2 Kuala Lumpur Structure Plan 2020

The Kuala Lumpur Structure Plan 2020 (Plan) contains insights, goals, objectives and
recommendations to guide the development of Kuala Lumpur (City) for the next 20 years. It
does not contain detailed physical planning recommendations for a specific area. Detailed
physical recommendations will be included in the next phase of the development plan,
namely, the local plan.

The plan will include details of the various components relevant to the City's development
namely economic and population base, land use and development strategies, trade, tourism,
industry, transport, infrastructure and utilities, housing, community facilities, design urban
and landscape forms, the environment and specific areas. These components, though unique,
are interconnected and fully complementary. As such, the policies and recommendations for
each component are aimed at providing a unified, efficient and progressive city.

with the potential road connections as
shown in Figure 14.4 will create a pedestrian
and landscape structure for the City Center.

An extensively used urban road network will

connect existing shopping malls with a well-
defined, comfortable pedestrian network
that will feature retail outlets, restaurants,
dining areas and tourism activities. The
network will include pedestrian walkways
within the building that will link activity
points, stops and exchanges of transport,
parks, plazas and historic areas to provide
ongoing access to the City.

A parallel pedestrian green network,

separated from the main road and using
part of the green network will offer an
alternative to slower and informal
movement.

At the local precinct scale, the network will

be integrated into a transparent and
dispersed system, based on intersections
and existing transit terminals and activity
centers.

In the overall structure, the landscape and

design of the street furniture and garden
furniture will have their own and varied
themes, to create character and emphasis
on different connecting systems and
elements.

Parents with disabilities should be able to

easily use pedestrian networks. The use of
low road jams, lifts, surface textures and
other tools extended the entire pedestrian
network. CHKL will ensure that new
developments are linked to the pedestrian
network to implement these measures.
