On July 26, 2016, the 86 year-old priest was held hostage in the Church of St. Stephen in Saint Étienne du
Rouvray, near Rouen, France, by Adel Kermiche and Abdel Malik Petitjean, two Muslim jihadis. The
terrorists, who pledged their allegiance to ISIS, forced the elderly priest to kneel before the altar and slit
his throat. Before being murdered, Father Hamel famously said, “Satan, Va!” (“Begone, Satan!”). The
murder of the French priest occurred as France was recovering from the Bastille Day celebrations in Nice,
where more than 80 people were killed by another Muslim terrorist, Mohamed Bouhlel, who ran a truck
he was driving over the crowd. The phrase “Begone, Satan” sent waves of both admiration and shock
across France and Europe, and even led Pope Francis to waive the five-year waiting period necessary for
beginning the process of sainthood for the French priest. Apparently, Kermiche and Petitjean never read
or thought important the words, “There is no compulsion in religion” (Koran: 2/256).

Negotiating in Good Faith

There are those that speculate that in time, the West will have no choice but to negotiate with Islamic
terrorist organizations the likes of ISIS, the Taliban, Al Shabaab, Boko Haram, and others. 1 Of the 18,814
deaths caused by terrorists around the world in 2017, well over half were due to the actions of these four
Islamic groups.2 In the current business environment practiced in the U.S., to negotiate in “good faith”
means that each party will deal fairly and honestly with the another, so that each party will receive a
reasonable share of benefits from the contract negotiated. American corporations and labor unions do so
all the time. When party “A” sues party “B” for breach of contract, they may argue that the other party
failed to negotiate in “good faith”. Certainly, a terrorist organization, is just like other armed groups
throughout history, wants its grievances heard, and can be reasoned with in order to achieve its goals, yes?
We, in the West, may find it somewhat distasteful to negotiate with the international Islamic terrorists, but
wouldn’t they find it equally distasteful to negotiate with us? Like us, they must understand that they are
in a conflict that cannot last forever, don’t they? The possibility of negotiating in good faith with Islamic
terrorist organizations provides a certain degree of psychological alleviation and assurance. Naturally, the
central argument given presupposes that terrorist organizations, (1) can be reasoned with, (2) want to
negotiate, (3) will negotiate reasonably (i.e., in “good faith”), and most important (4) they can be trusted.

Good Natured Nate3 says, “Haven’t we faced similar situations before throughout history?” Nate goes on,
“Once, not long ago, we thought that negotiating with the IRA, ETA, the FARC, and the PLO was
impossible. Yet, the Nates of the world will argue, we eventually negotiated with each of them and
reached an agreement. 4

A Closer Look at History

There is a counter-argument. It is that the current situation we face with the international Islamic terrorist
organizations is unlike anything that we have faced before.

If the historical analogies mentioned were applicable, the struggle against terrorism would be simpler.
However, the aforementioned analogies are severely misapplied to the situation we currently face. The
armed insurrectionists previously mentioned were essentially organizations seeking nationhood, even
though their sense of identity was sometimes based on religion. All the groups had pragmatic political
agendas. For example, after the IRAs political wing, Sinn Féin, was re-admitted into the Northern Ireland
Peace Talks, it put into effect a final ceasefire in July 1997. The IRA supported the 1998 Good Friday
Agreement and disarmed in 2005 under international supervision. The Basque separatists in ETA declared
four separate ceasefires from 1989 to 2006, which they broke. Many questioned whether ETA’s leaders
could be trusted to keep their word. However, on September 5, 2010, ETA declared a new ceasefire that

remained in force, and on October 20, 2011, it announced a “definitive cessation of its armed activity”.
On May 2, 2018, ETA publicized a letter stating it had “completely dissolved all its structures and ended
its political initiative”. FARC was involved in a continuing Marxist guerrilla insurrection in Colombia
starting in 1964. In 2012 alone, the FARC made 239 attacks on Colombian infrastructure. In June 2016,
the FARC signed a ceasefire accord with Juan Manuel Santos, the President of Colombia. In November,
the Colombian government and FARC signed a peace deal. On June 27, 2017, FARC disarmed itself and
handed over its weapons to the United Nations. The PLO was an organization founded in 1964 with the
sole purpose of the “liberation of Palestine” through armed struggle. The PLO was considered by Israel
and the United States to be a terrorist organization until the 1991 Madrid Conference. However, by 1993
the PLO recognized Israel's right to exist in peace, accepted resolutions 242 and 338 by the United
Nations Security Council, and rejected “violence and terrorism”. In response, the PLO was officially
recognized by Israel as the representative of the Palestinian people.

Negotiation with all of these organization was once thought to be impossible. When serious negotiations
eventually took place, both sides found that there were legitimate subjects they needed to parley, power-
sharing midpoints be reached, and guarantees to be made.

However, the political goals of these organizations were much more limited than those of the present
Islamic terrorists. The IRA, ETA, FARC, and the PLO were not trying to establish a worldwide caliphate
and hasten the return of a religious messiah. They strove to exert their influence in a limited geographical
area. The Islamic terrorist organizations are supra-national, they exceed present borders and have
decidedly maximalist goals.

