INTRODUCTION
The City of Orlando requested Kittelson & Associates, Inc. to conduct an overview of parking within
three of the city’s Main Street districts – College Park, Ivanhoe Village and Mills 50. The project includes
a summary of current parking policies, an inventory of existing parking and restrictions, an evaluation of
perceived parking issues from residents, business owners/employees and visitors, and suggested
improvements / solutions. This report details the study results determined for Mills 50, depicted in
Figure 1.

SCOPE OF THE REPORT


This parking overview begins by evaluating existing conditions within Mills 50, which includes the
following:

• Review of existing city policies related to on-street parking and parking requirements
• Assessment of parking supply and demand in Mills 50
• Summary of survey results collected for Mills 50
• Review of pedestrian considerations in the district’s areas of highest demand

The parking overview identifies potential solutions to issues identified through the findings of the user
survey, parking utilization analysis, and pedestrian review. Conclusions and recommendations are
included at the end of the report.

CITY OF ORLANDO PARKING POLICIES


The City of Orlando’s parking policies consist of recommendations and requirements from a variety of
different sources. This summary includes guidance from the City of Orlando Growth Management Plan,
the City of Orlando Land Development Code, and the Residential Parking Petition Process. All
documented parking policies are provided in Appendix A. As new parking options are considered for
Mills 50, consistency with current city initiatives such as Green Works Orlando, Vision Zero and
Complete Streets should be maintained. Further considerations should also be given to increased
bicycle parking accommodations and recognition that future parking needs are projected to drop with
the increase of mobility-as-a-service (MaaS) and ridesharing service providers.

CITY OF ORLANDO GROWTH MANAGEMENT PLAN


The city’s Growth Management Plan provides guidance on parking within the city in two sections: the
Transportation Element and the Future Land Use Element.

Transportation Element
The Transportation Element portion of the Growth Management Plan discusses how transportation
factors into growth management in the city, and as such, provides a variety of guidance on parking
within the city. This guidance is summarized below.

The Transportation Element:

• References the continued use of Land Development Code limits to the number of parking
spaces permitted for each land use category in order to encourage other transportation modes
(Policy 1.1.1).
• States that the Land Development Code’s parking standards shall be reviewed to identify
amendments needed to promote infill development (Policy 1.1.2).
• Encourages park-and-ride lots to accommodate bicyclists (Policy 1.3.3).
• States that parking for new development shall be located to the side or behind the
development to enhance pedestrian access to building fronts (Policy 1.4.4).
• Allows for the elimination of on-street parking from thoroughfares to enable development of
public transit, bicycle, and pedestrian systems (Policy 1.14.9).
• Requires bicycle lanes of five (5) feet minimum on all new or reconstructed roadways within the
city, where feasible (excluding limited access facilities and residential streets). This policy (Policy
1.26.2) may inhibit the provision of on-street parking.
• States that the city shall utilize a Complete Streets approach to transportation infrastructure
improvements throughout the planning period (Policy 1.33).

Future Land Use Element


The Future Land Use Element portion of the Growth Management Plan discusses how future land use
factors into growth management in the city. This section notes that parking requirements are tied to
the land uses of a new development or redevelopment.

CITY OF ORLANDO LAND DEVELOPMENT CODE


The city’s Land Development Code provides guidance on parking within the city in multiple sections.
This guidance is described below.

Chapter 11 – Valet Parking


Chapter 11 of the Land Development Code provides regulations for the use of valet parking within the
City of Orlando. Chapter 11 provides definitions and requirements for valet parking operators, including
description of fees, licenses, and procedures. It also states that as part of the licensing procedure, the
operator must provide a written traffic plan (Section 11.08).

Chapter 39 – Orlando Traffic and Parking Code


This Chapter covers the following topics.
I. Definitions

IV. Parking Division
V. Stopping, Standing, and Parking
VI. Fees, Penalties, and Procedures
VII. Cruising Control
VIII. School Crossing Guard Program
IX. Towing and Immobilization of Vehicles

Section 39.08 – Special Duties.


For the Transportation Engineering Division, there are several special duties (Section 39.08) granted to
the Transportation Engineering Division Manager (or designee), which may facilitate the
implementation of parking recommendations for the three Main Street districts. Code citations are
provided and followed by analysis below:

(3) “Make temporary rules regulating traffic and on-street parking outside the Parking Division
Downtown District or testing traffic-control devices under actual conditions of traffic. Such rules
regulating traffic may remain in effect for up to one hundred twenty (120) days; provided,
however, that such period may be extended by action of City Council for a period not to exceed
two (2) years. Such rule shall not be binding upon the public unless indicated by appropriate
signs or under the personal direction of a police officer.” This provision could be used when

testing out a new parking strategy for a short period of time. The results of this test could then
determine if changes will become permanent.

(4) “Determine the location of passenger loading zones and on-street parking outside the
Parking Division Downtown District and place and maintain appropriate signs indicating the
same and stating the hours during which the provisions of this section are applicable. The
Transportation Engineering Division Manager shall not designate or mark any such zone upon
special request of any person, unless such person makes application for a permit for such zone
and for two (2) signs to indicate the ends of each such zone.” This provision could be used as
loading/unloading areas are being identified for passenger drop off areas; perhaps designating
similar zones like in Downtown Orlando.

(5) “Establish bus stops and taxi stands for passenger common carrier motor vehicles, including
taxicabs, on the public streets, in such places and in such number as he shall determine to be of
the greatest benefit and convenience to the public. Every such bus stop or stand for passenger
common carrier motor vehicles shall be designated by appropriate signs…..” This provision
suggests working closely with LYNX, taxi providers, and ride share providers (Uber, Lyft, private
individuals) to identify loading/unloading areas that are convenient to the visitor; perhaps
reducing the overall need for parking.

