1.0 SCOPE

This specification covers general requirement, design, manufacture, inspection,


testing, supply and guarantee of panel mounted multi channel paperless recorders
for two units of 700MWe PHWRs. These paperless recorders shall be suitable for
mounting on mosaic grid structure. The recorders are used for recording of
important plant parameters.

3.0 APPLICABLE STANDARDS, SPECIFICATIONS AND DRAWINGS

All the documents listed below constitute a part of this specification. In the event
that the data listed below conflict with the requirements of this specification, the
requirements of this specification shall govern.

4. MATERIALS, PROCESSES AND WORKMANSHIP

4.1 Materials and Processes

Materials, processes and standard parts which are not specifically designated
herein and which are necessary for the fulfillment of this specification shall be of
good commercial quality and in accordance with good practice pertinent to the
manufacture of the instrumentation equipment.

Electronic components used shall be type approved from a National/International


Agency/Laboratory. A certificate to this effect shall be obtained from the
manufacturer or his representative stating the name of type approving agency.

4.2 Workmanship

The workmanship shall be in accordance with high grade commercial practice to


ensure satisfactory operation and service life in accordance with the provisions of
this specification.

5.0 GENERAL FUNCTION AND DESCRIPTION

5.1 General Function

The recorders are used for recording of various important Reactor, regulation,
control and protection parameters neutron flux, reactor power etc.

5.2 Description

These recorders shall be paperless type having dimensions of 144 mm x 144 mm


and shall be suitable for mounting on mosaic grid structure.

The general philosophy for the instrumentation in nuclear power station is based
on the use of instruments, which are capable of continuous satisfactory operation
with minimum attention.

Long term reliability under varying service conditions is of primary importance.


The use of semi-conductor devices coupled with tolerant and conservative design
of circuits and the use of high quality components of all types is, therefore,
required.

The layout of components and sub-assemblies shall be such as to ensure ease of


maintenance. All adjustments shall be easily accessible preferably from the front.

6.0 REQUIREMENTS

6.1 Operating Conditions

6.1.1 Normal operating conditions

Ambient temperature from 8º C to 45º C and relative humidity up to 90 %

6.1.2 Occasional/Storage conditions

Ambient temperature from 5º C to 55º C and relative humidity up to 95 %

6.2 Panel Presentation

These recorders will be used for indication of process variables on various control
panels and consequently it is desirable that the presentation be harmonious with
other instruments. Input channels shall be configurable as per process
requirements. Recorder shall have intuitive, touch screen display to clearly view
the process data in varying formats. Data shall be stored in tamper resistant binary
format which can be used secured long term record of process.

6.3 Mounting

The recorders shall be suitable for mounting on vertical panels of mosaic grid
structure and on panel’s having slope up to 70° from vertical. However, recorders
are mounted on vertical panels. They shall be suitable for mounting on panel, side
by side.

6.4 Panel Area

Overall dimension of recorders shall be 144 mm x 144 mm. Cutout of each


recorder shall be suitable for mounting on mosaic grid structure. It should be
possible to mount recorders, side by side with minimum clearance. Depth of
recorders shall be maximum 300 mm. Recorders of other than above dimensions
are not acceptable.

6.5 Enclosures

Recorders shall have non-ventilated enclosure IP-54 as per IS-60947.

6.6 Color, Painting and Finish

The case and bezel of the instruments shall have a semi gloss finish. The color

shall be black.

6.7 Power Supply available

The following power supply can be made available


Voltage : 24V DC
Steady state regulation : 5%
Transient variation : 2%
Ripple : < 1% peak to peak

6.8 Seismic Requirements

Recorders shall be capable of recording the data during and after seismic
conditions. Seismic testing of the recorders shall be done generally as per IEEE-
344 for safe shut-down earth quake (SSE). Test frequencies and peak acceleration
will be furnished later.

6.9 Electrical Characteristics

6.12 Input Signals

The following are the typical input signals for recorders:

4-20 mA
1-5V DC
0-5V DC
100 ohm RTD

However the recorder shall be capable of taking other types of signals and User
shall be able to calibrate all the above signals. Details of these inputs are given in
Annexure-C.

6.13 Input Isolation

Recorders shall have complete isolation between input signals. This shall be better
than 10 MΩ at 100V DC.

6.14 Grounding

6.14.1 Signal Grounding

The design of the instrument shall be such that either input signal lead may be
grounded.

