A. Background of the Activity

On July 9, 2014, the Principals meeting for CADT application in Esperanza was conducted at
Governors office, Patin-ay, Prosperidad, Agusan del Sur. This was attended by Governor Eddie
Bong Plaza, NCIP Regional Director Atty. Pinky Grace Pareja-Pabelic, TMSD Chief Ordonio
Rocero, Dr. Randy D. Rosas Provincial Officer, GIZ –COSERAM headed by Yvonne Muller, and
tribal leaders in Esperanza.

The following are the agreements:

1. The ancestral domain of the Higa-onon and Banwaon will be applied as one for CADT,
provided that sectoral mapping must be conducted first.
2. Victor Manpatilan will remain as the CADT representative; however, he must always
coordinate to Elizaldy Sunjay being the point person for the Banwaon tribe.
3. Continue and expedite the processing of CADT application.
4. Any complaints from the IPs that may arise pertaining to CADT processing will be
resolved first by the tribal council in Esperanza.
5. Previous activities conducted will be revisited and to be validated by the community,
then continue the succeeding activities for CADT processing.
6. To continue the CADT processing, the following activities will be conducted:
a. July 17-19, 2014. Community meeting to determine the boundaries between Higaonon
and Banwaon;
b. July 21-23, 2014, review of available documents for community validation;
c. July 28-August 8, 2014 Community/Sectoral mapping.

Item 6.a and 6.b were already conducted except item 6.c
On September 17-19, 2014 Boundary Resolution between CADT applications of the Banwaon
tribe in San Luis and Higaonon and Banwaon tribe of Esperanza was conducted wherein
AGREEMENT for their common boundaries were signed by the recognized tribal leaders from
both parties. After the signing, short meeting with the tribal leaders from Esperanza was
conducted. As agreed, perimeter boundaries somewhere in Bukidnon and Agusan del Norte will
be resolved first. Then, community mapping, to be followed by the enumerated activities in the
guidelines.

On October 16, 2014 and October 20, 2014, complaint letters coming from Helario Anlapaz
Anday, et.al, the unrecognized tribal leaders and members allegedly from Esperanza were
submitted to NCIP claiming that they also had lands within the applied areas and questioning
the agreed common boundaries for CADT application.

On January 17, 2015, Datu Lagawlaw Duku Lidanhog and other tribal leaders submitted for a
separate CADT application for the areas of Sinakungan, Bunaguit and Tagbalili. Accordingly, they
desire to separate their application for the reason that, their unified application has so many
complaints; they even compiled the complaints in one volume as justification on their
separation.

On February 5, 2015, the focal person of Esperanza made short conference with Datu Gala
Lidanhog (brother of Datu Lagawlaw) with some of the tribal leaders in Sinakungan and CADT
representative Datu Victor Manpatilan at MDRRMC office of Esperanza. According to them, they
also own lands in Sinakungan and will not want to have a separate CADT application.

On February 20, 2015, the focal person of Esperanza submitted an activity design for a “meeting
with tribal leaders” which was handed by Sheila Padillo to Mr. Philip Anghag. Mr. Anghag
commented that the design should be a meeting with the three CADT applicants being the
agreement during their principals meeting on February 9, 2015.

On March 10, 2015, the focal person with Adelaida Buyog attended a “Kaamulan” held at
Esperanza, Gymnasium. This gathering was attended by Hon. Governor Adolph Edward G. Plaza
with SP members including Municipal Mayor Deo. P. Mapatilan Jr, with his officials, and tribal
leaders and members in Esperanza.
This activity is designed to inform the public that Datu Dumadangop Alfredo Manpatilan is now
giving its leadership to Datu Manlighod Manandog as the Chieftain of the Higaonon tribe. In the
morning, focal person made a short meeting with the tribal leaders who were present; one of
the topics is the update on processing of their CADT application. The updates are:
1. Complaints on the signed boundaries between Esperanza and San Luis;
2. Submitted CADT application from ICCs in Sinakungan, Bunaguit and Tagbalili to separate
from the unified CADT application;
3. Resolution No. 003 series of 2014 from the Banwaon tribe to separate their area as one
CADT application.

The tribal leaders declined to discuss and decide the matters at that moment, instead, they
requested for a meeting with the signatories of the Petition and Resolution of the unified CADT
application so that presented issues will be tackled properly.

With these circumstances, the PDT agreed for the following activities:

1. Meeting of the of the tribal leaders on three CADT applications as recommended by Mr.
Philip Anghag being the agreement reached during their principals meeting on February 9,
2014.

B. EXPECTED RESULTS

1. After this meeting, tribal leaders/elders in Esperanza can come-up an agreement on the
direction of their CADT applications.
C. STRATEGIES

IDENTIFICATION OF PARTICIPANTS, 10 tribal leaders/elders per group.

1. For the group from Sinakungan the communication will be course through to their identified
CADT representative Jonji Asis to inform their group.

2. For the group of Banwaon, the communication will be course through their Chieftain Datu
Mandepensa Glory Calvo to decide among themselves on their representatives during the
meeting.

3. For the Higaonon on conversion from CADC to CADT, the communication will be course
through to Datu Manlighod Manandog Victor Manpatilan, the CADT Representative of the
unified application.

MATTERS TO BE DISCUSSED DURING THE MEETING:

1. Complaints on the signed boundaries between Esperanza and San Luis;

2. Submitted CADT application from ICCs in Sinakungan, Bunaguit and Tagbalili to separate
from the unified CADT application;
3. Resolution No. 003 series of 2014 from the Banwaon tribe to separate their area as one
CADT application.
4. Decision on the processing of their CADT applications.
