Answer the following questions in relation to American Rule:

1) How did the Americans pacify the Filipinos?

-Even though the Filipinos had a fight with Spaniards for their independence before Americans came,
Americans was still determined to establish their sovereignty over Filipinos. But despite having this war
between Filipinos and Americans, Americans were still able to have peace with Filipinos. They used oriented
military government to persuade Filipinos to accept American rule. The American army’s ability to
protect townspeople or Filipinos from guerrilla terror and intimidation, this led Filipinos to show support
for the Americans could protect them with greater confidence.

2) What is the role of William Howard Taft in American colonization? Do you think it was instrumental in
his rise to political prominence in the United States? Justify your answer.
- William Howard Taft roles was to hammer out legislation on civil service, education, health, the courts and
banking, public works, laying down the foundations for a government of the future. Public hearings were held
on the proposed measures. His policy of reaching out to the people aroused antipathy within the military
regime. William Taft referred Filipinos to as “little brown brothers,” American soldiers countered him, “he may
be a brother of Big Bill Taft, but he ain’t no brother of mine.” And I think these small steps by Taft led him to
become the United States Solicitor General from 1890 to 1892,the United States Secretary of War under
Theodore Roosevelt and he successfully monitored U.S. rule in the Philippines.

3) How do you understand democracy? Is it the best form of government for the Philippines? Justify your
answer.
- Democracy is a form of government in which the people have the authority to choose their governing
legislation. Who people are and how authority is shared among them are core issues for democratic
development and constitution.

Democracy is by far what makes Philippines a definite free country. Because of our government system, we, as
a nation, are granted the privilege to choose the leaders of whom we think are best for our country. We are
given the freedom to act out when we feel like we are being mislead by the government officials. It gives us the
power to choose what’s best for us.
