1. UNDERSTANDING OF THE TERMS OF REFERENCE

1.1 General
New Mangalore Port Trust is a the deep-water, all-weather port at Panambur, Mangalore in
Karnataka state. It is the only major port of Karnataka and is currently the ninth largest port in
India. The port serves hinterland of Karnataka state and to some extent state of Kerala. The
National Highway (NH-17) passes adjoining the port. The nearest railway station is Thokur TOK
(only for goods), but passengers have to alight at Suratkal Railway station, which is
approximately 6 Kms on the Mumbai -Manglore Konkan Railway route. The Railway network
inside the Mangalore port comes under the jurisdiction of Palghat Division (DEN/West region).
It is also learned that the Mangalore Port is the major revenue earner of PGT Division and
hence any capacity augmentation as proposed now will be welcomed by office of the
DRM/PGT.
The major commodities exported through the port are iron ore concentrates & pellets, iron ore
fines, gypsum, food grains etc which are mainly handled through the Rail network, using the
Panambur marshalling yard. In order to meet the increased traffic demand, the Port is
constructing new berths and hence the existing Railway network is to be strengthened and
modified to cater to the operational demand and hence this study.

1.2 Terms of Reference / scope of work

Scope of work is limited up to feasibility study, detail Project report, detail engineering
and to prepare tender document as per the item 19 and 29 of replies to queries by
bidders and described in (ref. item 5 of Addendum NO 1). BARSYL understand the work as
a comprehensive study covering the following aspects also along with the items described in the
tender schedule mentioned above.

 Finalisation of the basic parameters of traffic and handling of this traffic from the point of view
of Mangalore port, design codes, safety and standards to be adopted. Shall also include the
study of the existing facilities at each berth and other origins of traffic inside the port, in relation
to the physical location of the existing Railway Marshalling yard. The facilities required for
custom bound and other specialised berthing and cargo sites to be also examined for defining
the facilities required.

 Surveying the existing Railway network, including the Marshalling yard, Railway tracks,
proposed take off point at the Siding from the nearby serving station and other related facilities
required for the Railway network based on the discussions above.

 Development of the alignment with respect to the laid down terms of reference, based on
discussions, site reconnaissance, survey and traffic assessment, so as to propose and

optimum, stable and constructible alignment. Designing and modifying Railway facilities in the
Marshalling yard, taking in to consideration the existing line capacity, Railway boards extant
rules for altering the yard including line capacity, signalling, Electrification in tune with the latest
SOD ( Schedule of Dimensions).

 Providing rail connectivity to the Berth No 8, 12 &13, 16, 17 & 18, exploring the various
alignments in consultation with Port authorities, keeping in mind the existing and future
operations of the PORT in this area. Identification of locations where crossings may be required
for train movements and proposing appropriate structures for the same.

 Identification of the custom bound and non custom bound area with the overall movement
of cargo. Fine tuning the traffic movements in and out of custom bound area in tune with the
existing rules and to identify ways to improve the facilities and operation of custom bound area.

 Identification of the salient features of the Marshalling yard, alignment and other important
structures with respect to logistics and ease of construction.
 Identification of potential technical threats to the alignment, traffic flow and its mitigation.

 Preparation of the Feasibility report, incorporating all the above and supported by surveys,
rules, codes, SOD, abstract cost estimate, the general information about the terrain, topography
and alignment and programme of work and other relevant technical details. Get the Feasibility
report approved by the client.

 Preparation of Detailed Project Report and incorporating the all accompanying documents
and drawings as identified in the deliverables and TOR. Get the DPR approved by the client and
Railways.

 Preparation of detailed work schedule including the grouping the works in to lump sum/job
work/turnkey basis.

 Preparation of the tender schedule, documents including detailed design, specifications,


drawings, bills of quantities based n the standard codes of practice, setting the pre qualification
conditions for all the works. Identification of contractors, setting time schedule, invitation of
tenders for the finalisation of the tenders.

Consultancy will be done in close accordance with Mangalore port principal engineer. This will
guarantee best possible achievement of objectives and ensure broad acceptance of
appointments and efficient progress of work.

1.0 Methodology and work plan

The work will be approached stepwise as BARSYL understands that the results of one stage
determine the planning/ execution of the next stage. That means that during the work, close
communication will be held with Mangalore Port in case that the results of one stage affect the
extent of work in the subsequent steps.

