TRANSFER OF RESIDENCE, REGISTRATION RECORDS, REACTIVATION OF

REGISTRATION RECORDS,
Section 16. Where to file. - Applications for the purpose of:
(a) transferring registration records from one city/municipality to another
city/municipality or from one ERB to another ERB within the same
city/municipality;
(b) transferring of registration record from one precinct to another in the same
city/municipality or within the same district in a city/municipality;
(c) change of name or correction of entry; and
(d) reactivation of registration records
shall be filed at the Office of the Election Officer concerned.
Section 17. When to file. -
a) For the National Capital Region (NCR), Cotabato City, Zamboanga City and
Iligan City
The applications shall be filed on any day beginning 04 August 2003 to 31
October 2003, including Saturdays and Sundays, from 8:00 o'clock a.m. to 8:00
o'clock p.m.
b) For the other regions except ARMM and Isabela City, Basilan
The applications shall be filed on any day beginning 18 August 2003 to 31
October 2003, including Saturdays and Sundays, from 8:00 o'clock a.m. to 8:00
o'clock p.m., at the Office of the Election Officer of the city/municipality/district
where the applicant resides.
Section 18. Application for transfer of registration records to another
city/municipality. - Any registered voter who has transferred residence to another
city or municipality, may transfer his registration record by filing an application for
transfer of registration records using the prescribed form (Annex B) at the Office
of the Election Officer of his new residence, within the period prescribed herein,
provided the voter would have satisfied the six (6) months residency requirement
on or before the May 10, 2004.
In support of the application, the applicant shall attach a certified copy of his
current voter registration record. The requirement for a certified copy of the
applicant's registration record may be dispensed with in cases where the Election
Officer of the applicant's new residence can confirm the current registration of the
applicant from the records available in his Office.
In the absence of the copy of the registration record, or when the current
registration of the applicant cannot be confirmed from the records available in the
Office of the Election Officer of the applicant's new residence, the application
shall be accepted and processed and the biometrics data of the applicant
captured, subject to the submission by the applicant of the required registration
record or confirmation of applicant's registration by the Election Officer of the
city/municipality where the applicant is currently registered.
Toward this end, the Election Officer of the applicant's new residence shall
immediately communicate with the Management Information System of the
Commission and with the Election Officer of the applicant's former residence to
verify whether applicant is a registered voter of the place he claims to be
registered. The MIS or the Election Officer concerned shall, within three (3) days
from receipt of the request for confirmation, reply to the request.
Additional guidelines for this purpose shall be issued after the setting up of
satellite connections among the various provincial and city offices.
The application for validation for transfer of registration records shall be subject
to the requirements of notice and hearing and the approval of the ERB.
Section 19. Change of address in the same city or municipality. - Any voter who
has changed his address in the same city or municipality shall accomplish the
application form (Annex B) within the period provided herein. If the change of
address involves a change in precinct assignment the EO shall assign the
applicant to the precinct comprising his new residence.
