The seafarers recruitment aspects

The aim of this paper is to present the seafarers hiring procedure observed within a
crewing company in Constanta. Maritime transport is a branch of international transport, which
has been developing along with the global economy. Since it was founded, maritime transport
not only has been keeping up with the global economy but has been fully and efficiently
contributing to the general world development. In spite of the international standards regarding
seafarers’ training and certification, there is a wide variety of training procedures and educational
establishments for candidates both worldwide and within the Europe Union.

Seafarers selection is one of the basic human resource activities as well as a real
responsibility for managers. It is a human resource management activity which consists of
choosing, according to certain criteria, the most competitive or suitable candidate for a particular
position. The labor market for sailors is essential for global shipping. This aspect gives
shipowners and ship managers the opportunity to recruit sailors from anywhere in the world, but
in reality shipowners have a portfolio of favorite nationalities Regulating maritime transport is
not something new, with a number of regulations with the most diverse abbreviations: SOLAS,
MARPOL, OPA 90, COLREG, LOADLINE and so on. In this subchapter we will focus on four
very important regulations that have an impact on the human resource management activity: ISM
Code, STCW 95 (International Convention on Standards of Training, Certification and Carriage
Service) and the 2 ILO conventions , Convention 147 on Minimum Standards on Board and
Convention 180 on Seafarers' Work Schedule and Minimum Crew.

The crew of the ship is the entirety of sailing, brewery or non-flying personnel serving on
board the ship. The crew consists of sailors and auxiliary personnel, and its composition is
determined according to the type and destination of the ship. The minimum safety crew shall be
determined by the type and the purpose of the ship, its size, the number of vessels in the convoy,
the degree of automation of the ship and the situation of the ship: marching, stationary, repair , in
conservation or hieratic. The minimum safety crew shall ensure safe navigation during
navigation and maneuvers, guarding and safety of the stationary ship, ship's vitality, preventing
and extinguishing on board, preventing environmental pollution, safe operation of propulsion
machinery and equipment, maneuvering, navigation and telecommunication.
