Begun and held in the City of Cabuyao, on Thursday, the first day of March, two thousand
eighteen.

AN ACT RULING OUT THE REQUIREMENT OF TAKING MAJOR ACADEMIC


EXAMINATIONS IN THE FIRST THREE (3) YEARS OF ELEMENTARY EDUCATION AND
ENFORCING STUDENTS’ GOOD CHARACTER DEVELOPMENT

Be it enacted by the Malayan Model Congress assembled

Section 1. Short Title. – This Act shall be known and cited as the "The Early Character Development
of Students Act of 2018".

Section 2. Declaration of Policy. – It is the policy of the State to eliminate the requirement of taking
major academic examinations of students in their first three (3) years of elementary education. The
Act ensures the establishment of good character building amongst students in their early educational
career. This act aims to integrate the youth at an early level. The values students must possess such
as discipline and sense of responsibility shall be further established. The Act shall help students in
developing a respectful character. This is a skill every child needs to thrive; to be an influence for good
in our society.

ARTICLE I

Section 3. Definitions. As used in this Act, the following terms shall mean:

(a) “educational career” – refers to a vocation process undertaken to attain knowledge.


(b) “educational institution” – refers to a place where people of different ages gain an education,
providing a large variety of learning environments and learning spaces.
(c) “character education” – refers to an umbrella term loosely used to describe the teaching of
children in a manner that will help them develop variously as moral, civic, good, mannered,
behaved, in-bullying, healthy, critical, successful, traditional, compliant or socially acceptable
beings.
(d) “comprehensive planning” – refers to a process that determines community goals and
aspirations in terms of community development.
ARTICLE II

Section 4. This Act shall cover all students in the first three (3) years of elementary education, Grades
1 to 3, in different educational institutions. The Act shall therefore apply to both public and private
schools.

ARTICLE III

Section 6. This Act shall not entirely eliminate all forms of examinations except for major assessments
like quarterly or final exams. Elementary schools shall still conduct small but organized tests to
continuously check the understanding of students. The act shall therefore not rule out the requisite of
taking tests like quizzes, seatworks, or anything of that nature.

ARTICLE IV

Section 5. Leading Implementing Agency


The DepEd shall be the lead implementing agency that will oversee the effective and efficient
implementation of this Act. For purposes of administering the provisions of this act, the DepEd shall:

(a) With one (1) year from the effectivity of this Act, develop a comprehensive plan for the timely
and effective implementation of the program;
(b) Prescribe policies and regulations, and coordinate the timely and effective implementation of
this Act;
(c) Arrange funding source for the program from the government, subject to existing laws and
regulations;
(d) Coordinate with local government units (LGUs) and concerned organizations to ensure that
the comprehensive plan is integrated with the provisions under this Act.

ARTICLE V

Section 1. To achieve an effective enhanced basic curriculum focusing on children's sense of


responsibility and discipline, the Early Character Development Program shall focus but not limited to
the following:

(a) Trustworthiness
(b) Respect
(c) Responsibility
(d) Fairness
(e) Loyalty and Citizenship
(f) Controlling Anger
(g) Working out conflicts
(h) Empathy
(i) Anti-bullying
(j) Prejudice
(k) Basic life skills
ARTICLE VI

Section 1. Requirements and Qualifications of an instructor

(a) Must have a Bachelor’s degree in Psychology


(b) Must have a relevant employment experience and industry participation
(c) Must be a licensed teacher
(d) Must be 20 years old and above

Section 2. The instructors shall undergo conferences, seminars, and trainings to be eligible to teach
the said subject. Seminars shall be organized by DepED.

(a) Seminars shall have several stages before completion


(b) Seminars shall provide knowledge of being intolerant of drug offenses and violent crimes or
crimes against children
(c) After completing the seminars, there shall be a certificate given to be eligible to teach the
subject

Section 3. Seminars and Trainings will teach about:

(a) Proper behavior to be observed while teaching


(b) What is expected to be taught at the end of every school year
(c) Teaching students to learn other important life qualities such as being generous,
compassionate, empathetic, self-control, and justice.

Provided, however, That these topics shall be included but not limited to other fundamentals for
character development.

ARTICLE VII

BUDGETARY PROVISIONS

EFFECTIVITY CLAUSE

Section 1. Effectivity. – This Act shall take effect fifteen (15) days upon its publication in at least two
(2) national newspapers of general circulation.