(14) “Outside the Parking Division Downtown District, the Transportation Engineering Division
Manager shall determine and designate whether or not parking shall be allowed upon one or
both sides of any street, the parking time or limitations or promulgate, adopt and amend
schedules designating parking limitations and shall erect, place and maintain signs, devices or
markings giving notice thereof.” This provision allows the Transportation Engineering Division
Manager to make any of these enumerated changes without requiring City Council action.

Section 39.26 – Standing or Parking of Buses and Taxicabs


“The driver of a bus, hackney or taxicab shall not stand or park upon any street at any place other than
at a bus stop, hackney stand or taxicab stand, respectively, except that this provision shall not prevent
the driver of any such vehicle from temporarily stopping in accordance with other stopping or parking
regulations at any place for the purpose of and while actually engaged in loading or unloading
passengers.” (Ordinance of 12-28-1989, Doc. #23512) If there are not designated drop off/pick up
points for non-bus vehicles in the three Main Street districts, services (Uber/Lyft) and individuals could
be in violation of this provision.

Chapter 54 – Streets and Sidewalks


Chapter 54 of the Land Development Code provides regulations for streets and sidewalks within the
City of Orlando.

Chapter 58 – Zoning Districts and Uses


Chapter 58 of the Land Development Code provides regulations for zoning districts within the City of
Orlando.

Chapter 61 – Roadway Design and Access Management (Part 3 – Parking and Loading)
Chapter 61 of the Land Development Code provides regulations for roadway design and access
management within the City of Orlando, with Part 3 of the Chapter discussing parking and loading.
Chapter 61 identifies that additional parking may be needed when there is a new land use, the
expansion of a building or structure, change of land use, or an expansion or change in nonconformities.
The summary below describes the parking regulations discussed in Part 3:

Part 3A: Off-street parking


As stated in the Code, “The off-street parking requirements of this Part are intended to provide
minimum standards necessary for the parking needs of the various uses permitted by this
Chapter, to protect the capacity of the city’s street system and avoid undue congestion on those
streets, and to lessen unnecessary conflicts between vehicles and pedestrians. Methods are also
provided to encourage the use of bicycles and mass transit in order to reduce potential demand
for off-street parking.” This part outlines when off-street parking applies and describes the
specifications that need to be followed.

Part 3B: Landscaping for parking lots and garages


As stated in the Code, “Parking lot landscaping required by this Part is intended to promote the
public health, safety and general welfare by establishing minimum requirements for the
amount, location and maintenance of landscaped areas in connection with parking lots and
other vehicular use areas; to protect the character and stability of residential, business,
institutional and industrial areas; to channelize and define logical areas for pedestrian and
vehicular circulation; to reduce heat and glare generated by paved surfaces; to conserve the
value of land and buildings on surrounding properties and neighborhoods; and to enhance the
scenic values of the City Beautiful.” This section applies to the construction of all new vehicular
use areas or any changes to existing buildings that would result in the need for additional
parking.

Part 3C: Number of parking spaces


This part provides details related to when additional parking spaces are needed and how spaces
are counted. Specifics are provided for the minimum number of parking spaces required for an
array of residential uses and non-residential uses. Adjustments to the minimum number of
parking spaces must go through the zoning variance approval process. Reductions may be
approved after demonstrating use of transit and shared parking.

Part 3D: Bicycle parking


As stated in the Code, “the bicycle parking requirements of this Part are intended to encourage
the use of bicycles as a means of transportation in the City of Orlando, by ensuring that

adequate bicycle parking facilities are provided at travel destinations. By encouraging the use of
bicycles, the public health, safety and welfare will be furthered through improved air quality,
reduced energy consumption and more efficient use of vehicular parking facilities. The bicycle
parking requirements of this Part shall apply to all new development, substantial improvements
and substantial enlargements.” Details are provided regarding the minimum number of bicycle
parking spaces required along with location and design.

Part 3E: Downtown parking program and transit system


This part will have little effect on the three Main Street districts since the intent of this part of
the Code is to regulate off-street parking located within the designated Downtown Parking Area
shown in Figure 2. All three districts are outside this area.

It should be noted that the Transportation Engineering Division's traffic studies group reviews parking
complaints related to City Code requirements and issues work orders as needed to address these
complaints. Examples of this include parking restrictions within 30 feet of a stop-controlled approach
or to meet sight distance requirements.

CITY OF ORLANDO RESIDENTIAL PARKING PETITION PROCESS


The Residential Parking Petition Process provides residents citywide with the ability to petition the City
of Orlando to modify their on-street parking. This process is another way that parking within the study
area may change. Through the petition, property owners may add new parking restrictions, change
existing restrictions, or remove existing restrictions previously established by a petition, even in the
absence of a traffic or public safety concern. The petition can only be used for one street block at a
time. The petition must include the change requested, a list of the addresses of all the properties
affected by the change, and signatures of approval from approximately 90% of the property owners on
the affected block. At that point, the Traffic Operations Engineer will make a final determination about
the proposed change based on an engineering study of the street segment. Changes could include signs
indicating no parking or restricted parking hours.

EXISTING CONDITIONS
The existing conditions analysis summarizes survey results for Mills 50 and evaluates parking supply and
demand within the district.

PARKING INVENTORY
As part of the existing conditions analysis, a parking inventory was conducted for Mills 50. The
inventory includes parking areas within the district plus a 900-foot buffer beyond the district
boundaries. Each public parking lot, parking garage, and on-street parking area was cataloged as an
individual parking zone. Field reviews were conducted on Friday, January 11, 2019, Monday, January 21,
2019, Wednesday, January 23, 2019, and Friday, January 25, 2019 to observe the total number and type
of parking spaces in each zone. Restrictions such as handicapped, time limited, permit only, or
employee only spaces were noted for each zone. While most parking spaces conformed to a standard
dimension of 9-feet x 18.5-feet, some spaces varied from this standard. For on-street parking, individual
parking spaces were assumed to be 20 feet in length where not physically marked/designated. The
parking zones are illustrated in Figure 3, and an overall summary is provided in Table 1.

