Subject: COMPLAINT REGARDING NON-IMPLEMENTATION OF

WARABANDI ON THE OUTLET 13543/L OF RAKH BHANGOO DISTY
OF MULTAN CANAL DIVISION

It is submitted that Rakh Bhango minor offtakes from Haveli Main line from RD
98+450 with a design discharge capacity of 31 cusec. It has 17 no of outlets. Rakh Bhangoo
minor was shifted from Faisalabad Irrigation zone to Multan zone in early 1990’s. After shifting
to Multan zone, all the outlets of above said minor was designed on GCA instead of CCA.
Initially, A-form of the outlet No. 13543/L was sanctioned vide Superintending Engineer, Haveli
Canal Circle Multan No.8372/92-W dated 01/09/1999. Sanctioned parameters of the outlet are as
under,

Latest sanctioned warabandi of the above said outlet was lesser than GCA, so Superintending
Engineer vide his No. 3437/192-W dated 02/05/2007 directed that department cannot impose
restriction against zamindara warabandi if it is within the limit of 1650 acres. (Attached as
annexure A)

The above said outlet was bifurcated in to two outlets named as 13543/L and 13538/L with a
design discharge of 2.65 and 2.27 cusecs respectively vide Superintending Engineer, Haveli
Canal Circle Multan No.6654/92-W dated 27/10/2008. (Attached as annexure B) Since that,
irrigators are using canal water by their mutual understanding and no warabandi of the outlet has
been sanctioned under section 68 of Canal & Drainage Act 1873 by the department. Recently, an
application received from two persons (Muhammad Nafees and Muhammad Iqbal) on dated
21/09/2019 regarding sanctioning warabandi of the outlet No. 13543/L, which is under process
in zilladari section. (Attached as annexure C)
