Greetings,

Kindly refer orders passed on 19-11-2019 by the Hon’ble Delhi High Court as reproduced under
“The learned counsel for the respondent nos. 3 and 5 will examine whether the respondent no. 1 is allowed
to retain the custody of the animal even if the averments made by the respondent no. 1 are to be accepted”
Whereas scheduled reptiles allowed to abuse for profit by CWLW of Delhi along with CWLW of Maharashtra,
accepted by the AWBI, granting permission to use these reptiles in films being criminal conspiracy against wild
animals because custodians of these reptiles have no arrangements for treatment, care & shelter.

Kind attention:
Vigilance wing of MoEFCC, to check private ownership's of reptiles and snakes, because wild animals are
Government property, before issuing private ownership, concerned officers have to look after the procurement
process, how and why wild animals were captured, violating different sections of the Wildlife Protection Act, 1972
with Prevention of Cruelty to Animals Act, 1960, whereas CWLW's of Maharashtra and Delhi issued private
ownership's for reptiles and snakes, my complaint was transferred to the vigilance but till today these captive reptiles
are not rescued for further rehabilitation in the their natural habitat. Please find attached herewith communication
between Wildlife Authorities with AWBI, May I ask, whether FIR for offense of impersonation read with said
legislation's were lodged by AWBI / WCCB / CWLW, abused reptiles were rescued or not, if not then why these
Authorities failed to perform their official duties????
Hence immediate legal action required against all offenders including officials and custodians of these reptiles and
snakes after rescuing the abused animals.

Kindly refer to my previous complaints read with the report submitted by Dr. M. S. Kachhawa Advocate from
Jaipur:
“As on 13.02.2014 I was passing through the outer area of Jaipur near RIICO kata, New Sanganer Road. I saw three
people were performing with a animal on road side and there was huge crowd, I immediately stopped my vehicle
and went to those people, I saw a big bamboo basket lying on the ground near to that fellow who was performing.
When I asked him to show me the animal inside the basket he refused to show me the animal and asked me about
my authority but unfortunately, I do not have any card of AWBI or Wild Life Crime Control Bureau, than I asked
my assistant to call the Forest Flying Squad. After that they agreed to show me the animals as soon as they opened
the basket I was shocked surprised to see such a big snake, I asked him about the species and their documents with
regard to the animal ownership and its public display, performance transport from one state to another state.
They told me that it’s a King Cobra which is about 11 feet and weight up to 8 Kg and they also showed me the
ownership certificate of the aforesaid snake which was issued to them by the Chief Wild Life Warden, New Delhi
through letter No. F.30 (1439)/CWLW/Delhi/2003/639 dated 05.05.2011, the said ownership was issued for 4
snakes (the ownership certificate is attached herewith). At the first instance the ownership certificate seems to be
original but later on when I again checked the same I found it doubtful and fake as it was a color photocopy which
was laminated. In the meantime, the forest flying squad reached the aforementioned place and took the snake and
the person having its possession into their custody, after making the site report they went to Jaipur Zoo for further
investigation.
In last but not least it is very surprising for me and all of us that how a ownership certificate was issued to a non
competent person and the grounds on which they issued the ownership of such a animal, without taking into
consideration the personal bona fide use, this practice has been adopted throughout the country for issuing
ownership certificates.
In Jaipur, we have started the verification of ownership documents of Elephants at Nahargarh Biological Park, Delhi
Road, Jaipur with the team of forest department.”
In past Delhi Police also reported about Digambhar Nath also, who managed ownership of protected wild animals
and all these scheduled wild animals are being abused for personnel gain and profit, hence concerned SHO may
kindly be directed to lodge FIR against all these scheduled reptiles, animals so called owners along with the Chief
Wildlife Warden of Delhi, who is also responsible for misuse of power, criminal conspiracy, cheating and forgery
read with the Wildlife Protection Act, 1972 and the Prevention of Cruelty to Animals Act, 1960, all abused animals
needs to be rescued at once for further rehabilitation.
OIPA - Indian People for Animals demands:
1. Strict legal and Departmental action against the Chief Wildlife Warden of Delhi, he may kindly be placed under
suspension, charge sheeted and shifted from Delhi.
2. Delhi Police Commissioner may kindly be requested for further directions to all concerned SHO's of Delhi Police,
to lodge FIR against all including CWLW of Delhi for the violation of 120-B, 420 IPC read with WP Act, 1972 and
PCA Act, 1960.
3. Ownership certificates of all snake charmers may kindly be cancelled at once, rescue these all wild animals for
further rehabilitation.
4. The Wildlife Crime Control Bureau - WCCB may kindly be asked to inquire and legal action against all
offenders.