In addition to an overall summary of the parking spaces available in Mills 50, an analysis was also
conducted to determine the number of spaces surrounding focus areas in the district. Observations
from the field review and the survey responses identified the Virginia Drive area and the Colonial Drive
area to be two main focus areas in the district.

The analysis determined the number of parking spaces in the district within a five-minute walk and a
ten-minute walk, and these walkshed areas are demonstrated in Figure 4 and Figure 5, respectively.
This analysis was based on the roadway network and assumed a ¼-mile coverage in 5 minutes and ½-
mile coverage in 10 minutes (i.e., average walking speed of 3 mph).

Parking Signage
As part of the field review, any signage restricting parking was cataloged
for each zone. For parking lots and garages, this was usually in the form
of signage restricting spaces to employees or customers and the spaces
with this restriction are cataloged under “Private Property” in the tables
above. Figure 6 provides an example of this type of signage.

While parking lots and garages have signage for access restrictions,
many street parking zones have time restrictions. These are usually
placed by the City of Orlando, though some are placed by private
entities, and indicate how long someone can park in a space at a certain
time. A summary of the street parking signage restrictions in Mills 50 is
shown below.

SURVEY RESULTS
As part of the existing conditions analysis, surveys were conducted for residents, business owners and
employees, and visitors in Mills 50. The full survey results are provided in Appendix B.

Residents
Residents of Mills 50 were surveyed on a variety of topics related to parking within the district.

Resident Survey Results


There were 93 resident responses to the survey and some significant highlights from these responses
were condensed into several charts in Figure 8. It indicates how easy residents find it to locate parking
in Mills 50, with 45 percent of residents finding it somewhat or extremely easy to find parking. As
Figure 8 shows, 37 percent of residents are somewhat or very satisfied with the parking experience in
Mills 50. Another important metric of the experience of Mills 50 residents is how business patrons
visiting Mills 50 affect the residents. Figure 8 shows that 37 percent of residents find business patrons
somewhat or extremely respectful.

The survey also asked residents what part of Mills 50 they felt most strongly about. The responses to
this question are shown in the heat map in Figure 8, which indicates that residents care most strongly
about multiple areas surrounding Mills Avenue.

Resident Survey Comments


The survey results also yield important comments that provide a deeper understanding of what is
important to Mills 50 residents and what can be done to improve their overall satisfaction with parking
in Mills 50. Several issues were mentioned repeatedly in the resident comments and are shown below
to highlight their importance.

Residents expressed disappointment with parking enforcement

Numerous residents are disappointed with poor enforcement of parking restrictions on neighborhood
streets, as visitors and business employees often park illegally.

Residents are frustrated by business patrons and employees using parking on neighborhood streets

Multiple residents expressed frustration that business patrons park on their streets and congest their
neighborhood. They noted that this was because there are so many small parking lots for popular
businesses in Mills 50. They also reported that these patrons are sometimes rude, blocking their
driveways and leaving trash in their yards.

Residents are uncomfortable with high speeds on Thornton Avenue

Residents indicated that drivers speed on Thornton Avenue between Marks Street and Lake Highland
Drive, making street parking more difficult and walking in the area less safe.

Residents are disappointed with the lack of a consistent police presence

Residents indicated the desire for a more consistent police presence in Mills 50, especially during the
late hours the bars operate. This coincides with their frustration with patron parking on neighborhood
streets, as part of the residents’ concerns are belligerent or impaired patrons accessing their vehicles on
neighborhood streets late at night.

Residents expressed a desire for more parking in Mills 50

Many residents believe that there is simply not enough parking in Mills 50. They desire the addition of
more parking in the form of a large parking lot or garage.

Residents expressed frustration about pedestrian signals in Mills 50

Residents indicated that pedestrian signals throughout Mills 50 take too long to turn green, which
increases the time it takes pedestrians to reach their destination. This makes parking and walking to a
destination a less attractive option.

Residents are disappointed by the state of pedestrian infrastructure in Mills 50

Residents noted that sidewalks are often narrow and poorly maintained on Mills Avenue and Colonial
Drive. On many minor streets in Mills 50, there are sidewalks on only one side of the street, which are
also often poorly maintained.

Resident Survey Recommendations


In addition to highlighting parking issues in Mills 50, residents were also asked to provide any solutions
they would like to see implemented to improve these parking issues. These recommendations are
shown below.

Residents recommended better parking management

Residents indicated that parking enforcement was often unsatisfactory and recommended more
consistent enforcement. Residents also noted that poor parking sign placement makes it difficult to see
where parking is and is not allowed. Residents recommended painting curbs yellow where parking is
not allowed to improve clarity.

Residents recommended a more consistent police presence

Residents are concerned by the patrons of local bars during night hours and recommended a more
consistent police presence to encourage responsible behavior at the bars and in the neighboring
streets.

Residents recommended changes to slow down Thornton Avenue

As discussed above, some residents are concerned by high speeds on Thornton Avenue between Marks
Street and Lake Highland Drive, which they feel makes street parking more difficult and the road more
dangerous for pedestrians. The residents recommended adding stop signs and speed bumps on
Thornton Avenue to slow down vehicles. It should be noted that FDOT has recently completed a study
that recommended the northbound and southbound approaches to the intersection of Colonial Drive
and Thornton Avenue be converted to right turn only. If implemented, this change may affect travel
patterns as well as address some of the concerns about speeding on Thornton Avenue.

Residents recommended providing more off-street parking

Residents clearly expressed a desire for more parking in Mills 50, particularly in the form of a parking
garage.

Residents recommended better signal timing for pedestrians

Residents are frustrated by the time it takes for pedestrian signals to turn green at intersections
throughout Mills 50. They recommended retiming these signals to provide more frequent and longer
pedestrian walk times.