6.14.2 Safety Ground

A separate terminal insulated from the signal terminals shall be provided to


facilitate grounding of the instrument casing.

6.15 Insulation

The insulation resistance between signal terminal and the casing shall be better
than 10 MΩ at 100 V DC in air conditioned environment.

The insulation resistance between the power supply leads and the casing shall be
better than 100 MΩ at 500 V DC in air conditioned environment.

6.16 High Voltage (HV)

To check the integrity of the insulation, HV shall be applied at 1.5 KV for one
minute as specified in IS-2071

6.17 Input Filter

The recorder shall be immune to common mode power line interference. There

shall be no visible channel vibration or broadening of the trace if a power line


frequency signal of 10 % of span peak to peak magnitude is impressed on the
input signal.

6.18 Accuracy

The overall accuracy of the recorders shall be 0.5 % of span or better for linear
scale and shall be 1.0 % of the measured value for the Log scale under normal
operating conditions.

6.19 Scan time

The scan time of the recorder shall be less than 125 msec for all the channels in
parallel.

6.20 Accessories

6.20.1 Alarm contacts

When specified in the recorder schedule, the recorder includes alarm contacts.
The electrical rating of the alarm contacts shall be 2 Amp at 24 volts DC unless
otherwise specified in the recorder schedule. The alarm setting shall be fixed or
adjustable as specified in the recorder schedule.

6.20.2 Any other item as specified in the recorder schedule shall be supplied with the
recorder.

6.21 Calibration Report

Each instrument shall be supplied with a statement listing results of a five point
(at least) accuracy calibration. This statement shall show true input signal and
scale reading of the instrument. The identity of test or calibrating equipment shall
be noted in the test and calibration report.

6.22 Tropicalisation

It is preferable that the design, materials used for construction and methods of
fabrication shall be such that the recorders are inherently moisture and fungus
resistant. As an alternate the equipment shall be rendered moisture resistant by
suitable treatment. The manufacturer shall state as part of the tender the method of
treatment.

6.23 Identification

Each recorder shall be identified with the following information

(a) Manufacture’s name or identity.


(b) Manufacture’s model and/or serial number.
(c) Tag no. of input signal.

The above information shall be in a permanent form on a metal nameplate,


permanently attached to the Instrument. This nameplate shall not be
visible from the front.

In addition, each device shall also have the following information attached
to the instrument in the form of a removable metal tag, wired securely to
the device:

(a) The application code identity of the purchaser.


(b) The equipment code identity of the purchaser.

6.24 Spares

Following spares for smooth functioning of recorders for 5 years shall be


supplied.

6.24.1 12- Channel universal input card – 2 numbers

6.24.2 Power supply card – 2 numbers

6.24.3 Disk drive – 1 number

6.25 Training

Training shall cover the functionality, troubleshooting, configuration, data


archival & retrieval at CBS. 8 numbers of Purchaser’s engineers shall be trained
at suppliers’ works. To and fro transport charges, boarding and lodging charges
shall be borne by the purchaser. Training charges if any shall be mentioned in the
offer. If training is free, the same shall be mentioned in the offer clearly.

7.0 INSPECTION

The contractor shall be responsible for and shall perform all inspection and tests
specified herein and as further which are necessary to ensure that the material and
workmanship are of the degree of excellence required by the specification and to
demonstrate that the equipment supplied by him will perform as specified herein
to the approval of the Purchaser.

The Purchaser or authorized representative shall have access to the contractor’s


premises at all reasonable times to the extent necessary to access compliance with
the provisions of this specifications and also to evaluate the contractor’s
inspection and quality control procedures.

The purchaser shall also have the right to conduct at his own expense, any
additional inspection or testing deemed necessary.

When tests are performed, the product shall comply with all provisions of this
specification.

In the event of failure of any unit or part thereof to fully meet any inspection or
test requirement specified herein, the Contractor shall notify the purchaser or his
authorized representative.

The contractor shall obtain permission from the purchaser before repair or
subsequent use of such equipment or part. If any repairs including redesign that
are likely to affect the result of tests or work previously completed, appropriate
re-inspection and re-testing shall be conducted.

The recorders shall be carefully examined to determine their conformance with


this specification with respect to material and workmanship, finish, dimensions,
and other requirement not covered by specific tests.

The contractor shall notify the purchaser the date and location for the performance
of the tests, giving sufficient notice to enable the purchaser or his authorized
representative to be present.

