GreenBuild Consult were appointed as lead BREEAM Assessors for a new build three storey extension of an existing medical surgery at Bridgend. Assessed using the BREEAM for Healthcare 2008 methodology, the highly energy efficient design achieves all mandatory BREEAM Excellent requirements for the Energy category, and is currently expected to achieve the required BREEAM ‘Very Good’ rating.

The building achieves high scores in the Health & Wellbeing section, with over 75% of available credits achieved – ensuring a comfortable internal environment for patients. The building also achieves an Energy Performance (CO 2 index) rating of 28, equivalent to a ‘B’ rating, due to the provision of highly efficient mechanical and electrical services and energy efficient thermal elements.

New Lecture Theatre, Bridgend College

The project consists of the major refurbishment and infill construction of a new lecture theatre on behalf of Bridgend College. The project is being assessed using the BREEAM for Education 2008 methodology, and through a collaborative approach with project team members, the project is currently on target to achieve the required BREEAM rating of ‘Very Good’, with the BREEAM ‘Excellent’ score within the Energy category.

Through a collaborative approach with the project contractors, the building achieves high scores in the Waste category with a section score of 83%, largely achieved by the reduction of waste generated during construction and the diversion of construction waste from landfill. Through the specification of low-flow sanitary fittings, including shut off and leak detection systems, a section score of 87% was also achieved for the Water category. In addition, the building also achieves an Energy Performance Certificate ‘A’ rating.

In April 2007, the Code for Sustainable Homes replaced the BRE Ecohomes scheme for the assessment of new housing. The Code aims to protect the environment by providing guidance on the construction of high performance homes built with sustainability in mind, whilst meeting and exceeding the latest regulatory requirements along the way.

The Code is a Government adopted environmental assessment method for new homes covering a total of nine topic areas, and contains mandatory minimum levels of performance for each specific certification level.

GreenBuild recognise the ever-increasing sustainable, and subsequently financial, burdens related to achieving CSH certification, particularly for single dwelling developments. These requirements, which may introduce additional or unforeseen hurdles during the design and construction process, are effectively mitigated through our professional, collaborative and cost-conscious approach to all domestic construction projects.

The development at St. Michaels Mews consisted of the construction of three terraced properties in Llandaff, Cardiff. GreenBuild Consult were employed to carry out a Code for Sustainable Homes assessment for the dwellings, including sustainability and renewable energy consultancy services in relation to:

Type and performance of materials used in major building elements

Appropriate building services to achieve a 25% improvement beyond the requirements of Building Regulations Part L1a (2006).

All sustainability targets were achieved including formal Code for Sustainable Homes Level 3 Certification.

Gelliwion, Pontypridd

This bespoke property consisted of a single dwelling located within a former quarry near Pontypridd.

GreenBuild Consult were employed to initially consult with the Client to determine the low carbon aspirations for the project, and subsequently investigate the most appropriate type of system to achieve minimum CSH Level 3 carbon savings.

Following an extensive collaboration process with Hyde & Hyde Architects, GreenBuild produced the SAP calculation for the property which demonstrated Building Regulation Part L1a (2006) compliance, and a 40% improvement beyond target requirements and a 15% betterment beyond CSH level 3 requirements.

Building Regulations & Part L

The England & Wales Building Regulations cover all aspects of construction, including foundations, damp-proofing, the overall stability of the building, insulation, energy conservation, ventilation, heating, fire protection, means of escape in case of fire and electrics.

Part L of the Building Regulations relate to the conservation of fuel and power from domestic and non-domestic buildings respectively, and is split into two key areas - Part L1 and Part L2.

From 1st October 2010, Part L of the Building Regulations in England and Wales was updated, and included further measures for the reduction of carbon emissions from UK buildings, beyond those previously in place (Part L 2006). Part L1A 2010 aims to reduce CO 2 emissions by 25% over Part L1A 2006. This is a 40% improvement over a dwelling built to the 2002 regulations. This corresponds roughly with the trigger point for Code for Sustainable Homes Level 3, in line with the Government’s strategy for getting new build dwellings to zero carbon by 2016.

For PartL2A 2010, an aggregate 25% improvement factor is introduced. This situation is more complex as the “aggregate” approach has been adopted to reflect the relative ease of compliance of different types of buildings. Therefore, the reduction for any particular

building will vary but when aggregated across the non-domestic sector build mix, an overall reduction of 25% is achieved.

Building Regulations in Wales – The Future

Building Regulation powers transfer to Wales on 31 December 2011. As the first step on the path to zero carbon the Assembly Government

has set a 55% improvement (over the 2006 Building Regulations) as the target for the first changes to devolved Building Regulations. It

aims to bring forward detailed proposals for consultation during 2012 with a view to implementation in 2013. It anticipates that renewable

energy will play a part in meeting new standards and that in the short term these are likely to be small scale provision.

Welsh Assembly Government: Technical Advice Note (TAN) 22:

To move towards more sustainable and zero carbon buildings in Wales, the Assembly Government expects that the following standards

will be met, as set out in Planning for Sustainable Buildings (TAN22):

Applications for 5 or more dwellings received on or after 1st September 2009 to meet Code for Sustainable Homes Level 3 and

obtain 6 credits under issue Ene1 - Dwelling Emission Rate.

Applications for 1 or more dwellings received on or after 1st September 2010 to meet Code for Sustainable Homes Level 3 and

obtain 6 credits under issue Ene1 - Dwelling Emission Rate.

Applications received on or after 1st September 2009 for non-residential development which will either have a floorspace

of 1,000 sqm or more, or will be carried out on a site having an area of one hectare or more, to meet the Building Research

Establishment Environmental Assessment Method (BREEAM) ‘Very Good’ standard and achieve the mandatory credits for

‘Excellent’ under issue Ene1 - Reduction of CO 2 Emissions.

Please note, in relation to the October 2010 Building Regulations update of Part L, and to avoid confusion the Assembly Government

have indicated that Section 4.11 of Planning for Sustainable Buildings (PPW) will be amended to reflect the proposed changes to the

Code for Sustainable Homes from October 2010 once these have been finalised by CLG. This is likely to amend the policy wording to

expect only 1 credit under Category Ene1 which will continue the 31% improvement requirement (residential only).