Residents recommended improving pedestrian infrastructure in Mills 50

Residents noted the poor state of some pedestrian infrastructure in Mills 50 and recommended the
repair of broken sidewalks and the widening of narrow sidewalks, as well as the construction of
infrastructure like bump-outs that could improve pedestrian comfort and safety.

Residents recommended additional parking strategies to create a better parking experience in Mills
50

Some residents believe that the current parking system in Mills 50 is not sufficient to handle parking
needs in the district. Two different parking strategies were recommended, with the first being shared
parking agreements and the second being a demand-based pricing strategy. The shared parking
agreements would allow late night businesses to use the parking lots of businesses with normal
business hours for a small fee. The demand-based pricing strategy would put a price on heavily desired
parking spaces during peak hours, allowing people to decide how much they want that parking.

Business Owners and Employees


Business owners and employees in Mills 50 were surveyed on a variety of topics related to parking
within the district.

Business Owner and Employee Survey Results


There were 102 business owner or employee responses to the survey and some significant highlights
from these responses were condensed into several charts in Figure 9. It indicates how easy business
owners and employees find it to locate parking in Mills 50, with 40 percent of those surveyed finding it
somewhat or extremely easy to find parking. It also shows that only 26 percent of business owners and
employees believe that business patrons can find parking somewhat or extremely easily. Additionally,
as Figure 9 shows, only 22 percent of business owners and employees are somewhat or very satisfied
with parking availability in Mills 50. Another important factor to note is where business owners and
employees park. Figure 9 shows that 57 percent of those surveyed parked in an on-street location.

The survey also asked business owners and employees what part of Mills 50 they felt most strongly
about. The responses to this question are shown in the heat map in Figure 9, which indicates that
business owners and employees care most strongly about small, focused areas in the district.

Business Owner and Employee Comments


The survey results also yield important comments that provide a deeper understanding of what is
important to Mills 50 business owners and employees and what can be done to improve their overall
satisfaction with parking in the district. Several issues were mentioned repeatedly in their comments
and are shown below to highlight their importance.

Business owners and employees expressed concern about some of the same issues that are described
in the Resident Survey Comments section, like the lack of parking. They also expressed their own
specific concerns, which are described below.

Business owners and employees struggle to find parking

Business owners and employees often have small parking lots in Mills 50, meaning that the only other
place to park is on the streets in the surrounding neighborhood. However, this has been made difficult
by the two-hour parking restrictions on many neighborhood streets. This means that business owners
and employees often have to walk five blocks or more from available parking to their business.

Business owners are concerned by high speeds on Mills Avenue

Some business owners note that Mills Avenue has high speeds, which makes visitors uncomfortable and
less likely to park and walk to their businesses. This is detrimental to business owners as many do not
have sufficient parking spaces on their property.

In addition to highlighting parking issues in Mills 50, business owners and employees were also asked to
provide any solutions they would like to see implemented to improve these parking issues. Their
recommendations are shown below.

Business owners and employees recommended changes to parking restrictions in Mills 50

Business owners and employees expressed frustration with the city’s decision to add two-hour parking
restrictions to many nearby neighborhood streets. Many of those surveyed recommended removing
those restrictions to allow easier parking for them and their customers. Barring that, they
recommended more nuanced restrictions, like allowing parking without time limits during the day and
then restricting parking to two hours at night.

Business owners and employees recommended traffic calming measures to slow speeds on Mills
Avenue

As noted above, many of those surveyed are concerned by the high speeds on Mills Avenue and
recommended that efforts be taken to reduce these speeds. This could be done by narrowing travel
lanes and/or adding wider sidewalks.

Visitors
Visitors to Mills 50 were surveyed on a variety of topics related to parking within the district.

Visitor Survey Responses


There were 442 visitor responses to the survey and some significant highlights from these responses
were condensed into several charts in Figure 10. It indicates how easy visitors find it to locate parking in
Mills 50, with 31 percent of those surveyed finding it somewhat or extremely easy to find parking. As
Figure 10 shows, 30 percent of visitors are somewhat or very satisfied with parking availability in Mills
50. Another important factor to note is where visitors park. Figure 10 shows that 50 percent of visitors
use on-street parking more than a block from their destination.

The survey also asked visitors what part of Mills 50 they felt most strongly about. The responses to this
question are shown in the heat map in Figure 10, which indicates that visitors care most strongly about
Mills Avenue from Colonial Drive to Virginia Drive.

Visitors commented that some parking areas in Mills 50 feel unsafe

Visitors described feeling unsafe in certain parking areas in Mills 50. This was usually because these
were unsecured dirt lots or because there was poor lighting. They also noted there are a significant
number of vagrants in the area.

Visitors are frustrated by how difficult it is to cross Mills Avenue

Visitors noted that there are few legal crossings along Mills Avenue, especially north of Colonial Drive.
This is inconvenient and also leads to some pedestrians running across Mills Avenue at unmarked
crossing locations.

Visitor Survey Recommendations


In addition to highlighting parking issues in Mills 50, visitors were also asked to provide any solutions
they would like to see implemented to improve these parking issues. Their recommendations are
shown below.

Visitors recommended better lighting throughout Mills 50

Several visitors noted there is poor lighting throughout Mills 50, which makes visitors feel unsafe and
discourages shopping along Mills Avenue and Colonial Drive during night hours. They recommended
replacing old, dim lights and adding lights in places with insufficient lighting.

Visitors recommended more pedestrian crossings along Mills Avenue

Visitors noted that there is a lack of pedestrian crossings along Mills Avenue. Visitors recommended
adding pedestrian crossings along Mills Avenue, either by signalizing intersections or by installing
Rectangular Rapid Flashing Beacon (RRFB) crossings.

