AN ORDER ESTABLISHING THE LOCAL YOUTH DEVELOPMENT

OFFICE (LYDO) AND DESIGNATING THE LOCAL YOUTH DEVELOPMENT
OFFICER

WHEREAS, the State recognizes the vital role of the youth in nation-building and
thus, promotes and protects their physical, moral, spiritual, intellectual and social well-being,
inculcates in them patriotism, nationalism and other desirable values, and encourages their
involvement in public and civic affairs;
WHEREAS, the State shall establish adequate, effective, responsive and enabling
mechanisms and support systems that will ensure the meaningful participation of the youth in
local governance and in nation-building;

WHEREAS, Section 16 of RA 7160, otherwise known as the Local Government Code

of 1991 mandates that Local Government Units shall, within their territorial jurisdiction,
promote health and safety, improve public morals, maintain peace and order and preserve the
comfort and convenience of the inhabitants;

WHEREAS, the implementation of Republic Act 10742 or the Sangguniang Kabataan

(SK) Reform Act of 2015, and its Implementing Rules and Regulations (IRR), the
Department of the Interior and Local Government (DILG) issued Memorandum Circular No.
2017-36, dated 24 February 2017, directing all Provincial Governors, City and Municipal
Mayors to:

1. Create the Local Youth Development Office; and

2. Appoint or designate the Local Youth Development Officer;

WHEREAS, in compliance with Sec. 25 and 26 of RA 10742, and its IRR needs to
establish the Local Youth Development Office and appoint designate the Local Youth
Development Officer;

NOW THEREFORE, I, HON. IAN CHRISTOPHER G. ESCARIO, Municipal Mayor

of Bantayan, Cebu by virtue of the powers vested in me by law do hereby order the
establishment of the Local Youth Development Office (LYDO), and appointing/ designating
its Local Youth Development Officer;
 Section 1. Establishment of the Local Youth Development Office. The Local Youth
Development Office, henceforth referred to as LYDO is hereby established under the Office
of the Mayor.

Section 2. Functions and Duties of the Local Youth Development Office. The Local
Youth Development Office shall have the following duties and functions:

1. In accordance with Section 24(d) of RA 10742, register and verify youth

and youth-serving organizations (Subject to the revitalized Youth
Organizations’ Program (YORP) guidelines;
2. Provide technical assistance to the LDYC of the concerned LGU in the
formulation of the LYDP;
3. Facilitate the election of the LYDC representatives;
4. Serve as secretariat of the LYDC;
5. Conduct the mandatory and continuing training of SK officials and LYDC
members, in accordance with the programs jointly designated and
implemented by the National Youth Commission (NYC) and DILG.
6. Provide technical, logistical and other support in the conduct of the
mandatory and continuing training programs, and to such other programs
of the NYC and DILG;
7. Coordinate with the NYC, with regard to the youth programs;
8. Perform such other functions as may be prescribed by law, ordinance, or as
the LCE, the DILG, or the NYC may require.

Section 3. Designation of the Local Youth Development Officer.

MR./MS.________________ is hereby designated Local Youth Development Officer of the
Municipality of Bantayan.

Section 4. Duties and functions of the Local Youth Development Officer;

1. The Local Youth Development Officer and/or his or her staff shall apply
for accreditation from NYC in order for them to conduct the mandatory
and continuing training programs of SK officials and LYDC members;
2. Ensure the effective and efficient operations of the LYDO;
3. Serve as the implementing arm of the LYDO, and perform its duties and
functions;
4. Perform such other functions as may be prescribed by law, ordinance, or as
the LCE, the DILG, or the NYC may require.

Section 5. Effectivity. This Executive Order shall take effect immediately.