1.1 First step will be finalisation of the basic parameters which will be established on the basis
of the data provided by Mangalore Port and will cover the outline of design criteria and
construction specifications, identification of design codes, standards, safety manuals of PORT,
projected traffic and proposed handling of these traffic from the point of view of Mangalore port.
Existing facilities at each berth and other origins of traffic inside the port, in relation to the
physical location of the existing Railway Marshalling yard will be examined. The facilities
required for custom bound and other specialised berthing and cargo sites will also be examined
for defining the facilities required. Finalise the future cargo being planned for the additional
berths and the nature of loading and despatch including the type of loading, equipments used
for loading & Unloading, stocking and stacking, demurrage and wharfage policies of Port and
Railways and the proposed clients for these traffic. Once these basic parameters are defined
and finalised, then the finalisation of Railway lines to cater to these locations, the line capacity at
marshalling yard and junction utilities at the nearby Railway station in the Rail network can be
done in tune with the extant Railway rules, circulars, codes and SOD (schedule of dimensions).

1.2 Data to be provided by Mangalore port:


Mangalore port shall provide the following data before the onset of study:
 Basic technical Parameters of the project, limitations of the work if any, criteria of profile,
traffic data, nature and working of the equipments proposed for the berth, loading
patterns, clientele, safety norms to be followed for the construction, codes and Specific
specifications of work to be incorporated in the tender documents and all other relevant
information that will be required for the planning of the project.
 Control Grid network with co ordinates of Ground control points for the survey work and
alignment.
 Detailed map of Port to scale and or Satellite images or any other images of the port, if
available for verification of the same at site.
 Financial and other data required for the preparation of IRR and EIRR.
This information forms the basis for the desk work and for further investigation at site.

1.3 Approaches to Data collection
The data collection will start with preparatory desk work, then field reconnaissance, desk work
analyzing the primary field data and then field work with subsequent detailed study and
evaluation of the field data.

1.4 Second step will be the field survey. This will be preceded by a Field reconnaissance
survey and the aim of the reconnaissance is to obtain and overview of the existing Rail
alignment, facilities, proposed takeoff point, crossings, identification of critical areas / sections
and other important factors, which will influence the alignment design. The questions which
derived from the desk study will be solved. Surveyor will also collect and validate the Ground
control points and Bench marks issued by Mangalore port.
The survey work will be done using Total station and will cover the proposed alignment and
possible alternate routes which could be arrived at during the field reconnaissance survey.
During the survey, the section expert (track) shall examine and then evaluate the potential
bridge locations, crossings, cuttings and embankments, drainage and the slope areas, if any,
along the alignment. With the aid of the detailed survey information, the draft alignment shall be
arrived at together with the Mangalore port team. Then the risk assessment for the proposed
alignment shall be done, together with Mitigation programs for the risks envisaged shall be
arrived at.

1.5 Feasibility report:


After the finalization of the field investigations, discussions and survey, the data acquired will be
complied and presented as a feasibility report. The feasibility report will contain all the
information required for taking an informed and quality assessment to decide on the future
course of action. The feasibility report will contain all the matters identified in the terms of
reference identified in the tender document and elaborated above under TOR. In addition to
that the report will be worked out as follows

 Compilation of matters arising out of the discussions and analysis of the field data
 Review of the desk study and draft feasibility report by the team of experts
 Modifications resulting from the review
 Development of preliminary cost estimate and construction schedule along with first
indications of construction methods and logistics
 Working out the pros and cons of the Rail network solution
 Discussion of Environmental issues along with possible solutions

 General indication of the IRR and EIRR of the project
 Risks of project and mitigation methods
 Methodology of work and the project period

The feasibility report will be submitted for approval within the time specified and as per the
instructions of the Client. Up on approval of the same, then next step of preparing the Detailed
Project Report will be taken up.

2.6 Detailed Project Report:


The Detailed Project Report will contain all the matters identified in the terms of reference
identified in the tender document and elaborated above under TOR. In addition to that the
report will also cover the following:

 With the augmentation of data, the design assumptions will be reviewed and adopted if
and when necessary.
 Detailed Geotechnical Risk assessment and identification of techniques to mitigate these
risks. This shall define the setting, characterisation of the alignment, risk assessment for
embankments, bridge foundations and earth retaining structures, if any.
 Final design criteria standards, identification of design manuals/ codes/ standards used.
 Detailed report of field work, major features of structures and alignment.
 Results of the discussion carried out with Railway authorities.
 Space and accessibility for the site installations.
 Layout of take off point of the alignment, rail alignment to the different berths under
examination including the custom bound area & other special zones.
 Environmental factors, its impact and assessment on the project.
 Objective assessment of the proposed alignment with the terms of reference for the
project. Modifications of the same based on the discussions undertaken.
 Cost estimate and programme of work. IRR and EIRR to justify the viability of the project.
 Risks and mitigation of these risks
 Project time and work plan

2.7 Approach to estimate: Submission of Draft DPR giving detailed scope of the work along with
the abstract cost, analysis & evaluation of the field data is a part of the work. For the estimate,
values from already existing projects of PORT/Railways shall be taken and where it is not
available, cost calculation shall be done. The aim is to give an exact figure and an optimum
schedule for the project. The cost estimate shall be prepared along the requirement of the
tender and it will be indicative of the financial implication of the project. Necessary provisions
shall be given for the safety features to be undertaken while working inside a PORT area.