Visitors recommended a shuttle service to connect Mills 50

Visitors noted that while parking is hard to find in popular parts of Mills 50, it is much easier to find in
quieter parts of the district. These visitors recommended a LYMMO-type shuttle service that would
bring visitors to the heart of Mills 50 to encourage parking in other places and lessen the parking load in

the central part of Mills 50. It was also recommended that this shuttle connect to other districts like
Ivanhoe Village and College Park, as well as downtown Orlando.

Survey Analysis
In addition to reviewing specific comments made by each user type in the survey responses, further
evaluation was undertaken to identify statistically correlated relationships. For example, relationships
were evaluated between residents’ perceptions and how long they have lived in the district.

In Mills 50, three question pairs showed correlation and significance. This means that they showed a
correlation factor of greater than 0.5 on a scale from 0 to 1 and a p-factor significance less than 0.05.
These relationships are described below:

• Residents who agree that neighborhood streets should be shared with business patrons tend to
think it's easy for them or their guests to find parking in their neighborhood.
• Residents who agree that neighborhood streets should be shared with business patrons tend to
believe business patrons are respectful of their neighborhood.
• Residents who agree that neighborhood streets should be shared with business patrons tend to
believe successful businesses have a positive impact on their neighborhood.

This information can provide guidance on issues that truly matter to residents when solving parking
issues in the future. A detailed summary of the statistical analysis completed can be seen in Appendix
B.

PARKING UTILIZATION
As part of the existing conditions analysis, parking utilization was evaluated during two representative
periods of high activity in the district. For Mills 50, this data was collected on Tuesday, April 2, 2019,
Wednesday, April 3, 2019, Thursday, April 4, 2019, and Tuesday, April 9, 2019, from 12:30 PM to 4:30
PM and on Saturday, April 6, 2019, and Saturday, April 13, 2019, from 7 PM to 11 PM – representing a
busy weekday afternoon and a busy weekend evening period, respectively. Several zone recounts were
conducted on Tuesday, April 30, 2019, and Saturday, May 4, 2019, to supplement the data.

Weekday Afternoon
The parking utilization over a 4-hour period on a weekday afternoon (12:30 to 4:30 PM) is illustrated in
Figure 11. The data is presented as the percentage of total parking spaces that are occupied along a
street parking zone, in a given parking lot, or in a parking garage. The following trends are noted from
the utilization data:

Virginia Drive and Mills Avenue Area

• The area around the intersection of Virginia Drive and Mills Avenue experiences steady parking
occupancy above 60%.
• Multiple individual office and business zones are above 60% occupancy.
• Several street parking zones along Virginia Drive, Haven Drive, and Brookhaven Drive
experience occupancy over 60%.

Mills Avenue: Between Colonial Drive and Virginia Drive

• The area along Mills Avenue between Colonial Drive and Virginia Drive is mostly underutilized,
but there are pockets of utilized area. Five to ten small parking lots are highly utilized (>85%) in
the weekday afternoon period, including Orange Studio, LGBTQ+ Center, and Educe Salon.
• While Mills Avenue has few street parking zones that exceed 60%, several minor street parking
zones in this area experience high utilization, including Oregon Street, Lake Highland Drive,
Weber Street and Terrace Boulevard.

Colonial Drive and Mills Avenue Area

• The area around the intersection of Colonial Drive and Mills Avenue experiences consistent
demand in the weekday afternoon period, with multiple parking lots experiencing high
utilization, including Little Saigon, Anthony’s Pizza and Publix.
• Street parking zones along Mills Avenue experience moderate to high utilization throughout the
afternoon period, while minor streets like Hillcrest Street see moderate utilization throughout
the afternoon period.

Mills Avenue: Robinson Street and Colonial Drive

• The area along Mills Avenue between Robinson Street and Colonial Drive is mostly
underutilized, but there are pockets of more utilized zones. Five to ten parking lots are
moderately utilized (60% to 85%) in the weekday afternoon period.
• Street parking zones are mostly underutilized, but there is consistently parking utilization above
85% street near Howard Middle School, especially between 3:30 and 4:30 PM at pickup time.

Colonial Drive: West of Mills Avenue

• The area along Colonial Drive west of Mills Avenue is mostly underutilized, but there are
pockets of more utilized zones. Five to ten parking lots are moderately utilized (60% to 85%)
and one to two zones are heavily utilized (>85%) in the weekday afternoon period, including
Pendas Law Firm and Diva Salon Furniture.
• Street parking zones are mostly underutilized, with three to five zones showing moderate
utilization in the weekday afternoon period.

Colonial Drive: East of Mills Avenue

• The area along Colonial Drive east of Mills Avenue experiences modest utilization, with five to
ten parking lots that are moderately utilized (60% to 85%) and one to two zones that are heavily
utilized (>85%) in the weekday afternoon period, including the Learn Sativa Institute and the
Natural Food Health Center.
• Street parking zones are mostly underutilized, with three to five zones showing moderate
utilization in the weekday afternoon period.

Saturday Evening
The parking utilization over a 4-hour period during a Saturday evening (7 PM to 11 PM) is illustrated in
Figure 12. The data is presented as the percentage of total parking spaces that are occupied along a
street parking zone, in a given parking lot, or in a parking garage. The following trends are noted from
the utilization data:

Virginia Drive and Mills Avenue Area

• The area around the intersection of Virginia Drive and Mills Avenue is not heavily utilized in the
Saturday evening period. Less than five zones experience occupancy over 60%.
• Several street parking zones along Dauphin Lane, Haven Drive, Mills Avenue and Virginia Drive
experience occupancy over 60%, but only one to two exceed 85%.

Mills Avenue: Between Colonial Drive and Virginia Drive

• The area along Mills Avenue between Colonial Drive and Virginia Drive experiences consistent
use, with five to ten small parking lots that are highly utilized (>85%) in the Saturday evening
period, including Will’s Pub, Uncle Lou’s and Hawkers Asian Street Fare.
• Street parking in this area experiences significant demand in the Saturday evening period, with
about five street parking zones experiencing moderate demand (60% to 85%) and five street
parking zones experiencing high demand (>85%). Streets with this high demand include Mills
Avenue, Canton Street, Weber Street, Oregon Street and Lake Highland Drive.