The Terrorist Mindset

Additionally, the terrorists appeal to an anti-western Muslim mindset, whether their recruits reside in the
Greater Middle East, Europe, the United States or elsewhere (see Appendix I: “The Mind of Osama bin
Laden”). Unquestionably, the radical Islamists have some valid grievances, and while the individual paths
to joining their organizations varies tremendously, the leadership of all the groups has been crystal clear
about their invariable goals. These goals include the complete destruction of Israel, the domination of the
Greater Middle East, and the emergence of Islam as a world military and political power.

With the passage of time insurgencies usually reach a predictable final phase of conflict and enter into
negotiations, with the intent of both parties to formulate rational and achievable political aims; such as
one or both parties withdrawing behind certain geographical lines, the removal or repositioning of
military installations or troops, the granting of specific political rights, or economic renumeration. But the
present-day terrorist organizations do not call for any of these things. They seek to export a totalitarian
Islamistic ideology and end religious freedom and western laws and cultural norms. 5 The intent to enact
negotiation is laudable, but it requires a relationship involving mutual or reciprocal actions and sense of

obligation. Some Islamic terrorist organizations would even like to enable a thermonuclear apocalypse,
believing that a Muslim messiah would emerge which would unite the world under Islam.

Good Natured Nate may also argue that when under military pressure, some members of the terrorist
organization may be separated from the main body and be more amenable to negotiation. Negotiations
with these former stalwarts would strengthen the hand of the moderates within the terrorist organization.
Didn’t this happen many times during the Cold War when Russian or East European operatives,
disaffected by life under communism, defected to the West? The problem is that the disaffected former
terrorists are an inconsequential minority. They are not going to assume leadership positions in their
former organizations or convince them to adopt policy reversals while operating from the outside. In fact,
the repeated mantra of terrorist organizations is for the West to accept their complete demands.

There is no reason to settle for anything less that total victory if the terrorists remain solidly committed to
their goals.

In the 21st century, there exists no religious or political justification among the civilized for committing
atrocities, mass murders, publishing hateful Internet narratives, or similar despicable acts. The problem is
that radical Islamists are operating from a mindset of the Middle Ages. The United States has taken on a
leadership role in overcoming this scourge, but the role of other countries has been unequal.

The Importance of Decisiveness

The United States must take a much more decisive leadership role in eliminating the scourge of terrorism,
using all of its assets and political international clout to develop a comprehensive, long-term campaign.
The rest of the world has to join in this commitment to preserving civilization.

As of this writing Belgium has around 550 troops stationed in Afghanistan, spread throughout Kabul,
Kunduz and Kandahar airport. At their peak Australian troops in Afghanistan numbered 1,550. In 2002,
Canada had 2,100 personnel in the CENTCOM 6 region. Since 2002 the number of ground forces
committed by the Danish army has been steadily increased from 50 to 750. France 3,200 ground troops.
Spain about 2,500 combat troops. The UK has 4,500. Other countries have made similar diminutive
commitments. In 2011 approximately 40,000 non-US foreign troops operated in Afghanistan.

A different mindset concerning victory over evil existed in the middle of the last century. In August 1950,
President Harry Truman and Secretary of State Dean Acheson obtained the consent of Congress to
appropriate $12 billion for military action in Korea (in todays dollars, it would be a commitment of
approximately $395 billion). Conscription was instituted. Twenty-one other countries from the non-
communist world contributed to the United Nations force, eventually totaling almost three million men.7
A modern-day multinational alliance like this, which would naturally require the participation of Muslim
countries, would be an irresistible force.

However, the United States today is not the United States of the 1950s. The possibility and viability of
such a multinational force comes into question. The Democrats then were headed by Truman, a leader

who gained national prominence by reducing waste and inefficiency, who authorized the use of nuclear
weapons against Japan, who renounced isolationism, and who proved his anticommunist credentials by
driving back the North Korean invaders. By the standards of the present Democrats, Harry Truman was a
rabid right-winger. Today the Democrat platform envisioned by Elizabeth Warren, Bernie Sanders, Pete
Buttigieg, Kamala Harris, and others officially favors creating a borderless Marxist-styled nanny state that
punishes the successful, incentivizes law breakers, and disparages American cultural icons (even favors
their elimination from society). Vermont Senator and twice presidential candidate Bernie Sanders praised
Cuba and the Soviet Union in the late 1980s after visiting each, dismissing the “horrors” in Cuba as
merely right-wing propaganda. 8 In the 1950s the United States was a largely homogeneous society. As of
the 2010 census, white Americans constituted 72.4 percent of the population, and that number is
decreasing. Today, there are an estimated half million illegal entries into the United States each year.
There are 3.45 million Muslims in the United States and 19 million in Europe. How they would react to
the multinational force described herein is to be ascertained. In the 1950s the American educational
system touted patriotism and American achievements. Today the educational system and the media serves
the mouthpiece of the socialistic Democrats and their policies. Finally, military conscription existed in the
1950s, but there has been no “draft” in the United States since the 23rd of January, 1973.

