1 INTRODUCTION
This Jetty Performance Specification Report defines the design criteria, philosophies
assumptions and specifications to be used in the design of the Proposed Jetty at the
Shoreline of Omu Creek for the OKLNG Resettlement Site, Olokola Free Trade Zone.

1.1 Scope of Document

The specification covers the basic information, criteria and minimum standards that shall be
employed for the design of the Jetty.

1.2 System of Units

The S.I (System International & Units) System of Units shall be used throughout the design.

1.3 List of Parties

The following are the parties involved in the project:-

1.4 Site Location

The Resettlement site is located approximately 8 kilometres to the East of the OKLNG Plant
Site and 5 kilometres inland from the Coast.
The predominant occupation of the settlers at the riverine communities is fishing and the
mode of transportation is by water. A jetty is therefore proposed for the Resettlement site at
the shore of Omu Creek.
A location map with approximate situation of the jetty and distances are provided in
appendix A. However, this location is subject to further studies and available data.

2 JETTY PERFORMANCE SPECIFICATION


2.1 General Description

It is anticipated that the resettlement site preparation contractor shall construct a jetty for
use in handling his construction equipment and materials and following the conclusion of the
construction of the resettlement site, hand this over to the community. Thus, the significant
loading conditions shall be those to meet the minimum construction loading criteria.
This performance specification defines the design criteria, philosophy, operation
specification and any assumptions that will be required for the design of the new jetty.
All information will be in accordance with Standard Guidelines, Procedures and Codes of
Practice.

2.2 Clients Requirements for Jetty

The requirements is to provide a Performance Specification for the design and


documentation for the construction of a new jetty that will be used by the appointed
contractor to satisfy his construction requirement, and will subsequently hand the jetty over
to the community for their own use. The specification shall include that of the jetty
superstructure, substructure and any ancillary structures that will ensure functionality of the
new jetty.
The jetty is to provide safe access for materials, personnel and light weight equipments to
the resettlement site through Omu Creek. A minimum draft of 3.0m is expected; however,
the length of the jetty will be dependent on the position where the required draft is achieved
in the Omu Creek or the maximum projection from the river back as required by the
necessary regulations. Alternatively, dredging could be carried out to achieve the
necessary draft to avoid the jetty sticking out unsafely into the creek constituting a safety
hazard to traffic within the creek.

2.3 Occupational Health and Safety

The design will take into account the specific requirement of the principal users. The surface
of the deck will be concrete and will be trowelled finish and non slip. A 1% cross falls will be
provided on the deck for drainage of rainfall. Handrails or similar approved safety measures
should be provided on both sides of the jetty head including the access way up to the
shoreline.

3 DESIGN PARAMETERS FOR JETTY


3.1 Standards and References

The design for the Resettlement Area jetty will generally comply with guidelines as laid
down in the Code of Practice for Maritime Structures-Part 2: Design of Quay walls, Jetties
and Dolphin-BS 6349-2 :1988, BS 8110-1: 1997, BS8110 and 8007 and BS 54002: Steel,
concrete and composite bridges : Specification for load. 2: Load specification for steel,
concrete and composite bridges.
The design, construction and testing shall be in accordance with the following standards:
- Federal and State Environmental Protection Standards
- Inland Waterways Department Guidelines

3.2 Design Vessel data

For the basis of design, the option design vessel data shall be as follows:

3.3 Design Life

A design life of 50 years is specified by BS 6364-1: 2000 section 16-Maritime structure –


Code of practice for general criteria and this shall be adopted for the jetty design life.

3.4 Structural Loads

3.4.1 Live Loads


The deck load used is as stated in relevant section of BS 5400 part 2- Specification for
Loads. No heavy mechanical operations or cranage are required for the jetty. Loading and
off-loading of goods are intended to be carried out manually unless by the use of simple
implements. Subsequently, a live load of 5.0KN/m2 will be adopted for design purposes.

3.4.2 Wave loads


Desk study of Royal Haskoning report revealed that the creek is calm and thus, wave loads
are insignificant for this jetty. However, wave generated by vessel movement will be
calculated and applied to the design / sizing of required fender.

3.4.3 Currents and seismic loads


Currents load due to tidal movements will be considered as non critical. This, also, applies
to the seismic loads which are not common in this part of the world.

3.5 Jetty Structure

3.5.1 Deck and Sub-structure


Reinforced concrete shall be specified and adopted for the Jetty construction. Thus all
serviceability requirements for concrete shall be specified. This has been chosen because
of the availability of local materials, durability, safety and ease of maintenance.
The jetty shall be a “T “jetty with a total envelope length of not less than 22m. The length of
the jetty head shall not be more than 1.5 times Vessel LOA expected. Also, the width of the
jetty should not be less than 2.5m. Access deck length to the shoreline is assumed as 20m.
The width of the concrete access to the shoreline shall consist of 2.0m subject to change as
survey information are available. See Appendix B for Sketches of the proposed jetty.
All requirements of the relevant portions of the various applicable standards and codes shall
be used in the selection of member sizes and rebar details for both deck and sub-structure.
However, in addition to these standards and codes, safety, maintenance, materials and
durability should be given adequate attention.
Safety will be enhanced by the use of appropriate fencing and handrails, provision of non
slip surfaces, safety ladder where depth of water at edge exceeds 1.5m.
Regular inspections at says 12 months intervals are recommended and defects should be
followed up and repaired in a timely manner. Provision for inspection and maintenance

should be incorporated in the design at design stage. Service Life of jetty should be
50years.
Durability of the jetty is an important serviceability requirement of the jetty; hence to ensure
that a design life of minimum of 50 years is attained, the following performance
requirements criteria should be satisfied by the materials to be adopted. This will ensure
that the durability requirements which include concrete cover to reinforcement maximum
permitted crack widths and minimum specified cement contents are satisfied.
Concrete grade: C30,
Minimum Cement Content : 325kg/m³
Cube Compressive Strength, fcu: 30N/mm²
Tensile Strength fy, min: 2.31 N/mm²
Young Modules, Short term (Ecs): 21,000 N/mm²
Young Modulus, Long term (Ecl): 13,500 N/mm²
Coefficient of Thermal Expansion: 12 x 10-6/oC N/mm²
Cover (topside): 40mm
Cover (soffits): 50mm
Density (Un-reinforced Concrete): 2,400kg/m³
Density (Reinforced Concrete): 2,600kg/m³
Maximum Water Cement Ratio: 0.55
Maximum aggregate size: 20mm
Compressive strength at 28 day: not < 30N/mm2
Compressive strength at 7 days: greater than or equal to 70% of 28 day strength
Curing requirement (Wet curing): strength greater than or equal to 7day strength
Cementitiious binder materials: Portland cement with 25% FA
Approved trial mix at 28 days: < 470 Microstrain
In-situ concrete at 28 days: < 500 Microstrain
Chloride permeability at 7 days < 2000 coulomb
Chloride permeability at 28 days < 1500 coulomb
Chloride diffusion coefficient after 28 days exposure: 1 x 10^-12m2/s
Curing requirement should be wet curing and strength to be is greater than or equal to the
nominated 7 day strength.
If precast concrete elements are used as planks and formwork, they should be ‘sacrificial ‘
and not term part of the deck.