Colonial Drive and Mills Avenue Area

• The area around the intersection of Colonial Drive and Mills Avenue sees sporadic demand in
the Saturday evening period, with less than five parking lots experiencing utilization greater
than 60%. One or two of these were over 85% utilization, including King Bao and Saigon Market.
• Street parking zones along Mills Avenue experience moderate to high utilization throughout the
Saturday evening period.

Mills Avenue: Robinson Street to Colonial Drive

• The area along Mills Avenue between Robinson Street and Colonial Drive is not highly utilized,
with no parking lots over 60% utilization in the Saturday evening period.
• Street parking zones are mostly underutilized, but there are a few zones over 60% utilization in
the Saturday evening period and none reach 85% utilization.

Colonial Drive: West of Mills Avenue

• The area along Colonial Drive west of Mills Avenue is underutilized, with no parking lots
exceeding 60% utilization in the Saturday evening period.
• Street parking zones are not highly utilized, with three to five zones showing moderate
utilization in the Saturday evening period.

Colonial Drive: East of Mills Avenue

• The area along Colonial Drive east of Mills Avenue experiences low utilization, with less than
five parking lots that experience utilization over 60% and one to two lots over 85% utilization,
including Natural Health Food Center and Shin Jung Korean Restaurant.
• Street parking zones are not highly utilized, with three to five zones showing moderate
utilization in the weekday afternoon period.

PEDESTRIAN EVALUATION
Mills 50 is a dynamic area with many shops and restaurants that encourage visitors and residents to
make several stops on any particular visit. Having pedestrian infrastructure that safely and comfortably
connects the land uses to each other and to the highly utilized parking areas is critical to the economic
health and vitality of the district.

As part of this parking study, a brief review of the pedestrian network and infrastructure was conducted
to evaluate opportunities for improvement. Pedestrian focus areas were identified through a
comparison of the 5-minute walking areas, survey feedback, and the highly utilized parking areas. A
field review was conducted on June 3, 2019, to evaluate the pedestrian infrastructure along Mills
Avenue between Virginia Drive and Lake Highland Drive. As a result of the field review, the following
opportunities to enhance pedestrian comfort and connectivity were identified:

• Improve narrow and poorly maintained sidewalks

Pedestrian sidewalks were uncomfortable to use in several places in Mills 50. This included
narrow sidewalks set on the back of curb, forcing pedestrians close to the road, as well as
poorly maintained sidewalks that were difficult to navigate in some locations. An example of
this kind of sidewalk is shown in Figure 13. A sidewalk renovation project could be considered
to improve sidewalks throughout the district.

• Mark minor street crosswalks at intersections on Mills Avenue

Multiple intersections along Mills Avenue did not have marked crosswalks on the minor street
approaches. An example of this issue is shown in Figure 14. It is recommended that minor street
crosswalks be painted to emphasize pedestrian facilities along Mills Avenue.

• Implement Leading Pedestrian Interval (LPI) on minor approaches at signalized intersections

At the signalized intersection of Mills Avenue and Lake Highland Drive it was observed that LPI
was used for crossing the south and north approaches on the major street (Mills Avenue), but
not on east and west approaches on the minor street (Lake Highland Drive). It is recommended
that LPI be used on both major and minor approaches throughout the district to reduce
pedestrian-vehicle conflicts.

• Utilize pedestrian recall at signalized intersections during peak pedestrian periods

At the signalized intersections of Mills Avenue at Virginia Drive and Mills Avenue at Lake
Highland Drive, it was observed that pedestrian recall was not used, forcing pedestrians to wait
until the next cycle to receive the WALK phase. It is recommended that pedestrian recall be
considered at all signals in the district during peak pedestrian periods.

• Consider additional pedestrian crossing locations along Mills Avenue

The survey responses reviewed for Mills 50 reflected a consistent desire for more places to
cross Mills Avenue, as there are only two signalized intersections between Colonial Drive and

Virginia Drive. During the field review it was determined that the intersection of Mills Avenue
and Canton Street is an ideal location for a pedestrian crosswalk, as it is approximately halfway
between the signalized intersections at Lake Highland Drive and Marks Street and adjacent to
restaurants and shops. Past reports were also reviewed for pedestrian recommendations. The
city’s District Bicycle and Pedestrian Feasibility Memorandum identifies other potential locations
for pedestrian crosswalks, including locations at Montana Street, Oregon Street, Canton Street,
Weber Street, Park Lake Street and Concord Street (presented as Figure 15).

PARKING ISSUES AND SOLUTIONS


Through the existing conditions analysis, including an evaluation of available parking, parking
utilization, and public input, specific parking issues in the district have been identified. This section will
discuss the parking issues identified in Mills 50, as well as provide a range of solutions to these issues
that can be pursued to create a better parking experience for all users in Mills 50. Each issue area is
described below and accompanied by suggested solutions.

RESIDENTIAL PARKING PETITION UPDATE


It is recommended that a detailed evaluation of the City’s parking petition process be conducted to
determine whether existing criteria should be modified or additional criteria should be added to the
process. These could include modifying the percentage voting thresholds based on the land use or
changes to how residents file a petition. This study could result in an updated and more robust
residential parking petition process.

PARKING AVAILABILITY IN THE MILLS AVENUE AREA


The occupancy data and survey responses indicate that parking along Mills Avenue has consistently
high demand due to the wide variety of popular shops and restaurants in this area. As a result, this
portion of Mills 50 is the most utilized and often lacks nearby parking opportunities, forcing business
patrons to search for parking elsewhere and walk longer distances to reach their destination(s). The
following suggestions are recommended to increase parking availability in this high demand area:

• Improve Shared Access to Increase On-Street Parking

New on-street parking could be added in Mills 50 by consolidating business access and
removing unnecessary driveways on Mills Avenue and Virginia Drive. With coordination and
support from local businesses, this could be accomplished through shared access agreements
and by improving parking lot access from side streets.

