MINUTES OF THE MEETING

Held on January 7, 2019


DENR-CENRO Hostelle, San Isidro, Isabela

CALL TO ORDER

OIC, CENR Officer Felix S. Ganapin called the meeting to order and presided over the same. The
reading, approval, and review of the minutes of the previous meeting was done thereafter.

I) Review of the Minutes of the Previous Meeting


a. Re: PA disestablishment, draft letter already at CENRO’s table for review

II) QMS External Audit


a. Scheduled on January 14, 2019 to be conducted by Private Organizations
b. Prepare all pertinent documents
c. To all Section Chiefs: Master all related procedures, Prepare readily available/ printed
documents, laws, rules and regulations
d. Replace posted Quality Policy. Check errors
e. Replace Organizational Chart. Put connecting arrows.
f. All Section Chiefs must have a copy of their procedures and Audit findings c/o Ella
g. We should memorize our mandate, mission, vision and DENR Quality Policy and our
contribution for the achievement of the DENR Quality Policy
h. Re: Office Cleanliness: Prepare 5s monitoring report and observe 5s implementation c/o
Sir Hermo.

III) Other Matters


1. Attention Official Photographers: Document all Monday updates, meetings and all
meetings and activities conducted, inside and outside office.
2. To all concerned personnel: Every after activity, print pictures with report and maintain
a compilation of your own file.
3. Attention: Supply Officer: purchase white board for each Section Chiefs
4. Accordingly, cash-based budgeting will be strictly implemented. No more carry-over of
funds for the succeeding years of implementation of M&P
5. Re: Performance Evaluation of all SIFMA and NGP Projects. There will be a conduct of
Evaluation of accomplishments of SIFMA holders and those awarded with NGP walk-in
MOA for recommendation whether said agreement with the stakeholder be extended
or cancelled.
6. Re: Agreement s and instructions during the year-end assessment and strategic
planning on the implementation of enhanced NGP.
a. Accordingly, the proposed budget of NGP 2019 is 60% for M&P, 30% for new
plantation establishment and 10% for other support activities.
b. The proposed costing of M&P is:
Year 1 : 2,000/ha.
Year 2 & 3 : 3,000 – 11,000 /ha. Depending on the commodity.
Payment will be made based on the number of seedlings survived.

c. There will be an allocation for rehabilitation of plantations for CY 2011 – 2015.


We will identify and submit list of sites that needs rehabilitation with at least 30%
survival
7. Accordingly, there will be a change in management in the Regional level. There will be
a re-shuffling of REDs.
8. A 1-day Official time will be given to personnel for the purpose of renewal of PRC
license.
9. Ma’am Leony reported the financial report of the Year End Assessment and
Thanksgiving Program of our Office. There is an unliquidated 1,436 php. It was agreed
that it will be used for our merienda on Friday for the conduct of Mass Work Activity.

ENHANCED NGP
 FT I Chrizel Fermin will bring soil samples to UPLB-ERDB for soil analysis

ADMINISTRATIVE SECTION
 Re: IPCR submitted to the Regional Office will not be consistent with the revised
IPCR
 Prepare OPCR for July –December 2018

adjourned.
