Planning for Quality Education


Issues and Challenges in Improving Quality of Education in the Philippines.

vEvery child has the right to access safe, quality education. Girls, boys and children with
disabilities, those from minority groups and children living in poor and remote areas are most often
denied access to education. This has far-reaching consequences on their futures and those of their
families, communities and countries.

What do you mean by Quality Education?

Quality = effectiveness of efficiency.

- The quality of the educational process experienced by students.


- When we deal with quality education it means: a standard education must be given to all.
- The content or syllabus must be same for all.
- Improve with the passage of time.
- Quality depend upon characteristics of:
Learners (healthy, motivated students)
- Processes (competent teachers using active methodologies)
- Content (relevant curricula) and
- System (good governance and educationist)

Issues and Concerns in the Education System

1. The Quality of Education / Deteriorating Quality of Education


Chronic underachievement of students’ insufficient mastery of basic competencies due to
congested curriculum. The congested curriculum partly explains the present state of education
Incomplete curriculum.
2. Shortage of School Buildings, Textbooks and Equipment
The shortages of classrooms and textbooks are particularly severe. The nationwide classroom
shortage is estimated to be 40,000. A survey done in preparation for a World Bank education loan
found that the pupil-textbook ration in the public elementary schools is 10:1 and 79% of the
textbooks are more than 5 years old. This situation has persisted for many years.

3. Overworked and Underpaid Teaching Staff


Teaching has often been referred to as the “most notable of all professions.” Too many teachers,
however, the noble image of their profession have been transformed into an illusion. Over the last
three decades, we have come to think of the Filipino teachers as overworked and underpaid
professionals.

4. Bilingual Policy and the Problem of a National Language


The bilingual policy in education aims to develop a Filipino who is proficient in both English and
Filipino And also the Mother Tongue. (Native Language)

5. Education Mismatch
• There is a large proportion of "mismatch “between training and actual jobs.
• This is the major problem at the tertiary level and it is also the cause of the existence of a large
group of educated unemployed or underemployed.
6. Globalization issue in education
It is in the educational sector where the concept of globalization is further refined and
disseminated. It comes in varied forms as “global competitiveness,” “the information highway,”
“the Third Wave Theory,” “post-modern society,” “the end of history,” and “borderless economy.”
Issues and Hurdles in access of Quality Education:

- Lack of resources
- Accountability
- Ghost Schools
- Less budget
- Untrained teachers
- Poverty
- Child labour
- Extremely low level of public investment
- Poor quality of management and monitoring , supervision and teaching
- Insufficient financial input.

How we can improve the quality of Education?

Quality Education goals:

- Academic excellence
- Improve academic standards
- Applied learning
- Lifelong academic skills

Purpose of the Quality Education:

- To determine the educational needs of student


- To improve the quality of education
- Make education assessable to everyone

To create a system of quality educations in schools, we need

- Adequate resources and budget


- Educational practices based on research and discussions

Examples of Quality Indicators

- Instructional leadership
- Teacher Quality
- Parent and community involvement
- Effective instructional programs
- Orderly learning environment

Efforts to improve quality by education sector:

- Improve curriculum
- Change textbooks (according to the need of students)
- Based on ideology of country, focus of ethics, norms values and culture
- Free education for 1 to 10 class

Suggestions

- The quality of education includes the physical facilities as well as the


- Faculty , curriculum
- The actual dynamics of teaching and learning
- The target of quality education can only be achieved by bringing some revolutionary changes
to ensure better planning
- More funding
- Enhance physical facilities
- Ongoing monitoring
- Meaningful research
- Good faculty, good faculty training
- Relevant syllabuses
- Effective classroom dynamics
- Better educational governance
- Involvement of all kind of human resource and strategic quality
- Upgrade teacher’s salary