• Shared Parking Agreements

While the area along Mills Avenue between Colonial Drive and Virginia Drive experiences high
occupancy in many parking zones, many parking zones in the same area are not occupied. For
example, of the 55 parking lots fronting Mills Avenue, nine are more than 85% utilized
(representing 143 parking spaces) during the Saturday night peak. However, 42 parking lots are
less than 60% utilized (representing 652 available parking spaces along Virginia Drive). It is
recommended that the city facilitate shared parking agreements between neighboring
businesses in the district to better utilize the parking at locations that are closed at night or on
the weekend. Perhaps a district-funded security patrol could alleviate the security concerns of
business owners that are closed during those periods.

PEDESTRIAN RECOMMENDATIONS IN THE NORTH MILLS AVENUE AREA


From the survey data, multiple users indicated frustration with the pedestrian facilities along Mills
Avenue. They noted that there are only two pedestrian crossings along Mills Avenue from Colonial
Drive to Virginia Drive. This makes accessing businesses on the other side of Mills Avenue difficult and
encourages driving between destinations within the district.

Narrow sidewalks and unmarked minor street crosswalks contribute to an environment where the
pedestrian feels neglected and limits pedestrian connectivity along Mills Avenue. Suggestions to
improve pedestrian connectivity include:

• Improve narrow and poorly maintained sidewalks

• Require enhanced sidewalk infrastructure as redevelopment occurs

The City could encourage or require redevelopment projects to improve and upgrade the
existing sidewalk infrastructure to meet the desired streetscape for enhanced pedestrian
mobility and accessibility in the district.

PARKING SIGNAGE
A wide variety of street parking restrictions was noted during the field review and inventory. These
restrictions are noted by parking signs bearing the specific restriction area and time period. The most
common restriction still allowing parking is “2 Hour Parking – 8 AM to 6 PM”; however, a number of
other restrictions are also given throughout the district. Some only vary by changing the time period,
such as “2-Hour Parking – 8 AM to 10 PM”, while others indicate that the area becomes a tow away
zone at certain times of the day. Generally, parking signage was clear and provided at appropriate
intervals.

There were exceptions where street parking restriction signs varied in some parts of the district. As an
example, Mills Avenue had the same street parking restriction of “2 Hour Parking, 8 AM – 6 PM for
three consecutive zones while traveling north from Weber Street to Lake Highland Drive. Then, one
zone from Lake Highland Drive to Montana Street had the restriction of “2 Hour Parking, 8 AM – 10 PM”
before restrictions reverted back to “2 Hour Parking, 8 AM – 6 PM”. The city may want to consider using
more consistent time restrictions throughout the district for simplicity. Certain areas may warrant
exceptions where justified.

A wide variety of private property restriction signs are being used in private parking lots and garages,
which can also lead to confusion for visitors / patrons. The city has an opportunity to coordinate with
Mills 50 to create a consistent parking restriction sign format that utilizes the district’s brand/logo and
could be used by private property owners.

Regular enforcement of the street parking restrictions should occur, especially at night when survey
responses indicate that restrictions are ignored more frequently.

RESIDENTIAL STREET PARKING


Several residents expressed frustration that business patrons park on their streets and congest their
neighborhood. They noted that this was because there are so many small parking lots for popular
attractions in Mills 50, including Educe Salon, Ten10 Brewing Company, and the Mills Park shopping
center. The parking utilization data supports this, with occupancy levels exceeding 75% on the following
residential streets: Virginia Drive, Montana Street, Shine Avenue, Lake Highland Drive, Oregon Street,
Weber Street, Terrace Boulevard, Mills Avenue, Park Lake Street, Hillcrest Street and Haven Drive.

Residents along Haven Drive specifically commented that their street parking is regularly taken by
residents of the nearby Mills Park Gallery apartments. The parking restriction was changed to 2-hour
parking along Haven Drive, but this also created a disadvantage for Haven Drive residents as some
residents don’t have garages and must park on the street. Residents expressed frustration with the cut-
through traffic of visitors entering the Mills Park shopping center, and some have suggested restricting
access between Mills Park and Haven Drive. It is recommended that the city consider parking
restrictions along the residential streets noted above in combination with potential shared parking
agreements among the businesses.

CONCLUSIONS AND RECOMMENDATIONS


The City of Orlando requested Kittelson & Associates, Inc. to conduct an overview of parking within
three of the city’s Main Street districts – College Park, Ivanhoe Village and Mills 50. The project includes
a summary of current parking policies, an inventory of existing parking and restrictions, an evaluation of
perceived parking issues from residents, business owners/employees and visitors, and suggested
improvements / solutions. This report detailed the results for Mills 50.

CONCLUSIONS
The inventory identified 251 parking lots totaling 7,899 spaces, and 365 street parking zones totaling
4,557 spaces. Of these zones, many of the parking lots and garages have private property restrictions,
and many of the street parking zones have time restrictions. Providing greater clarity and
standardization of these parking restrictions can encourage easier parking for everyone.

A review of pedestrian accommodations revealed there are opportunities to enhance pedestrian


crossings along Mills Avenue to create more comfortable and safe connections between the district’s
attractions and parking areas.

The survey garnered responses from 93 residents, 102 business owners and employees, and 442
visitors. The survey responses indicated that many users are dissatisfied with parking in Mills 50.
Reasons for this dissatisfaction include increased traffic in the area, inadequate pedestrian facilities,
and parking conflicts between residents and business patrons.

The occupancy data revealed consistent demand along Mills Avenue and the streets that connect to
Mills Avenue during the district’s peak activity periods. There was also high demand along Colonial
Drive near Mills Avenue.

