic.

Their duty starts at six o’clock (6:00) up to eight o’clock (8:00) in the morning, eleven

o’clock (11:00) up to one o’clock (1:00) at noon and they will come back at four o’clock

(4:00) up to six o’clock (6:00) in the afternoon. Since traffic congestion occurs during

peak hours they only stayed at that time. Based from the gathered data, there were

times that the traffic enforcers were not synchronized with their work which results to

travel delays.

c. Based from gathered data and researchers observations, most of the

commercial buildings in the area don’t have its own parking space which adds to the

congestion of the area. The following commercial buildings along the road are as

follows:

d. The main road is a 2-lane road which is considered to be a narrow road since

it is not enough for the volume of vehicles passing through the area. Because of this,

motor vehicles moves slowly and eventually results to traffic jam. Also, standard

national roads should be four lanes.

e. The BambuSetum Park and Kawa-Kawa Hill are the main tourist spots in the

area. As the vehicles from the main road enters the road going to the tourist attractions,

the other lane is being blocked resulting to traffic congestion in the area.

f.Road Accident also contributes to the traffic jam in the area. Based from the

data gathered and researchers observation, when there are road accidents, motor

vehicles are being stocked up since only one lane of the road is being used which

results to traffic.

II. Economic Impacts of Traffic Congestion

a. Average Stop Time

The data gathered shows the stop time on three different traffic obstruction,

pedestrian, loading and unloading and intersection. In the morning, noon and afternoon,

the longest possible stop time is 34.8 minutes, 16.2 minutes and 21 minutes

respectively, going to Legazpi due to Intersection Obstruction.

b. Delay Man Hour Cost

Based on the data gathered the maximum estimated daily lost man hour

cost is approximately P70, 000. Annually with an estimated total average of 365 days,

the annual delayed man hour cost is approximately P 25,550,000.

c. Lost Fuel Cost

Based on the data gathered the maximum estimated daily lost fuel cost is

approximately P78,000. Annually with an estimated total average of 365 days, the

annual lost fuel cost is P28, 470, 000.

III. Mitigation strategies

Based on the data gathered through interviews and survey, the main cause of

traffic congestion in the area is due to the large volume of cars. As a solution to the

problem, the researchers develop alternate routes which will help lessen the traffic

congestion in the area.

If the private vehicles and motorcycles and tricycles will be removed from the

main roads and transferred to the alternate route, traffic congestion in the area will be

lessened.

b. Tabaco-Ligao

PATH 4 starts from Bay-Calzada.

CONCLUSION

Based on the findings and gathered data, the study arrived at the following

generalizations.

I. Causes of traffic congestion along

The main cause of traffic congestion along Brgy. Tuburan, Ligao City is

the volume of cars.

II. Economic impacts of traffic congestion

The huge amount of stop time due to traffic congestion made a great

impact on economic loss.

Mitigation strategies

In this study the researchers gave their best to gathered data that is very

essential to the study making it a success. From the traffic scheme to coordination the

best mitigation strategy will only be done through the collaborative efforts of the local

government and its constituents.

RECOMMENDATIONS

Based form the results of the survey, the researchers listed some

recommendations to reduce the traffic congestion along the main road of Brgy.

Tuburan, Ligao City.

a. Volume of vehicles

To lessen the volume of vehicles passing through the main roads, reduce the

older vehicles which causes slower flow of travel and eventually resulting to traffic.

b. Commercial Establishments and Institutions

The researchers recommends each commercial establishment to have its own

parking lot and space to avoid parking along the sides of the road.

c. Proper Signage

There should be complete traffic signs in the main road. These includes the

regulatory, warning and guide signs. If these were to be implemented and be followed,

surely, traffic congestion will be lessened.

d. Narrow road

The researchers also recommend to have a road widening or simply a 4-lane

main road.

e. Pedestrian

The researchers recommend the traffic enforcers to have proper training in

controlling the traffic to reduce traffic congestion. Also, having an overpass in the area is

a better way in reducing traffic congestion.