What is Needed

On the plus side, the United States today has developed an impressive mix of intelligence and special
operations capacities, and is continuously hunting for terrorist leaders. On the 27th of October, Abū Bakr
al-Baghdadi al-Qurayshi9 , the leader of ISIS, was killed by American special forces. The United States
has detected and killed many terrorists using drones and raids by special forces in Pakistan, Syria, Yemen,
and other countries. Such deaths do not by themselves destroy the terrorist groups, but they do make them
less effective, creating leadership vacuums and confusion. These operations force the jihadists to be on
the defensive, hide, and denies them safe havens. An enemy on the defensive is an enemy not on the
attack.

President Trump earned the right to triumphantly announce the terrorists death from the White House
podium. But it would be naiveté to claim victory over terrorism. Allies are indispensable. In his speech
concerning the al-Baghdadi al-Qurayshi raid, President Trump thanked Russia, Turkey, Iraq, Syria, and
the Kurds. For the elimination of terrorism, we will need a wide range of allies. Some will be our
traditional and powerful friends, like Britain and France. They have military muscle, their own
counterterrorism assets, and are able to operate worldwide. Others are regional militias and tribes, whose
forces have been at war with the Islamic militants in the Greater Middle East, and other areas of the world
where the jihadists have been active, for quite some time. These are also valuable allies that add greatly to
the cause of counterterrorism, and the Western democracies should be grateful for their important
assistance.

Because our efforts have been less than overwhelming, the jihadists are still standing, and attempt to
spread their ideas to far more people than they did before the 11th of September. We would do well to
learn this lesson.

There is no substitute for a total commitment to total victory. The objectives of the United Nations forces
during the Korean conflict, the conduct of the war, and the leadership role played by the United States,
has been used by this writer a a historical example of international cooperation to defeat an aggressive
and militarily powerful ideological enemy. The conclusion of that war is also a significant lesson in many
ways. The vision and subsequent goals of the United States and its allies changed from the pursuit of total
victory and the liberation of North Korea, to the acceptance of an inconclusive stalemate. It was at a
heavy cost. Almost 40,000 Americans were killed in combat, and more than 100,000 were wounded.
Close to five million people perished. The lessons to be learned from the Korean War are as relevant as
the decisions that we face today about the War on Terror. Without a shared and total international
commitment to total victory, we should not send our young to risk injury or death on the battlefield.

There are those that will argue that we are at war with an ideology, and that ideologies cannot be defeated
militarily. This is not only intellectual, political, and ultimately moral 10 defeatism, but also historically
gravely inaccurate. They should be reminded that German Nazism and Japanese fascism was ultimately
defeated when their territories were occupied, their militaries crushed, their governments dismantled and
replaced, and the crimes of their leaders made public and their leaders publicly tired and punished.

A Cautionary Lesson

The about-face in defining what constituted “victory” in Korea established a teeter-totter pattern that has
been followed disastrously in American military conflicts from Vietnam to the War on Terror. These have
been wars without a congressional declaration, and without both the political and national resolve to
achieve total victory.

These wars have been accentuated by: (a) restricted rules of engagement for our troops, who fight an
enemy that practices no restrictions, (b) lacking the objective of seizing and holding territory, (c)
constraints on the use of a full array of available weaponry, imposed arbitrarily by politicians (many who
have never experienced combat), (d) permitting the enemy the use of areas of sanctuary, (e) in-country
allies who are not fully trained, are undependable, or not fully committed to our objectives, (f) without
conscription, and thus fought by increasingly smaller representative sectors of society, (g) a press and
media which is ambivalent, or even hostile to the objectives of national security.

Because of this, most Americans are unfamiliar with, or pay little attention to the War on Terror, unless
they have a family member serving in the military, or encounter a situation like that of the hostages in the
Church of St. Stephen in Saint Étienne du Rouvray, France. Satan, Va!

In addition to remembering the sacrifices made in the war against terrorism, and in all the previous wars
against a despicable enemy, we need to dwell upon the lessons learned from the Korean War. It is also
time to stop repeating the military and political mistakes we have previously made.

Appendix I: “The Mind of Osama bin Laden”

Not since the 11th century Nizari Ismaili11 has anyone been seen as the icon for Islamic terrorism more so
than Osama bin Laden. He inspired the modern day movement which eventually produced the attacks on
the Pentagon and the Twin Towers in New York City. Additionally and most disturbing, while the West
sees bin Laden as a terrorist, many Muslims see him as someone who fought against the the Soviets in
their invasion of Afghanistan, and opposed Western “decadence” and intrusion on Muslim territory. A
more accurate understanding of the current situation with Islamic terrorist organizations would best be
leavened with the exact thoughts and words revealing who Osama bin Laden was and the seeds that he
planted in the mind of his followers:

The ruling to kill the Americans and their allies — civilians and military — is an individual duty for every
Muslim who can do it in any country in which it is possible to do it.... 12

It is far better for anyone to kill a single American soldier than to squander his efforts on other
activities. 13