The following recommendations are made to enhance the parking experience and satisfaction in Mills
50:

Chapter 39 (Orlando Traffic and Parking Code)

This Chapter covers the following topics.

For the Transportation Engineering Division, there are several special duties (Section 39.08) granted to
the Transportation Engineering Division Manager (or designee), which may facilitate the implementation
of parking recommendations for the three Main Street Districts. Code citations are provided followed by
analysis.

“(3) Make temporary rules regulating traffic and on-street parking outside the Parking Division
Downtown District or testing traffic-control devices under actual conditions of traffic. Such rules
regulating traffic may remain in effect for up to one hundred twenty (120) days; provided, however, that
such period may be extended by action of City Council for a period not to exceed two (2) years. Such
rule shall not be binding upon the public unless indicated by appropriate signs or under the personal
direction of a police officer.”

“(4) Determine the location of passenger loading zones and on-street parking outside the Parking
Division Downtown District and place and maintain appropriate signs indicating the same and stating
the hours during which the provisions of this section are applicable. The Transportation Engineering
Division Manager shall not designate or mark any such zone upon special request of any person, unless
such person makes application for a permit for such zone and for two (2) signs to indicate the ends of
each such zone.”

“(5) Establish bus stops and taxi stands for passenger common carrier motor vehicles, including
taxicabs, on the public streets, in such places and in such number as he shall determine to be of the
greatest benefit and convenience to the public. Every such bus stop or stand for passenger common
carrier motor vehicles shall be designated by appropriate signs. A service fee may be imposed, in
accordance with a schedule adopted by the City Council, under this section upon the operator of any
such bus or other passenger common carrier motor vehicle for the privilege of using such stop or stand;
provided, however, that nothing herein contained shall be deemed to affect in any manner the
provisions of Chapter 55 of this Code.”

“ (14) Outside the Parking Division Downtown District, the Transportation Engineering Division
Manager shall determine and designate whether or not parking shall be allowed upon one or both sides
of any street, the parking time or limitations or promulgate, adopt and amend schedules designating
parking limitations and shall erect, place and maintain signs, devices or markings giving notice thereof.”
This provision allows the Division Manager to make any of these enumerated changes without City
Council action.

“(15) Coordinate with residential/neighborhood groups and associations any written request for a
residential parking permit program, determined by field study as necessary, to regulate on-street parking in
residential neighborhoods.”

Section 39.26 – Standing or Parking of Buses and Taxicabs


“The driver of a bus, hackney or taxicab shall not stand or park upon any street at any place other than
at a bus stop, hackney stand or taxicab stand, respectively, except that this provision shall not prevent
the driver of any such vehicle from temporarily stopping in accordance with other stopping or parking
regulations at any place for the purpose of and while actually engaged in loading or unloading
passengers.”

Chapter 61 (Roadway Design and Access Management, Part 3 – Parking and Loading)

Part 3A – Off-Street Parking


As stated in the Code, “The off-street parking requirements of this Part are intended to provide
minimum standards necessary for the parking needs of the various uses permitted by this Chapter, to
protect the capacity of the City’s street system and avoid undue congestion on those streets, and to
lessen unnecessary conflicts between vehicles and pedestrians. Methods are also provided to encourage
the use of bicycles and mass transit in order to reduce potential demand for off-street parking.” This
part outlines when off-street parking applies and describes the specifications that need to be followed.

Part 3B – Landscaping for parking lots and garages


As stated in the Code, “Parking lot landscaping required by this Part is intended to promote the public
health, safety and general welfare by establishing minimum requirements for the amount, location and
maintenance of landscaped areas in connection with parking lots and other vehicular use areas; to
protect the character and stability of residential, business, institutional and industrial areas; to
channelize and define logical areas for pedestrian and vehicular circulation; to reduce heat and glare
generated by paved surfaces; to conserve the value of land and buildings on surrounding properties and
neighborhoods; and to enhance the scenic values of the City Beautiful.” This section applies to the
construction of all new vehicular use areas or any changes to existing buildings that would result in the
need for additional parking.

Part 3C – Number of Parking Spaces


This part provides details related to when additional parking spaces are needed and as to how spaces
are counted. Specifics are provided for the minimum number of parking spaces required for an array of
residential uses and non-residential uses. Adjustments to the minimum number of parking spaces must
go through the zoning variance approval process. Reductions may be approved after demonstrating use
of transit and shared parking.

Part 3D – Bicycle Parking
As stated in the Code, “the bicycle parking requirements of this Part are intended to encourage the use
of bicycles as a means of transportation in the City of Orlando, by ensuring that adequate bicycle parking
facilities are provided at travel destinations. By encouraging the use of bicycles, the public health, safety
and welfare will be furthered through improved air quality, reduced energy consumption and more
efficient use of vehicular parking facilities. The bicycle parking requirements of this Part shall apply to all
new development, substantial improvements and substantial enlargements.” Details are provided
regarding the minimum number of bicycle parking spaces required along with location and design.

Part 3E – City of Orlando Downtown Parking Program and Transit System


This part will have little effect on the three Main Street Districts since this Code’s part intent is to have
off-street parking located within the designated Downtown Parking Area (see graphic below). All three
districts are outside this area.

could relate to the City of Orlando’s parking policies. This literature review includes: executive
summary, Orlando’s Growth Management Plan, Orlando’s Land Development Code, and the
Residential Parking Petition Process. Related documents have been collected and are provided
for future reference.

Executive Summary
• Parking policies are included in the City’s Transportation Element of the Growth Management
Plan (very broad) with specific requirements and procedures provided in the City’s Land
Development Code
• Parking requirements are tied to the land uses of new development or redevelopment – broadly
in the Future Land Use Element and more specifically in the Land Development Code
• As new parking options are considered for the College Park, Ivanhoe Village, and Mills50 Main
Streets Districts, other factors should be considered.