BARSYL shall get the Detailed Project report approved by Mangalore port. Once the DPR Is
approved by the client, shall prepare the documents required for getting approvals from the
various other departments. BARSYL shall also assist the Client Mangalore Port, in getting the
necessary approvals for the various works.

2.8 Environmental issues: The objective is to indicate an Environmental Impact Assessment and
to develop an Environmental Management Plan to the proposed activities so as to provide
technical support for presentations and to facilitate for obtaining necessary approvals from the
statutory agencies during project execution stage. These environment issues shall be identified
as per prevailing laws. Even though Railway projects are not in the list of projects or activities
requiring prior environmental clearance as per the Draft notification which the central
government proposes to issue vide S. O. 1324(E) of Ministry of Environment and Forests (New
Delhi dated 15 September, 2005), in case any laws or issues has the potential to be an obstacle
to the construction, client PORT shall be notified.

2.9 Tenders and time scheduling of the works: Once the DPR Is approved by Mangalore Port
and Railways, The items of work will be sorted out and classified under works to be done on
lump sum/job work/turnkey basis. This is necessary since the nature and the type of tenders
and contractors are different for each of these kinds of work. Get this approved by the client.
Once this is done, different tenders will be drafted and contractors identified for each. The
tender documents for the execution of works identified above shall be in line with the ministry
guidelines and will contain comprise of general conditions, general specifications/Technical
specifications, additional conditions/specifications, bill of quantities, various schedules, drawings
etc. details explaining the nature, type and magnitude of works involved, with preliminary
drawings, specifications and other details necessary to enable the intending tenderers to submit
their Bids in two cover bidding procedure. (i.e.) Technical Bid and Price Bid. The detailed
design, specifications and drawings shall be got approved from the Employer by the Firm well in
time. . BARYSL and its experts have sufficient expertise in all the stages of tendering process
and will deal with all the eventualities in consultation with the client.

2.10 Approach to time schedule: Detailing a construction program broadly based on the
experience in similar work conditions shall be a part of the project, as envisaged in the
deliverables. Assessment of the time taken for the construction contractors engaged by
Mangalore PORT for the different works in this alignment shall give an indication of the time of
completion of the project. This together with the cost estimate shall clearly indicate the overall
view of the project. The time schedule of the work of shall include the temporary works,
tendering time, design and actual period of contract work.

2.11 Approach to Safety features and Surveillance: The safety and other related concepts
working inside a PRT shall take into account by following the safety norms as detailed by the
client PORT. The safety regulations of PORT and the general practice of INDIAN RAILWAYS
will be followed in the preparation of the different works. It is suggested the client decide
beforehand the level of safety and the standard to be adhered to for these.

2.12 Approach to Quality assurance of works: An effective Quality Management will be


implemented according to Clients norms with objectives to provide sound engineering solutions
and to reduce the risk of errors and their consequences to a minimum. The project audit plan
will be developed by the Project Leader and the design team. The project audit plan may be
adjusted in the course of the project in order to suit the requirements of the project.

2.13 Desk work, drawings and In house facilities: BARSYL shall provide all required in – house
design facilities to support the team working for the project outside the home office ie at the
PORT. We have sufficient strength of Engineers, office and other staff equipped with the
necessary soft ware and hardware for timely completion the reports, working drawings, audit
and other replies, preparation of various statutory forms and applications and in general to deal
with all the correspondence and technical requirements for the timely completion of the project.
The drawing will be in AUTOCAD and the reports will be given in the style and pattern as
envisaged in the tender and in the required numbers.

2.14 Schedule of deliverables: The schedule of deliverables as envisaged in the tender shall be
followed (ref. item 3.4 Deliverables page 6 of Addendum NO 1). The organization of BARSYL
will be according to the task, i.e. the field works will be carried out by the experts team at site
whereas the desk work will be done mainly in BARSYL head office at Hyderabad.

2.15 Conclusion: This methodology and work plan presents our understanding of the project and
outlines the principles on how we intend to perform the required activities. We are confident to
successfully perform all required services in accordance with the approach outlined in this
methodology and on the terms defined in the tender document.
