RECOMMENDATION

In order to address the growing concerns on bullying, the researchers propose the following
measures to counteract its different acts and mitigate the blow of its effects:

1. There must be a collective effort to prevent, reduce, and stop bullying through campaigns and
events specially designed to prevent bullying. These campaigns and events could include the
celebration of “Anti-Bullying Day” or “Anti-Bullying Symposium”. During these events, the
organizers could dedicate the activities for those who are victims of bullying. The organizers could
formulate certain activities paying homage or tribute to the victims of bullying in order to uplift
their spirit. These campaigns and events could serve as a platform for forums and discussions on
the issue of bullying;

2. In case of an incident of bullying in school, in the workplace, or anywhere else, there must be an
intervention of the proper authorities. These authorities could either be the parents of the child,
supervisors, human resources staff, or the teachers. These authorities have the influence and
moral ascendancy to discontinue the rift and create a stable atmosphere;

3. The victims of bullying should talk to a counsellor or psychologist that is trained in handling
bullying situations. The counsellor or psychologist is equipped with the necessary tools and
technical training in understanding the emotions of the victims and the bullies as well;

4. Primarily, the parents are the ones who are responsible for the development of their children. At
a young age, the parents must develop a habit of guiding and teaching their children good
manners and right conduct especially during the formative years and unto adolescence since
these stages of child development are the most crucial. The parents hold the principal and vital
role in child development;

5. The proper implementation of RA 10627 or the “Anti-Bullying Act of 2013” should be encouraged.
The researchers likewise recommend amendments to such law to further strengthen it and widen
its scope so as to cover all acts of bullying;

6. The proposed House Bill 5718 or the proposed “Anti Cyber-Bullying Act of 2015” should likewise
be passed into law. Cyber-Bullying is widespread and rampant in the Philippines. The passage of
such law prohibiting cyber-bullying and imposing sanctions would provide a remedy for certain
individuals who are being harassed online;

7. In cases of cyber-bullying, due to the emergence of dummy accounts, fake accounts, and
anonymous accounts, it is largely difficult for authorities to identify the culprits since they are
hiding in the cloak of the personality of someone else. Given this, the researchers recommend the
employment of IT specialists and computer engineers to design an application, software, or
program to trace the location of the person behind the computer keyboards; and

8. In instances when the victim is afraid to file a complaint due to fear of retaliation or intimidation
from the bullies, rewards or incentives should be given to those “good Samaritans” who help.