The supplier shall submit Quality Assurance Plan (QAP) to describe the Standard
Quality control and testing activities that are carried during the manufacturing of
the recorders. The QAP shall be in conformance with the QAP attached as
‘Annexure-C’ and shall be submitted for purchaser’s review & approval.

The purchaser or his authorized representative shall have access to the calibration
certificate of the measuring equipment used for tests.

8.0 TESTS AND REPORTS

Tests are divided into two categories. The tests specified in section 8.1 shall be
carried out on all units. The tests specified in section 8.2 shall be carried out on
random samples selected from each lot. The samples required for the tests shall be
selected at random by the purchaser or authorized representative and tested by the
contractor.

8.1 Tests on all units

8.1.1 Visual Examination

8.1.2 Voltage Proof test

This test shall be done by applying 1.5kV AC between mains & earth for one
minute as specified in section 6.16

8.1.3 Insulation Resistance Test

This test shall be done to verify compliance with requirement as per clause 6.15
of this specification.

8.1.4 Isolation Tests

This test shall be done to meet requirement of clause 6.13

8.2 Test on samples

8.2.1 Seismic Test

One recorder shall be tested for seismic qualification as per clause 6.8 of this
specification.

8.2.2 Test on enclosure

One recorder shall be tested to demonstrate conformity of the enclosure with the
requirements of clause 6.5 of this specification.

8.2.3 Dry Heat Test

Temperature : 55 + 2° C
Relative Humidity : < 50 %
Standard to be followed : IS: 9000 PART III/SEC-V-1977

At the end of the conditioning period of 96 hours, the equipment shall be switched
on and checked to see if it is functioning. It shall remain in working condition
exposed to high temperature for two hours and then tested to verify conformity
with respect to scan time. Equipment shall then be switched off, removed from
the test chamber and allowed to recover to standard atmospheric conditions.
After recovery, the equipment shall again be tested for accuracy, response time &
scan rate.

8.2.4 Damp Heat Test

No of cycles : 2 cycles of 24 hours (12 hours + 12 hours) each


Temperature Range : 40° + 2° C, 90 % RH to 25 + 5° C, 98 % RH

The instrument shall be on during the test. At the conclusion of the test, the
recorder shall be tested to verify conformity with respect to accuracy, dead band,
hysteresis, alarm accuracy, alarm hysteresis, damping, response time etc.

8.2.5 Input Filter Test

One recorder shall be tested to ensure compliance with clause 6.17 of this
specification.

8.2.6 Response time test

One recorder shall be tested to ensure compliance with clause 6.19 of this
specification.

8.3 Burn in Test

All the recorders shall be kept on for duration of 100 hrs under the prevalent
ambient conditions. No failure shall occur during this period.

However, if the purchaser finds it necessary, the sample or whole lot shall be
subjected to burn in test for 168 hours keeping the recorder on.

8.4 Reports

Five copies of the tests reports for all the tests carried out as in section 8 as well as
five copies of the routine calibration statements for each of the units (section 6.22)
shall be submitted to the purchaser. All test reports shall be signed by an
authorized representative of the contractor. Five numbers of the copies of the
instruction manual along with its softcopy shall be submitted.

9. PACKING AND SHIPMENT

9.1 General

The contractor shall make adequate provisions to protect the equipment supplied
to this specification to ensure that on arrival at the generating station or a panel
fabrication shop or elsewhere as will be stated later by the Purchaser and after
storage as may occur they will not have suffered corrosion or damage of any sort.

The recorder input terminals shall be shorted during packing and transportation
and shall be packed in a polythene bag with silica gel and sealed so as to avoid
entry of moisture, dust etc. It shall be suitably packed to protect it from vibration
shock etc. during transit.

The package (or packages) shall be clearly and legibly marked in a suitable
permanent manner with the following information.

(a) Brief description of the item


(b) The item number of the purchaser
(c) The purchase order number of the purchaser
(d) Number of pieces in the shipment.
(e) Weight of the package.

10.0 INFORMATION REQUIRED WITH THE BID

The supplier should give the technical details, delivery schedule and prices as per
the format given in ‘Annexure-B’ of this specification respectively.

10.1 Delivery Period

Supplier shall supply the Recorders within 4 months after placing the purchase
order.

10.2 The supplier shall offer the bid, valid for, at least, 90 days.
