SUBJECT: TRAVEL REPORT ON THE PROVISION OF TECHNICAL


ASSISTANCE ON FOREST INVESTMENT PLAN AND
ATTENDANCE TO THE ANNUAL MINE SAFETY AND
ENVIRONMENT CONFERENCE (ANMSEC) AND
PRESIDENTIAL MINING INDUSTRY AND ENVIRONMENTAL
AWARDS (PMIEA)

This pertains to the activities conducted and attended on November 21-23,


2019 by the undersigned, as per Travel Order Nos. 4288 and 4290 dated
November 13, 2019, held in DENR CAR, Baguio City.

Provision of Technical Assistance on Forest Investment Plan

The undersigned had a courtesy call with


the Regional Executive Director (RED) of
DENR-CAR, Engr. Ralph Pablo. They
reiterated to the said official updates on
the Forest Investment Road Map (FIRM)
and the policy on Forest Investment
Portfolio Approach (FIPA). RED Pablo
strongly supported the said Projects, in
fact he was even active in attending
workshops related to investment conducted by the Bureau through the Forest
Investment Development Division. The undersigned gathered datasets from
the FIRM Secretariat including maps, photos and draft of the investment plan.
Also, discussed some clarifications related to the contents of the investment
plan. The Forest Investment Plan is to be delivered by the Regional Office this
year, as part of their Work and Financial Plan 2019.

Attendance/Participation to the ANMSEC and PMIEA

The PMIEA, pursuant to Executive


Order No. 399, series of 1997,
recognizes the exemplary practices
and commitments of entities involved
in underground and surface mining
operation, quarry operation, mineral
exploration, and mineral processing
which all contribute towards
sustainable mineral development by
promoting responsible management
of the environment and natural
resources.

The PMIEASC is co-chaired by the Secretary of the Department of


Environment and Natural Resources (DENR) and the President of Chamber of
Mines of the Philippines; its members include the respective secretaries of the
following agencies: Department of Trade and Industry, Department of Interior
and Local Government, Department of Health, and Department of Science and
Technology. Other members of the said Committee are the Presidents of the
Philippine Mine Safety and Environment Association; and Philippine Mining
and Exploration Association.

Mining, mineral processing, and mineral exploration companies which fall


short of the requirements to be awarded PMIEA but exhibited satisfactorily
performance in safety and health, environmental protection and social
development and management will be conferred with the Platinum and
Titanium Selection Committee Achievement Awards.
Relative to the objective of the PMIEA, the Mining Forest Program (MFP),
established by DENR Administrative Order No. 22, series of 1989, recognizes
mining, mineral processing and mineral exploration companies through their
reforestation programs within and outside the mining tenement.

During the awards ceremony, in behalf of FMB Director, For. Jesus A. Javier,
together with the MGB-MESD Chief Engr. Rodolfo Velasco, handed the awards
for Best Mining Forest Program 2019.
